The City Council Meeting was held virtually.
A. Pledge of Allegiance
Deputy Mayor Claude DaCorsi called the meeting to order at 7:00 p.m. and
led those in attendance in the Pledge of Allegiance.
B. Roll Call
Councilmembers virtually present: Deputy Mayor Claude DaCorsi, Bob
Baggett, Larry Brown, James Jeyaraj, Robyn Mulenga, Chris Stearns and
Yolanda Trout-Manuel.
The following department directors and staff members were present:
Innovation and Technical Support Specialist Danika Olson, Chief of Police
Dan O'Neil and Deputy City Clerk Teresa Mattingly. Mayor Nancy Backus
was not in attendance.
The following department directors and staff members attended the
meeting virtually: City Attorney Kendra Comeau, Director of Finance Jamie
Thomas, Director of Public Works Ingrid Gaub, Director of Human
Resources and Risk Management Candis Martinson and Assistant Director
of Innovation and Technology Ashley Riggs.
III. ANNOUNCEMENTS, PROCLAMATIONS,AND PRESENTATIONS
There were no announcements, proclamations or presentations.
IV. AGENDA MODIFICATIONS
There were no modifications to the agenda.
V. NEW BUSINESS
There was no new business.

A. Public Hearings
1. 2021-2022 Preliminary Biennial Budget Public Hearing
Public Hearing #1 -2021-2022 Biennial Budget
Public Hearing #2 - 2021 Property Tax Levy
Deputy Mayor DaCorsi opened Public Hearing #1 -2021-2022
Biennial Budget at 7:02 p.m. There was one public comment
received.
Bob Zimmerman, 33029 46th Place South, Auburn
Mr. Zimmerman stated there are several critical issues that need to be
included in the City of Auburn's budget process. Evaluating the
effectiveness of current expenditures is critical.
Deputy Mayor DaCorsi closed the public hearing at 7:03 p.m.
Deputy Mayor DaCorsi opened Public Hearing #2 - 2021 Property
Tax Levy at.7:04 p.m. There were no public comments received, he
closed the hearing.
B. Audience Participation
This is the place on the agenda where the public is invited to speak to the City
Council on any issue.
1. Virtual Participation
Bob Zimmerman, 33029 46th Place South, Auburn
Mr. Zimmerman expressed the importance of scientific facts as it
relates to health and safety.
C. Correspondence
There was no correspondence for Council to review.
VII. COUNCIL AD HOC COMMITTEE REPORTS
Council Ad Hoc Committee Chairs may report on the status of their ad hoc Council
Committees' progress on assigned tasks and may give their recommendation to the
City Council, if any.
1. Finance Ad Hoc Committee (Chair Baggett)
Councilmember Baggett, Chair of the Finance ad hoc committee,
reported he and Councilmember Stearns have reviewed the claims
and payroll vouchers described on the Consent Agenda this evening
and recommended their approval.

VI I I.CONSENT AGENDA
All matters listed on the Consent Agenda are considered by the City Council to be
routine and will be enacted by one motion in the form listed.
A. Minutes of the October 19, 2020 Regular Council Meeting
B. Claim Vouchers (Thomas)
Claim voucher list dated November 2, 2020 which includes voucher numbers 461188
through 461332 in the amount of$1,368,526.76 and seven wire transfers in the amount
of$772,602.27
C. Payroll Vouchers (Thomas)
Payroll check numbers 538992 through 538995 in the amount of$539,930.58, and
electronic deposit transmissions in the amount of$1,949,399.38, for a grand total of
$2,489,329.96 for the period covering October 15 2020 to October 28, 2020
Councilmember Trout-Manuel moved and Councilmember Baggett
seconded to approve the consent agenda.
MOTION CARRIED UNANIMOUSLY. 7-0
IX. UNFINISHED BUSINESS
There was no unfinished business.
X. RESOLUTIONS
A. Resolution No. 5549 (Comeau)
A Resolution amending the City of Auburn Fee Schedule to adjust for 2021 fees
Councilmember Jeyaraj moved and Councilmember Trout-Manuel
seconded to adopt Resolution No. 5549.
MOTION CARRIED UNANIMOUSLY. 7-0
B. Resolution No. 5556 (Thomas)
A Resolution authorizing the Mayor to execute an agreement between the City of
Auburn and Waste Management of Washington for comprehensive garbage,
recyclables and compostables collection services
Councilmember Jeyaraj moved and Councilmember Baggett seconded to
adopt Resolution No. 5556.
MOTION CARRIED UNANIMOUSLY. 7-0

C. Resolution No. 5557 (O'Neil)
A Resolution authorizing the Mayor to execute an agreement with the City of Auburn
and E&K Farms, LLC for Grazing Animal Sheltering Services that cannot be held at
the City's primary contract shelter
Councilmember Stearns moved and Councilmember Brown seconded to
adopt Resolution No. 5557.
MOTION CARRIED UNANIMOUSLY. 7-0
XI. MAYOR AND COUNCILMEMBER REPORTS
At this time the Mayor and City Council may report on significant items associated with
their appointed positions on federal, state, regional and local organizations.
A. From the Council
Deputy Mayor DaCorsi reported he attended the Puget Sound Regional
Council General Assembly, Sound Cities Association Caucus to the
Affordable Housing Committee Meeting,Association of Washington Cities
Federal Legislative Priorities Committee Meeting and the Sound Cities
Association Partner Forum Meeting.
Councilmember Trout-Manuel reported she attended the Good Eggs
Breakfast Meeting, Association of Washington Cities Equity Work Group
Meeting and the Wellness Committee Meeting.
Councilmember Stearns reported he attended multiple Association of
Washington Cities workshops, the Inaugural Indigenous Municipal Officials
Meeting, Puget Sound Regional Council Meeting and the Sound Cities
Association Meeting. He also encouraged everyone to celebrate Native
American History Month.
Councilmember Jeyaraj encouraged everyone to vote. He also reminded
everyone to wear their masks and wash their hands.
Councilmember Brown wished everyone a good election day.
Councilmember Baggett reported he attended the King County Regional
Transit Committee Caucus and General meetings and testified at the King
County Budget Hearing for Rapid Ride.
Deputy Mayor DaCorsi also reminded Council that the National League of
Cities Committee will be accepting applications for committee members
until December 5th.
B. From the Mayor
There was no report from the Mayor.

XII. ADJOURNMENT
There being no further business to come before the Council, the meeting
was adjourned at 7:33 p.m.
