Re: Waiver of Competitive Bid Requirements - Sole Source Purchasing
Section 3.10.050 of the Auburn City Code and Section 39.04.280 of the Revised Code of Washington
allow the Mayor to waive competitive bidding requirements for purchases of equipment or material when
the City Engineer determines there is either: 1) only one available brand, manufacturing company, or
vendor from which the City may purchase the needed material, or 2) the City Engineer determines that it
is in the public's best interest to purchase only one particular brand, type, or model of material for
maintenance and/or quality performance reasons.
For the reasons set out in this Memo, I have determined that it is in the public's best interest to purchase
the following item(s) from a single source of supply:
Trimble Survey Equipment
1) Frontier Precision is the only vendor of the Trimble equipment and software to be acquired.
2) Purchasing and consolidating survey field instruments, controllers and software into
Trimble's common, cross -functional platforms allows City staff to specialize in the
operation, servicing and maintenance of the specific equipment brands, ensures
compatibility of multi-component systems, and allows the City to purchase, stockpile, and
utilize spare parts with increased efficiency.
• 1 Trimble S7 Robotic Total Station
1 Trimble R12i GPS/GNSS System
2 Trimble TSC7 Controllers/Data Collectors
• 2 Trimble Access Controller 5 -year Software Licenses
• 2 Trimble Business Center (TBC) Office Software License Re -activations
• 2 TBC License extensions to 2023
