I. CALL TO ORDER
Deputy Mayor DaCorsi called the meeting to order at 5:30 p.m. in the Council
Chambers of Auburn City Hall, 25 West Main Street in Auburn.

The City Council Meeting was held virtually in the Council Chambers.
B. Roll Call
Councilmembers virtually present: Deputy Mayor Claude DaCorsi, Bob
Baggett, Larry Brown, James Jeyaraj, Robyn Mulenga, and Yolanda Trout-
Manuel. Councilmember Chris Stearns arrived at 5:33 p.m. and left at 6:30
p.m.
Mayor Nancy Backus and the following department directors and staff
members were present: Outreach Program Administrator Kent Hay,
Director of Innovation and Technology David Travis, Innovation and
Technical Support Specialist Danika Olson, Chief of Police Dan O'Neil
and Deputy City Clerk Teresa Mattingly.
The following department directors and staff members attended the
meeting virtually: Senior City Staff Attorney Harry Boesche, City Attorney
Daniel Heid, Assistant Director of Innovation and Technology Ashley
Riggs, Director of Community Development Jeff Tate, Director of Public
Works Ingrid Gaub, Assistant Director of Engineering Services Jacob
Sweeting, Senior Traffic Engineer James Webb, Development Engineer
Manager Steve Sturza, Development Services Manager Jason Krum,
Economic Development Manager Doug Lein and Real Property Analyst
Josh Arndt.

IV. AGENDA ITEMS FOR COUNCIL DISCUSSION
A. 2021-2026 Transportation Improvement Program Annual Update (Gaub)(20 Minutes)
Engineer Webb provided Council with the annual update for the 2021-
2026 Transportation Improvement Program (TIP). He reviewed the
completed and proposed projects to be removed from the TIP, new
projects to be added, revising project descriptions and cost estimates and
next steps to set a public hearing for June 15, 2020.
Council discussed the status of projects, deferring projects to a future
date, if additional cuts or adjustments will be needed to the TIP, year end
fund balance, and current and future status of grant funding. Council also
thanked Engineer Webb and his staff for their hard work.
B. Ordinance No. 6761 (Tate)(30 Minutes)
An Ordinance relating to Flood Hazard Areas and amending Chapter 15.68 of the
Auburn City Code
Manager Sturza reviewed the Floodplain Development Code Update,
FEMA's Letter of Determination and the deadline to adopt a new map with
Council. He also discussed the negative impacts of non-compliance and
staff proposed updates.
Council discussed the number of homes within the Channel Migration
Zone, when and how a variance could be granted, residential flood
insurance, tribal regulations for historically significant items and how often
floodplain maps are updated.
V. FINANCE, TECHNOLOGYAND ECONOMIC DEVELOPMENT DISCUSSION ITEMS
A. COVID-19 Local Business Support Update (Hinman)(20 Minutes)
Councilmember Baggett presided over this section of the meeting.
Director Hinman introduced Economic Development Manager Doug Lein,
Real Property Analyst Josh Arndt and Kacey Bray President and CEO of
the Auburn Chamber of Commerce.
Manager Lien provided Council with an update on how the City is providing
support to local businesses and reviewed the five parts to the support
program; Comprehensive Financial Assistance and Resource information
for businesses, Financial Assistance Programs, Business Assistance
Webinars, promote the use of BuyLocalAuburn.com and the Safe Start
Auburn Advisory Committee.
Ms. Bray reviewed the business assistance programs and webinars that
the City co-hosts with the Auburn Chamber of Commerce.

Analyst Arndt provided an overview of the resources and webinars
available to business and residents online and discussed a four part class
on "Developing your Emergency Business Plan" that will be presented by
Green River College.
Mayor Backus provided Council with an update on the CARES Act and
King County Funding, the restrictions on those funds, and the Safe Start
Auburn Advisory Committee and their focus on identifying what the Auburn
business community needs.
Council discussed that the online webinars are free, how the Safe Start
Auburn Advisory Committee was created and the types of assistance and
resources that the Small Business Association will be providing. Council
also thanked Manager Lein and his team for the work they are doing for the
small businesses.

There was no new business.
VIII.ADJOURNMENT
There being no further business to come before the Council, the meeting was
adjourned at 6:56 p.m.
