Virtual Participation Link The City Council Meeting was held virtually. A. Pledge of Allegiance Mayor Nancy Backus called the meeting to order at 7:00 p.m. and led those in attendance in the Pledge of Allegiance. B. Roll Call Councilmembers virtually present: Deputy Mayor Claude DaCorsi, Bob Baggett, Larry Brown, James Jeyaraj, Robyn Mulenga and Chris Stearns. Councilmember Yolanda Trout-Manuel was excused. Mayor Nancy Backus and the following department directors and staff members were present: Innovation and Technical Support Specialist Danika Olson, Director of Innovation & Technology David Travis, Chief of Police Dan O'Neil and City Clerk Shawn Campbell. The following department directors and staff members attended the meeting virtually: City Attorney Kendra Comeau, Director of Administration Dana Hinman, Director of Finance Jamie Thomas, Director of Public Works Ingrid Gaub and Assistant Director of Innovation and Technology Ashley Riggs. III. ANNOUNCEMENTS, PROCLAMATIONS, AND PRESENTATIONS A. Free Speech Week Mayor Backus proclaimed October 19th-25th as Free Speech Week in the City of Auburn. Page 1 of 6 IV. AGENDA MODIFICATIONS An updated title for Resolution No. 5558, Proclamation for Free Speech Week, Ordinance No. 6802 and Resolution No. 5559 were added to the agenda. V. NEW BUSINESS There was no new business. VI. CITIZEN INPUT, PUBLIC HEARINGS AND CORRESPONDENCE A. Public Hearings -(No public hearing is scheduled for this evening.) B. Audience Participation This is the place on the agenda where the public is invited to speak to the City Council on any issue. 1. Virtual Participation Bob Zimmerman expressed his concerns about ideologies and people's opinions. Victoria Mena expressed her concerns regarding the Police Accountability Process. C. Correspondence There was no correspondence for Council to review. VII. COUNCIL AD HOC COMMITTEE REPORTS Council Ad Hoc Committee Chairs may report on the status of their ad hoc Council Committees' progress on assigned tasks and may give their recommendation to the City Council, if any. 1. Finance Ad Hoc Committee (Chair Baggett) Councilmember Baggett, Chair of the Finance ad hoc committee, reported he and Councilmember Stearns have reviewed the claims and payroll vouchers described on the Consent Agenda this evening and recommended their approval. VIII.CONSENT AGENDA All matters listed on the Consent Agenda are considered by the City Council to be routine and will be enacted by one motion in the form listed. A. Minutes of the September 14, 2020 and September 28, 2020 Study Session C. Minutes of the September 21, 2020 Regular Council Meeting D. Claim Vouchers (Thomas) Claim voucher list dated October 5, 2020 which includes voucher numbers 460811 through 460982 in the amount of$2,665,937.64 and seven wire transfers in the amount of $915,663.78 Claim voucher list dated October 19, 2020 which includes voucher numbers 460983 through 461187 in the amount of$4,774,879.86 and three wire transfers in the amount of$864,693.69 E. Payroll Vouchers (Thomas) Payroll check numbers 538978 through 538984 in the amount of $581,343.66, and an electronic deposit transmissions in the amount of $1,978,453.87, for a grand total of $2,559,797.53 for the period covering September 17, 2020 to September 30, 2020 Payroll check numbers 538985 through 538991 in the amount of $75,828.98, and electronic deposit transmissions in the amount of $2,103,459.96, for a grand total of $2,179,288.94 for the period covering October 1, 2020 to October 14, 2020 F. Call for Public Hearings (Thomas) These public hearings are held to provide citizens an opportunity to make comments on 2021-2022 biennial budget and potential increases in the City's 2021 property tax levy Public Hearing #1 — November 2, 2020 — 2021-2022 Biennial Budget Public Hearing #2 — November 2, 2020 — 2021 Property Tax Levy Public Hearing #3 — November 16, 2020 — Final 2021-2022 Biennial Budget Deputy Mayor DaCorsi moved and Councilmember Brown seconded to approve the consent agenda. MOTION CARRIED UNANIMOUSLY. 