The City Council Meeting was held virtually.
A. Pledge of Allegiance
Mayor Nancy Backus called the meeting to order at 7:00 p.m. and led
those in attendance in the Pledge of Allegiance.
B. Roll Call
Councilmembers virtually present: Deputy Mayor Claude DaCorsi, Bob
Baggett, Larry Brown, James Jeyaraj, Chris Stearns and Yolanda Trout-
Manuel. Councilmember Robyn Mulenga was unexcused.
Mayor Nancy Backus and the following department directors and staff
members were present: Innovation and Technical Support Specialist
Danika Olson, and City Clerk Shawn Campbell.
The following department directors and staff members attended the
meeting virtually: City Attorney Kendra Comeau, Director of Administration
Dana Hinman, Director of Public Works Ingrid Gaub, Director of
Community Development Jeff Tate, Planning Services Manager Jeff
Dixon, Right of Way Specialist Amber Price,Assistant Director of Finance
Kevin Fuhrer, Police Commander Mike Hirman, Community Services
Manager Joy Scott, Director of Innovation & Technology David Travis and
Assistant Director of Innovation and Technology Ashley Riggs.

IV. APPOINTMENTS
A. Reappointments to Boards & Commissions
City Council to reappoint the following boards and commission members.All
appointees will serve a new three-year term to expire on December 31, 2023
Cemetery Board
Jeanne Hicks
Transportation Advisory Board
Sarah Shaw-Transit User Position
Pamela Gunderson - Senior Citizen Position
White River Valley Historical Society
LeRoy Jones
Deputy Mayor DaCorsi moved and Councilmember Trout-
Manuel seconded to reappoint board and commission members to a three
year term to expire on December 31, 2023.
MOTION CARRIED UNANIMOUSLY. 6-0
V. AGENDA MODIFICATIONS
There were no modifications to the agenda.
VI. NEW BUSINESS
A. 2021 Deputy Mayor Selection
City Council to nominate and select a Councilmember to serve as Deputy Mayor for
2021
Mayor Backus asked for nominations for Deputy Mayor.
Councilmember Jeyaraj Nominated Deputy Mayor DaCorsi.
There were no other nominations.
Mayor Backus called for the vote on Deputy Mayor DaCorsi as Deputy
Mayor starting January 1, 2021.
MOTION CARRIED UNANIMOUSLY. 6-0
VII. CITIZEN INPUT, PUBLIC HEARINGS AND CORRESPONDENCE
A. Public Hearings -(No public hearing is scheduled for this evening.)
B. Audience Participation
This is the place on the agenda where the public is invited to speak to the City
Council on any issue.

1. Virtual Participation
Bob Zimmerman, 33029 46th Place South,Aubum
Mr. Zimmerman expressed his concern with enforcement of City
Code violations.
Kim Allen, 1420 W. Gilman Blvd, Issaquah
Ms.Allen works for Verizon Wireless she expressed concern about
proposed wireless facilities code amendments and provided new
proposed language.
Linda Atkins, 929 108th Avenue NE, Bellevue
Ms.Atkins works for T-Mobile, she expressed concerns about
proposed wireless facilities code amendments and provided new
proposed language.
Greggory Busch, 1420 NW Gilman Blvd, Issaquah
Mr. Busch works for AT&T, he expressed concerns about proposed
wireless facilities code amendments.
C. Correspondence
The Council received correspondence from Verizon Wireless, New
Cingular Wireless (AT&T) and T-Mobile regarding proposed changes to
the wireless facilities code.
VIII. COUNCIL AD HOC COMMITTEE REPORTS
Council Ad Hoc Committee Chairs may report on the status of their ad hoc Council
Committees' progress on assigned tasks and may give their recommendation to the
City Council, if any.
1. Finance Ad Hoc Committee (Chair Baggett)
Councilmember Baggett, Chair of the Finance ad hoc committee, reported he and
Councilmember Steams have reviewed the claims and payroll vouchers
described on the Consent Agenda this evening and recommended their approval.
IX. CONSENT AGENDA
All matters listed on the Consent Agenda are considered by the City Council to be
routine and will be enacted by one motion in the form listed.
A. Minutes of the December 5, 2020 Special City Council
Meeting
B. Minutes of the December 7, 2020 Regular Council Meeting
C. Claim Vouchers (Thomas)
Claim voucher list dated December 21, 2020 which includes voucher numbers 461763

through 461952 in the amount of$5,002,555.77 and two wire transfers in the amount of
$437,488.53
D. Payroll Vouchers (Thomas)
Payroll check numbers 539048 through 539053 in the amount of $75,214.24, manual
payroll check numbers 10119 through 10126 in the amount of$11,374.70, and
electronic deposit transmissions in the amount of$2,212,516.33, for a grand total of
$2,299,105.27 for the period covering December 2, 2020 to December 15, 2020
Deputy Mayor DaCorsi moved and Councilmember Brown seconded to
approve the consent agenda.
MOTION CARRIED UNANIMOUSLY. 6-0

