MINUTES
I. CALL TO ORDER
Chair Jim Kelly called the meeting to order at 10:00 a.m. via our Zoom
videoconferencing call.
Members present on the Zoom call included Chair Jim Kelly, Chair Pro Tem bill
Petersen, Member Stan Laatsch, Member Bob Baggett, and Member Chris Stearns.
Also present was City Clerk Shawn Campbell and Senior City Staff Attorney Doug
Ruth. Board Secretary Terry Mendoza was excused.
Members Laatsch and Stearns joined the meeting at 10:05 a.m.
II. AGENDA MODIFICATIONS
There were no agenda modifications.
III. APPROVAL OF MINUTES
A. Minutes of the March 2, 2021 LEOFF Board Meeting*
Motion by Member Baggett to approve the minutes as published. Second by
Chair Pro Tem Petersen.
MOTION CARRIED UNANIMOUSLY. 3-0

Motion by Chair Pro Tem Petersen to approve the claim as submitted.
Second by Member Baggett.

$1.012.93 for Long Term Care services received between January 1
and January 31, 2021.

$1,799.98 for hearing aids purchased on March 3, 2021.

Request for reimbursement of medical expenses in the amount of
$157.60 for services on March 9, 2021.
Chair Kelly abstained from this agenda item.
Motion by Member Baggett to approve the claim as submitted. Second
by Member Laatsch.

8. LEOFF 1 Member #317206*
For informational purposes. This member had his treatment previously
approved and reimbursement claims paid. The letter is regarding his
upcoming treatment scheduled for April 9, 2021. A future claim for the
costs will be submitted to the Board.
C. Other Discussion
1. Cost comparison for Hearing Aids
The Board discussed the benefit of using United Health Care, requiring
a member to have a Costco membership, and allowing members to use
both Costco and their United Health Care plan.
Chair Kelly stated the Board can review this section of the policy during
their next policy update.
The item is tabled to the next meeting. The Board requested Board
Secretary confirm if Costco Membership is required to use the Costco
Hearing Center.
VI. ADJOURNMENT
There being no further business to come before the Board, the meeting was adjourned
at 10:18 a.m.