6-0 IX. UNFINISHED BUSINESS There was no unfinished business. Page 3 of 6 X. ORDINANCES A. Ordinance No. 6766 (Comeau) An Ordinance amending Section 9.22.010 of the Auburn City Code related to controlled substances Councilmember Stearns moved and Councilmember Jeyaraj seconded to adopt Ordinance No. 6766. MOTION CARRIED UNANIMOUSLY. 6-0 B. Ordinance No. 6792 (Gaub) An Ordinance amending Chapter 19.04 of the Auburn City Code related to Traffic Impact Fees Councilmember Brown moved and Councilmember Stearns seconded to adopt Ordinance No. 6972. MOTION CARRIED UNANIMOUSLY. 6-0 C. Ordinance No. 6795 (Gaub) An Ordinance amending Chapter 12.60 of the Auburn City Code related to Right-of- Way Permits Councilmember Brown moved and Councilmember Baggett seconded to adopt Ordinance No. 6795. MOTION CARRIED UNANIMOUSLY. 6-0 D. Ordinance No. 6802 A Ordinance extending the Temporary Waiver of Late Fees for the Airport and Utility Accounts during a Public Health Emergency Deputy Mayor DaCorsi moved and Councilmember Jeyaraj seconded to adopt Ordinance No. 6802. MOTION CARRIED UNANIMOUSLY. 6-0 XI. RESOLUTIONS A. Resolution No. 5554 (Gaub) A Resolution authorizing the Mayor to execute a Memorandum of Understanding between the City of Auburn and the Muckleshoot Indian Tribe to establish a partnership for implementing non-motorized improvements on and adjacent to State Route 164 Councilmember Stearns moved and Councilmember Baggett seconded to adopt Resolution No. 5554. MOTION CARRIED UNANIMOUSLY. 6-0 Page 4 of 6 B. Resolution No. 5558 (Hinman) A Resolution of the City Council of the City of Auburn, Washington expressing support for King County Proposition No. 1, Harborview Medical Center Health and Safety Improvement bonds Councilmember Jeyaraj moved and Councilmember Stearns seconded to adopt Resolution No. 5558. MOTION CARRIED UNANIMOUSLY. 6-0 C. Resolution No. 5559 A Resolution authorizing the Mayor to execute purchases between the City of Auburn and CDW-G for Microsoft Surface computers and peripherals; and Dell for monitors Councilmember Brown moved and Councilmember Stearns seconded to adopt Resolution No. 5559. MOTION CARRIED UNANIMOUSLY. 6-0 XII. MAYOR AND COUNCILMEMBER REPORTS At this time the Mayor and City Council may report on significant items associated with their appointed positions on federal, state, regional and local organizations. A. From the Council Deputy Mayor DaCorsi reported on the King County Affordable Housing Committee and encouraged the community to get their flu shot. Councilmember Baggett reported on the King County Emergency Advisory Committee meeting. Councilmember Brown encouraged everyone to vote. Councilmember Stearns reported he attended the Washington Conservation Voters Breakfast and the Sound Cities Association Racial Equity and Social Justice training. Councilmember Jeyaraj encouraged everyone to wear their masks and wash their hands. He also encouraged everyone to vote. B. From the Mayor Mayor Backus reported she attended the following meetings and events; a meeting with Puget Sound Regional Council Executive Director CEO Josh Brown, All Home Coordinating Board Meeting, ribbon cutting for the new Page 5 of 6 grocery store on Lea Hill called Dhotsons, tour of the City Center Building, Sound Cities Association Racial Equity and Social Justice training, ribbon cutting for Innovative Hair Studio, King County Regional Homelessness Authority meeting, 25th anniversary celebration for the Outlet Collection and a tour of Field House USA. XIII.ADJOURNMENT There being no further business to come before the Council, the meeting was adjourned at 7:40 p.m. APPROVED this 2nd day of November, 2020.
