I. CALL TO ORDER
Deputy Mayor DaCorsi called the meeting to order at 5:30 p.m.

The City Council Meeting was held virtually.
B. Roll Call
Councilrnembers virtually present: Deputy Mayor Claude DaCorsi, Bob
Baggett, Larry Brown, James Jeyaraj, Robyn Mulenga, Chris Steams and
Yolanda Trout-Manuel.
Mayor Nancy Backus, Innovation and Technical Support Specialist Danika
Olson, Police Chief Dan O'Neil and City Clerk Shawn Campbell were in
Chambers.
The following department directors and staff members attended the
meeting virtually: Senior City Staff Attorney Harry Boesche, City Attorney
Tina Russom, Director of Community Development Jeff Tate, Director of
Public Works Ingrid Gaub, Director of Finance Jamie Thomas, Director of
Human Resources and Risk Management Candis Martinson, Director of
Administration Dana Hinman, Director of Parks,Arts, and Recreation Daryl
Faber, Planner II Alexandria Teague, Police Commander Steve Stocker,
and Assistant Director of Innovation and Technology Ashley Riggs.
III. AGENDA ITEMS FOR COUNCIL DISCUSSION
A. 4th Quarter 2020 Financial Report(Thomas)(30 Minutes)
Director Thomas provided Council with the 2020 4th Quarter Financial
report. She reviewed the COVI D-19 budget impact recap,the total
revenue in the adjusted budget in the General Fund, the 2020 Sales Tax
revenue,the 2020 Criminal Justice Sales Tax, 2020 Motor Vehicle Fuel

Tax revenue, Building Permit revenue, Development Service fees, 2020
Culture and Recreation fee revenue, the Real Estate Excise Tax(REET)
revenue, the Cumulative Reserve Fund, and the Utility Funds. She also
reviewed the cash and investment fund balances.
Council discussed the tax rate for Uber drivers, Construction Sales Tax,
City investments and the investment policy.
B. King County Population Projections (Tate)(15 Minutes)
Introductory briefing by King County planning staff, Rebeccah Maskin, King County's
efforts, and Auburn's role in those efforts, to fulfill planning requirements associated
with the state's Growth Management Act
_ : Director Tate introduced Rebeccah Maskin from King County. He reviewed
the population growth targets in relation to the Growth Management Act and
the City's Comprehensive Plan. Ms. Maskin reviewed the implementation
- of the Growth Management Act, the role of the Growth Management
Planning Council, what is established through the Countywide Planning
Policies, why King County is updating the Countywide Planning Policies,
and the guiding principles for the update to the 2021 Countywide Planning
Polices.-She:also reviewed the growth targets, the population projections,
the regional population forecasts, the forecast for housing units and jobs,
the proposed countywide and regional growth allocation for Auburn,the
plan to complete the draft targets by the end of March 2021,with adoption
by the King County Regional Council and then the City during the 4th
Quarter of 2021.
Director Tate reminded Council that the City is working on the Housing
Action Plan during the same time period and that if the City does not meet
the projections the City may not be eligible for grant funds related to the
growth.
Council discussed projected housing units and job target numbers, the
impacts of not reaching the housing targets, residents working from home
and the job capacity.
IV. MUNICIPAL SERVICES DISCUSSION ITEMS
A. 2020 Inspectional Services Reports (O'Neil)(30 Minutes)
Councilmember Jeyaraj presided over this section of the meeting.
Commander Stocker presented Council with the 2020 Commendations,
Inquiries, and Allegations (CIA)and Use of Force Analysis. He reviewed
the number of CAD's, case reports, arrests, bookings into SCORE, and
infractions/citations issued in relation to the 2019 numbers. He also
reviewed the commendations received by officers in 2020, internal
investigations, supervisory inquiry's, types of allegations, collisions,
corrective action for collisions, and the combined discipline for internals
and inquires in 2020.

Commander Stocker reviewed the use of force reports, force types,
effective vs. noneffective force types,force used resulting in injury, injury
type, time of day officers used force, reasons for force, resistance types
during a force encounter, officer assessment of the person prior to the use
of force, and the demographics in the use of force incidents in 2020.
Council discussed the collisions, the time of day for the use of force, the
categories of internal investigations, Vascular Neck Restraint directive, and
use of force demographics.
V. OTHER DISCUSSION ITEMS
There were no other discussion items.
VI. NEW BUSINESS
Councilrr ember Brown asked Council if there is interest in requiring grocery
stores in-Auburn to pay their employees hazard pay. There was consensus to
bring this item back before Council.
VII. ADJOURNMENT
There being no further business to come before the Council, the meeting was
adjourned at 7:20 p.m.
