CP1603, COAL CREEK SPRINGS TRANSMISSION MAIN REPAIR THIS AMENDMENT TO THE AGREEMENT is made and entered into this Z day of r`11,tQ\1 , 2020, by and between the CITY OF AUBURN, a municipal corporation of the State of Washington (hereinafter referred to as the "CITY"), and JACOBS ENGINEERING GROUP, INC. (hereinafter referred to as the"PROVIDER"). The City and Provider agree to amend the Agreement AG-C-496 executed on the 9th day of March 2017. The changes to the Agreement are described as follows: 2. SCOPE OF SERVICES: The scope of work is amended to include the following tasks that will be performed in a good and professional manner: See Amended Exhibit A, which is attached hereto and by this reference made part of this Amendment. The Provider shall perform the services as an independent contractor and shall not be deemed, by virtue of this Agreement and the performance thereof, to have entered into any partnership,joint venture. employment or other relationship with the City. 3. COMPENSATION: The amount of this amendment is $33,956.00. As total compensation for the Provider's performance of the services provided based on this Amended Agreement, the City shall pay the Provider fees and costs not-to-exceed $476,050.00. See Amended Exhibit B, which is attached hereto and by this reference made part of this Agreement. REMAINING TERMS UNCHANGED: All other provisions of the Agreement between the parties for AG-C-496 executed on the gth day of March 2017, shall remain unchanged, and in full force and effect. Inc. ENG-182. Revised 10/18 Page 1 of 1 EXHIBIT A SUPPLEMENTAL SCOPE OF SERVICES During the term of this AGREEMENT, Jacobs Engineering Group, Inc. (CONSULTANT) will perform professional services for the CITY of Auburn (CITY) in connection with the following project: Project CP1603 —Coal Creek Springs 24-inch Transmission Replacement Project The following supplemental scope of work amends the scope of work by adding new Subtask 5.12 - Hydraulic Design and Floodplain Regulation to Task 5—Work Tasks. The added scope of work consists of hydrologic, hydraulic, geomorphic and scour analyses as well as providing technical materials needed to demonstrate that the proposed crossing will comply with King County floodplain development regulations. 5. WORK TASKS 5.12. Hydraulic Design and Floodplain Regulation The CONSULTANT shall provide the following hydraulic scope of services: 1) Data Collection and Review CONSULTANT shall collect existing data relevant and useful to the investigation. This will include but not be limited to: • Bridge crossing design concepts. • LiDAR and topographic data_ • FEMA and King County floodplain maps and supporting study reports. • Geomorphic investigation reports pertaining to the White River. • Hydrologic data for the White River • Climate change flow estimates for the White River • Hydraulic model(s)of the White River through the project reach • Existing channel survey data 2) Stakeholder Discussions CONSULTANT shall discuss the project with key stakeholders as follows: • City of Auburn. CONSULTANT will meet with CITY to review and discuss the project. • King County Floodplain Development and Restoration Staff. CONSULTANT will meet with CITY and King County Water and Land Resources Division staff to discuss: i. The technical investigations the County will require to be submitted as part of the floodplain development permit application. ii. Geomorphic processes that are on-going within the White River at the project site. iii. Preliminary FEMA floodplain maps for the White River prepared by the County. iv. Proposed restoration plans for the White River in the vicinity of the project. • Muckleshoot Tribal Representative. CONSULTANT will call a tribal representative to discuss the proposed project and the tribe's vision for the reach. CITY will be invited to sit in on this call. Following the meetings above, CONSULTANT and the CITY will hold a conference call to discuss the stakeholder discussions. 3) Site Inspection CONSULTANT will conduct a field inspection to examine the proposed crossing location. This will include examining hydraulic, geomorphic, lateral erosion, levee, scour and floodplain characteristics in the vicinity of and upstream and downstream from the proposed crossing. 4) Hydrology CONSULTANT will update the published annual instantaneous peak flood discharges for the White River obtained in Task 5.12.1 to make sure they represent current conditions. CONSULTANT will also determine if the climate change data obtained in Task 5.12.1 should be considered in the design of the bridge. If it should, CONSULTANT will then determine how to apply it to the design. Assumptions: • The existing and future data is available and can be obtained from King County(Task 5.12.1). 5) Hydraulic Analysis CONSULTANT will use and existing HEC-RAS model of the White River in the vicinity of the proposed bridge crossing to evaluate hydraulic conditions for both existing and proposed conditions for both existing and future climate change hydrology. The model will be used to: • Establish baseline 100-year water surface elevations for existing conditions • Refine the proposed bridge and waterway to: o Achieve No-Rise in the 100-year water surface elevation (a King County requirement). • Evaluate scour potential at the bridge piers and abutments and to provide the hydraulic data needed to design countermeasures if needed. o Determine the elevation of the 100-year flood to evaluate proposed freeboard for debris passage. 0 To assess the potential impact of climate change on the ability of the bridge to safely convey the future 100-year flood. Assumptions: • The hydraulic model is available from King County. • The model is calibrated. • Only minor improvements/additions to the model will be required to adequately simulate both existing and proposed conditions. 6) Channel Stability and Scour Assessment CONSULTANT will determine if lateral erosion and/or local scour will pose a threat to the new crossing. If they do, CONSULTANT will work to address these hazards, which may include design of scour/erosion countermeasures. 7) Meetings CONSULTANT will participate in up to: Agreement for Professional Services Project CP1603—Coal Creek Springs 24-inch Transmission Replacement January 2020 Exhibit A—Supplemental Scope of Services Page 2 of 3 • Three phone call design meetings with design team • Two face-to-face meetings with design team • Two meetings in Auburn with CITY. One of these may include an on-site meeting with stakeholders and/or regulators 8) Hydraulic Design Report CONSULTANT will prepare a hydraulic design report to summarize and document the results of the investigation. Assumptions. • A draft of the report will be provided to the CITY for review. Upon receipt of comments, CONSULTANT will refine the report and submit a final stamped version as a PDF. 9) Environmental Permit Support CONSULTANT will provide materials for inclusion in the project permit application documents. CONSULTANT will also be available to attend meetings and consult with the resource agency and tribal representatives as needed. Assumptions: • An allowance of up to 16 hours has been included to participate in agency meeting and consultations. 10) FEMA LOMR Application Package If needed, CONSULTANT will prepare a LOMR application for the City to submit to FEMA to request that FEMA officially recognize the floodway and floodplain limits presented in the Preliminary Flood Insurance Rate Maps and Flood Insurance Study prepared by King County. Assumptions: • An allowance of 24 hours is included to prepare the application and required technical support materials. This is a much smaller number of hours than would typically be required, but it assumes the King County study can be submitted as the technical support materials with only minor modifications to tailor it to the meet the needs of the project. • The CITY will sign and submit the LOMR application to FEMA. • An allowance of 8 hours is included to answer FEMA questions and provide additional materials if requested.
