I. CALL TO ORDER
Deputy Mayor DaCorsi called the meeting to order at 5:30 p.m.

The City Council Meeting was held virtually.
B. Roll Call
Councilmembers virtually present: Deputy Mayor Claude DaCorsi, Bob
Baggett, Larry Brown, James Jeyaraj, Robyn Mulenga, Chris Stearns and
Yolanda Trout-Manuel.
Mayor Nancy Backus and the following department directors and staff
members were present: Innovation and Technical Support Specialist
Danika Olson, Director of Innovation and Technology David Travis, Chief
of Police Dan O'Neil and City Clerk Shawn Campbell.
The following department directors and staff members attended the
meeting virtually: Senior City Staff Attorney Harry Boesche, Director of
Community Development Jeff Tate, Director of Public Works Ingrid Gaub,
Director of Finance Jamie Thomas, Director of Parks,Arts, and
Recreation Daryl Faber, Special Events and Farmers Market Specialist
Amanda Valdez,Arts and Events Manager Julie Krueger,Assistant
Director of Engineering Services Jacob Sweeting, Senior Transportation
Planner Cecile Malik, Utility Billing and Solid Waste Services Supervisor
Joan Nelson,Assistant Police Chief Mark Caillier, Patrol Commander
Cristian Adams, and Assistant Director of Innovation and Technology
Ashley Riggs.

IV. AGENDA MODIFICATION
There were no modifications to the agenda.
V. AGENDA ITEMS FOR COUNCIL DISCUSSION
A. Resolution No. 5549 (Comeau)(15 Minutes)
A Resolution amending the City of Auburn Fee Schedule to adjust for 2021 fees
Director Tate, Director Gaub and Attorney Boesche reviewed the
proposed fee changes to the City's 2021 Fee Schedule.
Council discussed the direction of Cost Recovery, Environmental Impact
Statement costs, Fire Impact Fees,Animal Licensing Fees, Development
Fees and Police body camera footage redactions.
B. Resolution No. 5556 (Thomas)(20 Minutes)
A Resolution authorizing the Mayor to execute an agreement between the City of
Auburn and Waste Management of Washington for comprehensive garbage,
recyclables and compostables collection services
Manager Nelson provided Council with the Solid Waste Collection contract
with Waste Management. She reviewed the changes and updates to the
2021-2031 contract, service highlights and contract rates.
Council discussed the size and price of the carts and recycling
contamination.
C. Recap of 2021-2022 Budget and Major Revenues (Thomas)(30 Minutes)
Director Thomas provided Council with a recap of the Preliminary 2021-
2022 Biennial Budget and 2021 Property Tax Levy.
Council discussed the number of businesses that would be subject to the
proposed Business and Occupation Tax and the decrease in Sales Tax
revenue due to COVID-19.
Deputy Mayor DaCorsi called for a 5 minute recess at 7:00 p.m. The
meeting reconvened at 7:05 p.m.
VI. MUNICIPAL SERVICES DISCUSSION ITEMS
A. Auburn Farmers Market 2020 Year End Update (Faber)(15 Minutes)
Councilmember Stearns presided over this section of the meeting.
Specialist Valdez provided Council with the 2020 Farmers Market Year
End Update and reviewed how the market was modified due to COVI D-19.
Council praised staff for their work on making the market happen during the
COVI D-19 Pandemic. They also discussed how vendors were selected.

B. Traffic Photo Enforcement(O'Neil, Gaub)(20 Minutes)
Senior Planner Malik provided Council with a brief history of photo
enforcement in Auburn and discussed neighboring jurisdiction's school
zone traffic photo enforcement programs, the key issues with speeding in
school zones, the benefits of photo enforcement and next steps.
Council discussed the previous red light camera program, the importance
of ensuring safety within school zones and their concerns with
implementing a new program.
C. Police Accountability Update (O'Neil)(30 Minutes)
Assistant Chief Caillier provided Council with the Police Accountability
update. He reviewed the Investigative Focused Model, the Review
Focused Model and the Auditor/Monitor Model. He also discussed the
current oversight requirements, the City's accountability and oversight
program, the City's policies, proposed changes to policies, the City's
accreditation, Washington Cities Insurance Authority(WCIA) Risk
Management, Human Resources oversight responsibilities and Mayor and
Council roles.
Commander Adams and Pastor Lambert discussed how the Police
Advisory Committee was created, the role of the Committee and the make-
up of the Committee.
Assistant Chief Caillier also reviewed the roles of the Valley Independent
Investigation Team and the Use of Force Committee.
Council discussed the application and member selection process for the
Police Advisory Committee.
D. Resolution No. 5557 (O'Neil)(5 Minutes)
A Resolution authorizing the Mayor to execute an agreement with the City of Auburn
and E&K Farms, LLC for Grazing Animal Sheltering Services that cannot be held at
the City's primary contract shelter
Assistant Chief Caillier provided Council a brief description of the
proposed agreement for Grazing Animal Sheltering Services with E&K
Farms, LLC.

VIII. NEW BUSINESS

IX. ADJOURNMENT
There being no further business to come before the Council, the meeting
was adjourned at 9:06 p.m.
