Virtual Participation Link The City Council Meeting was held virtually. A. Pledge of Allegiance Mayor Nancy Backus called the meeting to order at 7:00 p.m. and led those in attendance in the Pledge of Allegiance. B. Roll Call Councilmembers virtually present: Deputy Mayor Claude DaCorsi, Bob Baggett, Larry Brown, James Jeyaraj, Robyn Mulenga, Chris Steams and Yolanda Trout-Manuel. Mayor Nancy Backus and the following department directors and staff members were present: Innovation and Technical Support Specialist Danika Olson, Director of Innovation &Technology David Travis,Assistant Police Chief Mark Caillier and Deputy City Clerk Teresa Mattingly. The following department directors and staff members attended the meeting virtually: City Attorney Kendra Comeau, Director of Administration Dana Hinman, Director of Finance Jamie Thomas,Assistant Director of Finance Kevin Fuhrer, Director of Public Works Ingrid Gaub, Director of Community Development Jeff Tate, Director of Parks,Arts, and Recreation Daryl Faber, Director of Human Resources and Risk Management Candis Martinson, Real Property Analyst Josh Arndt,Arts & Events Manager Julie Krueger,Arts Coordinator Allison Hyde,Airport Manager Tim Mensonides and Assistant Director of Innovation and Technology Ashley Riggs. APPOINTMENTS A. 2021-2023 Auburn Poet Laureate City Council to confirm the appointment of James Rodgers as Aubum's 2021-2023 Poet Laureate Deputy Mayor DaCorsi moved and Councilmember Steams seconded to approve the appointment of James Rodgers as Aubum's 2021-2023 Poet Laureate. - MOTION CARRIED UNANIMOUSLY. 7-0 B. Airport Board - Reappointment Modification Due to a clerical error, Mayor and City Council to approve the correction of Andrea Prasse's term date from 12/31/2021 to 12/31/2022 Deputy Mayor DaCorsi moved and Councilmember Brown seconded to approve the correction of term date from 12/31/2021 to 12/31/2022. MOTION CARRIED UNANIMOUSLY. 7-0 C. Reappointments to Boards & Commissions City Council to reappoint the following boards and commission members.All appointees will serve a new three-year term to expire on December 31, 2023 Arts Commission Eydie Leighty Auburn Lodging Tax Advisory Committee Aman Ghag Reggie Matto Auburn Tourism Board Julie Krueger Rachael McAlister BIA Rate Payer Committee Bill Cowart Bob Klontz Parks and Recreation Board Michael Hassen Michael Palko-Dean Planning Commission Judi Roland Sunil Khanal Transportation Advisory Board -Citizen at Large Position (1 of 3) Peter Di Turi • Page 2 of 8 Urban Tree Board Bryce Landrud White River Valley Historical Society Ronnie Beyersdorf Deputy Mayor DaCorsi moved and Councilmember Brown seconded to reappoint board and commission members to a three year term to expire on December 31, 2023. MOTION CARRIED UNANIMOUSLY. 7-0 D. Salary Commission- Reappointment Modification Due to a clerical error, Mayor and City Council to approve the correction of Nancy Colson's term date from 12/31/2020 to 12/31/2021. Deputy Mayor DaCorsi moved and Councilmember Jeyaraj seconded to approve the correction of Nancy Colson's term date from 12/31/2020 to 12/31/2021. MOTION CARRIED UNANIMOUSLY. 7-0 E. Reappointments to Boards & Commissions City Council to confirm the following reappointments to the Junior City Council for two- year terms expiring August 31, 2022: • Waylon Menzia • Jonathan Mulenga Deputy Mayor DaCorsi moved and Councilmember Trout-Manuel seconded to approve the reappointments of Waylon Menzia and Jonathan Mulenga to the Junior City Council for a two year term expiring August 31, 2022. MOTION CARRIED UNANIMOUSLY. 