Council, Mayor ; From: Ingrid Gaub, Public Works Director • 09/15/2021 Signed Date CC: Ryan Vondrak, Capital & Construction Engineering Manager Jacob Sweeting, City Engineer/Assistant Director Engineering Services Re: Award of Public Works Contract 21-23, CP2106, 2021 Sidewalk and ADA Improvements As delegated by the Mayor to award public works contracts within the authorization limits of Auburn City Code 3.10.010, I hereby approve and award Contract No. 21-23 to the lowest responsible bidder, Reign City Services, LLC, on their total low bid of$311,628.00 for Project No. CP2106, 2021 Sidewalk and ADA Improvements. The project award includes the base bid and additive work as follows: Base Bid Work—This work includes curb ramps and sidewalk replacements for multiple sites throughout the city including sites 1, 3, 4, 5, 6, and 8 on the attached Vicinity map. Additive Work—The additive work also includes sidewalk replacement for two additional project sites, 2 and 7, on the attached Vicinity map. The City received two responsive bids and the low bid was approximately 47% above the engineer's estimate. Staff performed verifications to determine that Reign City Services, LLC meets the responsible bidding criteria. While the low bid came in higher than estimated, staff feels that it is best to move forward with awarding the contract because this project is partially funded by Community Development Block Grant(CDBG)funds. The sites funded by grant funds must be completed by November 2, 2021. Repackaging and re-advertising this project would likely jeopardize the grant funding and would increase costs overall to administer another bidding process. The higher than anticipated bid price is likely attributed to the project spanning multiple sites (8)throughout the city and relatively small quantities at each site. The current bidding environment likely contributed to the higher bids as well. There is no indication that re-advertising this project would result in lower bid prices and the total estimated project costs are within the total project budget. Staff will provide construction status updates on the monthly Capital Project Status Report.