There was no unfinished business.
XI. ORDINANCES
A. Ordinance No. 6790 (Gaub, Tate)
An Ordinance amending Chapters 3.42, 3.84, 3.88 and 5.84 of the Aubum City Code
City Attorney Comeau provided Council with information and history for
Ordinance No's 6790, 6797, 6798 and 6799. She explained the
Ordinances are all interconnected.
Councilmember Brown moved and Councilmember Jeyaraj seconded to
adopt Ordinance No. 6790.
MOTION CARRIED UNANIMOUSLY. 6-0
B. Ordinance No. 6797 (Gaub, Tate)
An Ordinance amending Chapters 12.24, 12.32 and 13.32A of the Auburn City Code
Councilmember Brown moved and Councilmember Jeyaraj seconded to
adopt Ordinance No. 6797.
MOTION CARRIED UNANIMOUSLY. 6-0
C. Ordinance No. 6798 (Gaub, Tate)
An Ordinance repealing Chapters 13.36, 13.44 and amending Title 20 of the Auburn
City Code
Councilmember Brown moved and Councilmember Jeyaraj seconded to
adopt Ordinance No. 6798.

D. Ordinance No. 6799 (Gaub, Tate)
An Ordinance amending and repealing language of the Auburn City Code related to
updating provisions for wireless telecommunication facilities
Councilmember Brown moved and Councilmember Steams seconded to
adopt Ordinance No. 6799.
Deputy Mayor DaCorsi moved and Councilmember Baggett seconded to
amend Ordinance No. 6799 to :
4. The carricr applicant shall provide evidence that the Federal Aviation
Administration (FAA) has approved the location
structure and the city shall condition the same of any future increases in
height or other modifications that would otherwise be permissible as an
e i_gible facilities request(E F R)for any tower relative to the Auburn
Municipal Airport.

E. Ordinance No. 6808 (Hinman)
An Ordinance amending sections of Chapter 2.07 of the Auburn City Code relating to
Auburn Junior City Council membership nominations and meetings
Councilmember Jeyaraj moved and Deputy Mayor DaCorsi seconded to
adopt Ordinance No. 6808.
Council expressed their appreciation for the members of the Auburn Junior
City Council.
MOTION CARRIED UNANIMOUSLY 6-0
XII. RESOLUTIONS
A. Resolution No. 5566 (Gaub)
A Resolution setting the date of the Public Hearing for ROW Vacation No. V2-20
Councilmember Brown moved and Deputy Mayor DaCorsi seconded to
adopt Resolution No. 5566.
MOTION CARRIED UNANIMOUSLY. 6-0
B. Resolution 5563 (Tate)
A Resolution adopting the 2021 Community Development Block Grant Action Plan for
the Consolidated Plan Years 2020-2024
Councilmember Trout-Manuel moved and Councilmember Brown
seconded to adopt Resolution No. 5563.

C. Resolution 5567 (Tate)
A Resolution adopting the substantial amendment to the 2019 Community
Development Block Grant Annual Action Plan to incorporate additional CDBG-CV
Funds
Councilmember Trout-Manuel moved and Councilmember Brown
seconded to adopt Resolution No. 5567.
MOTION CARRIED UNANIMOUSLY. 6-0
D. Resolution 5568 (Tate)
A Resolution adopting the substantial amendment to the 2020 Community
Development Block Grant Annual Action Plan
Councilmember Trout-Manuel moved and Councilmember Brown
seconded to adopt Resolution No. 5568.
MOTION CARRIED UNANIMOUSLY. 6-0
E. Resolution No. 5569 (Tate)
A Resolution endorsing use of the 2021 Valley Regional Fire Authority Fee Schedule
as adopted by the VRFA Board Of Governance
Councilmember Brown moved and Deputy Mayor DaCorsi seconded to
adopt Resolution No. 5569.
MOTION CARRIED UNANIMOUSLY. 6-0
F. Resolution No. 5570 (Tate)
A Resolution endorsing the 2021 Watershed Resource Inventory Area (WRIA)9
State Legislative Priorities
Councilmember Steams moved and Councilmember Trout-Manuel
seconded to adopt Resolution No. 5570.
Councilmember Steams noted the resolution endorses both State and
Federal legislative priorities of WRIA9.
MOTION CARRIED UNANIMOUSLY. 6-0
XIII. MAYOR AND COUNCILMEMBER REPORTS
At this time the Mayor and City Council may report on significant items associated with
their appointed positions on federal, state, regional and local organizations.
A. From the Council
Deputy Mayor DaCorsi thanked his fellow Councilmembers for electing
him for a second term as Deputy Mayor.
Councilmember Trout-Manuel encouraged everyone to stay safe and wear

their masks.
Councilmember Baggett reported he attended the South County Area
Transportation Board (SCATbd) meeting.
Councilmember Brown wished everyone a safe and happy holiday.
Councilmember Steams thanked the residents of Auburn for voting and
practicing social distancing.
Councilmember Jeyaraj expressed his condolences for those who have
lost their lives to COVI D-19 and shared his hope for 2021.
B. From the Mayor
Mayor Backus expressed her appreciation of staff to enable remote
Council Meetings. She thanked each Department Director for their
continued work and recognized the community for their continued support.
XIV. ADJOURNMENT
There being no further business to come before the Council, the meeting
was adjourned a 8:10 p.m.