6-0 Councilmember Mulenga abstained. V. AGENDA MODIFICATIONS There were no modifications to the agenda. VI. NEW BUSINESS There was no new business. Page 3 of 8 VII. CITIZEN INPUT, PUBLIC HEARINGS AND CORRESPONDENCE A. Public Hearings 1. Public Hearing for the 2021 Community Development Block Grant Annual Action Plan City Council to hold Public Hearing for the proposed 2021 Annual Action Plan on December 7, 2020 at 7:00 p.m. Mayor Backus opened the public hearing at 7:18 p.m. No public comments were received, she closed the hearing. B. Audience Participation This is the place on the agenda where the public is invited to speak to the City Council on any issue. 1. Virtual Participation Jeff Oliphant, PO Box 1294,Auburn Mr. Oliphant thanked the City staff for their assistance and creativity in seeing the 7-Eleven project from initiation to completion at the former Key Bank building. Bob Zimmerman, 33029 46th Place S,Auburn Mr. Zimmerman expressed concerns about City Staff, Council and Mayor when considering facts and fire codes. C. Correspondence There was no correspondence for Council to review. VIII.COUNCIL AD HOC COMMITTEE REPORTS Council Ad Hoc Committee Chairs may report on the status of their ad hoc Council Committees' progress on assigned tasks and may give their recommendation to the City Council, if any. 1. Finance.Ad Hoc Committee (Chair Baggett) Councilmember Baggett, Chair of the Finance ad hoc committee, reported he and Councilmember Stearns have reviewed the claims and payroll vouchers described on the Consent Agenda this evening and recommended their approval. IX. CONSENT AGENDA All matters listed on the Consent Agenda are considered by the City Council to be routine and will be enacted by one motion in the form listed. A. Minutes of the August 23, 2016, November 14, 2020 and November 17, 2020 Special City Council Meeting Page 4 of 8 B. Minutes of the November 16, 2020 Regular Council Meeting C. Minutes of the November 23, 2020 Study Session D. Claim Vouchers (Thomas) Claim voucher list dated December 7, 2020 which includes voucher numbers 461531 through 461762 in the amount of$3,357,391.97 and seven wire transfers in the amount of$811,660.27 E. Payroll Vouchers (Thomas) Payroll check numbers 539002 through 539005 in the amount of$547,469.97, electronic deposit transmissions in the amount of$1,997,803.78, comp time cash out check numbers 539006 through 539047 in the amount of$86,138.18, and corresponding electronic deposit transmissions in the amount of$79,859.16, for a grand total of$2,708,271.09 for the period covering November 11, 2020 to December 1, 2020 Deputy Mayor DaCorsi moved and Councilmember Stearns seconded to approve the consent agenda. MOTION CARRIED UNANIMOUSLY. 7-0 X. UNFINISHED BUSINESS There was no unfinished business. XI. ORDINANCES A. Ordinance No. 6805 (Thomas) An Ordinance amending Ordinances Nos. 6693 and 6694, the 2019-2020 Biennial Budget Ordinances, as amended by Ordinance No. 6712, Ordinance No. 6719, Ordinance No. 6720, Ordinance No. 6751, Ordinance No. 6752, Ordinance No. 6764, and Ordinance No. 6783, authorizing amendment to the City of Auburn 2019-2020 Budget as set forth in schedule "A" and schedule "B" Councilmember Baggett moved and Councilmember Mulenga seconded to adopt Ordinance No. 6805. MOTION CARRIED UNANIMOUSLY. 7-0 B. Ordinance No. 6803 (Tate) An Ordinance relating to planning; adopting 2020 Annual Comprehensive Plan Map and Text Amendments pursuant to the provisions of RCW Chapter 36.70A and adopting corresponding rezones related to certain map amendments Councilmember Brown moved and Councilmember Jeyaraj seconded to adopt Ordinance No. 6803. MOTION CARRIED UNANIMOUSLY. 7-0 Page 5 of 8 C. Ordinance No. 6804 (Tate) An Ordinance amending Sections 19.02.115, 19.02.120, 19.02.130 and 19.02.140 of the Auburn City Code relating to School Impact Fees Councilmember Jeyaraj moved and Councilmember Mulenga seconded to adopt Ordinance No. 6804. MOTION CARRIED UNANIMOUSLY. 