MINUTES
I. CALL TO ORDER
Chair Jim Kelly called the meeting to order at 10:01 a.m. via our Zoom
Videoconferencing call.
Members present on the Zoom Videoconferencing call included Chair Jim Kelly,
Chair Pro Tem Bill Petersen, Member Stan Laatsch, Member Bob Baggett, and
Member Chris Stearns. Also present was Board Secretary Terry Mendoza and
Assistant City Attorney Doug Ruth.
II. AGENDA MODIFICATIONS
There were no agenda modifications.
III. APPROVAL OF MINUTES
A. Minutes of the April 7, 2020 LEOFF Board Meeting*
Motion by Chair Pro Tem Petersen, seconded by Member Baggett to
approve the minutes as published.
MOTION CARRIED UNANIMOUSLY. 5-0
IV. UNFINISHED BUSINESS
A. Pending Medical/Hearing/Vision/Dental Claims
1. LEOFF 1 Member #490024*
Request for reimbursement of medical expenses in the amount of
$1,059.48 for services received between November 2019 through
January 2020. Tabled from previous meetings pending additional
information. Additional information was provided to the Board for
this meeting.
Motion by Member Baggett to approve the claim as submitted.
Second by Member Laatsch.

2. LEOFF 1 Member #190365*
Request for reimbursement of medical expenses in the amount of
$3,056.00 for home care services received between February 4th
through 8th, 2020. Tabled from last month's meeting pending

Request for reimbursement of medical expenses in the amount of
$2,723.88 for the purchase of hearing aids on March 7th, 2020.
Tabled from last month's meeting pending additional information.
Update: Member withdrew his claim.
This item was provided as information only since the claim was
withdrawn.
V. NEW BUSINESS
A. Appeals/Requests for Reconsideration
No appeal/request for reconsideration has been received.
B. Medical/Hearing/Vision/Dental Claims

Request for reimbursement of vision expenses in the amount of
$209.98 for services received on February 3, 2020. The LEOFF
member has not received dental reimbursement in 2020.
Motion by Member Laatsch to approve the claim as submitted.
Second by Member Baggett.

2. LEOFF 1 Member #450931*
Request for reimbursement of dental expenses in the amount of
$14,668.19 for assisted living care expenses between October 31st,
2019 through January 28th, 2020.
*Note: This item was for medical expenses — not dental.
Motion by Member Laatsch to approve the claim as submitted.

has not received dental reimbursement in 2020. The LEOFF

Motion by Chair Pro Tern Petersen to approve the claim up to the
policy maximum (remaining balance of $53.00). Second by
Member Baggett.

C. Other Discussion
1. Policy Updates
a. Memo: Proposed Changes to Policy Manual
Discussion by Board regarding the previously discussed
proposed changes to policy. Additional changes were
brought forward and discussed to include Section 8.02 (D)
(6) related to the medical necessity of dental expenses.
Motion by Member Laatsch to eliminate the $1,200.00 cap
for dental expenses, Section 8.02 (D) (6). Second by Chair
Pro Tern Petersen.
MOTION CARRIED UNANIMOUSLY. 5-0
b. Proposed Resolution
Assistant City Attorney Ruth provided the recent changes
discussed by the Board in a draft resolution for review.
Updates based on new discussions and the above-
referenced motion will be added and brought forward for
review at next month's meeting.
