WASHINGTON Watch the meeting video Meeting videos are not available until 72 hours after the meeting has concluded. I. CALL TO ORDER Deputy Mayor DaCorsi called the meeting to order at 5:30 p.m. II. VIRTUAL PARTICIPATION LINK A. Virtual Participation Link The City Council Meeting was held virtually. B. Roll Call Councilmembers virtually present: Deputy Mayor Claude DaCorsi, Bob Baggett, Larry Brown, James Jeyaraj, Robyn Mulenga and Chris Stearns. Councilmember Yolanda Trout-Manuel was excused. Mayor Nancy Backus and the following department directors and staff members were present: Innovation and Technical Support Specialist Danika Olson, Chief of Police Dan O'Neil and Deputy City Clerk Teresa Mattingly. The following department directors and staff members attended the meeting virtually: City Attorney Kendra Comeau, Director of Community Development Jeff Tate, Director of Public Works Ingrid Gaub, Director of Finance Jamie Thomas, Director of Parks,Arts, and Recreation Daryl Faber,Assistant Finance Director Kevin Fuhrer,Assistant Director of Engineering Services Jacob Sweeting and Assistant Director of Innovation and Technology Ashley Riggs. III. AGENDA MODIFICATION There were no modifications to the agenda. IV. FINANCE, TECHNOLOGYAND ECONOMIC DEVELOPMENT DISCUSSION ITEMS A. Cost Recovery Policy for Development Fees (Tate, Gaub, Thomas) An overview of a Cost Recovery Policy related to development fees that guides the permit and application fees associated with land use, building and civil fees Page 1 of 2 Councilmember Baggett presided over this section of the meeting. Director Tate presented Council with an overview of the Cost Recovery Policy and discussed the purpose of the policy, cost recovery targets, funding, the principles and considerations that guide the cost recovery policy and next steps. Council discussed residential rates, discounts for low income residents, investing in technology to improve the efficiency of the permit process and the option of basing permit fees for adult family homes on square footage. V. OTHER DISCUSSION ITEMS There were no other discussion items. VI. NEW BUSINESS There was no new business. VII. ADJOURNMENT There being no further business to come before the Council, the meeting was adjourned at 6:00 p.m. APPROVED this 19th day of October, 2020.