7-0 D. Ordinance No. 6807 (Tate) An Ordinance rezoning six parcels, approximately 37.1 acres, from R-20 Residential and R-7 Residential to R-16, Residential Zone— 16 dwelling units per acre, with certain conditions Councilmember Steams moved and Councilmember Trout-Manuel seconded to adopt Ordinance No. 6807. MOTION CARRIED UNANIMOUSLY. 7-0 XII. RESOLUTIONS A. Resolution No. 5544 (Gaub) A Resolution authorizing the Mayor to execute an agreement with Sound Transit relating to the Regional Growth Center Access Improvements Project Councilmember Mulenga moved and Councilmember Jeyaraj seconded to adopt Resolution No. 5544. MOTION CARRIED UNANIMOUSLY. 7-0 B. Resolution No. 5564 (Hinman) A Resolution authorizing the Mayor to amend a lease between the City of Auburn Airport and Normandy Aircraft. Councilmember Brown moved and Councilmember Steams seconded to adopt Resolution No. 5564. MOTION CARRIED UNANIMOUSLY. 7-0 C. Resolution No. 5560 (Hinman) A Resolution relating to an airport lease and authorizing the Mayor to negotiate and execute an Airport Office and Tie Down lease agreement with Classic Helicopter Corp Councilmember Brown moved and Councilmember Steams seconded to adopt Resolution No. 5560. MOTION CARRIED UNANIMOUSLY. 7-0 Page 6 of 8 D. Resolution No. 5562 (Hinman) A Resolution authorizing the Mayor to negotiate and execute, on behalf of the City, an airport property lease with SpanaFlight LLC Councilmember Jeyaraj moved and Councilmember Trout-Manuel seconded to adopt Resolution No. 5562. MOTION CARRIED UNANIMOUSLY. 7-0 E. Resolution No. 5571 (Thomas) A Resolution relating to the Auburn Food Bank's operation of the daytime resource center and authorizing the Mayor to negotiate, administer, and execute an agreement with the Auburn Food Bank Councilmember Trout-Manuel moved and Councilmember Baggett seconded to adopt Resolution No. 5571. MOTION CARRIED UNANIMOUSLY. 7-0 F. Resolution No. 5572 (Thomas) A Resolution relating to the Auburn Food Bank's operation of the Night Shelter and authorizing the Mayor to negotiate, administer, and execute an agreement with the Auburn Food Bank Councilmember Mulenga moved and Councilmember Baggett seconded to adopt Resolution No. 5572. MOTION CARRIED UNANIMOUSLY. 7-0 XIII.MAYORAND COUNCILMEMBER REPORTS At this time the Mayor and City Council may report on significant items associated with their appointed positions on federal, state, regional and local organizations. A. From the Council Deputy Mayor DaCorsi reported he attended the National League of Cities 2020 Summit Week and the Growth Management Policy Board Meeting. Councilmember Trout-Manuel reported she attended the National League of Cities 2020 Summit Week,the Hispanic Elected Local Officials meeting, a Domestic Violence Task Force meeting, a Regional Law and Justice meeting and the Sound Cities Association meeting. She also recognized the Latino Unidos Club at Olympic Middle School for donating 44 boxes of food to Latio families for Thanksgiving. Councilmember Mulenga reported she attended the Jolly Holiday Lane at Les Gove Park. Page 7 of 8 Councilmember Steams reported he attended the Sound Cities Association Meeting, National League of Cities 2020 Summit Week and toured the Olson Creek Culvert. Councilmember Jeyaraj reported he attended the Jolly Holiday Lane and thanked the Parks Department for hosting the event. B. From the Mayor Mayor Backus reported she attended the Senior Center Meals to Go and the Auburn Food Bank Thanksgiving drive through food donations, the Jolly Holiday Lane, the Tree Lighting Event at City Hall and toured the Blokable Units at Valley Cities. XIV. ADJOURNMENT There being no further business to come before the Council, the meeting was adjourned a 8:10 p.m. APPROVED this 21st day of December, 2020.
