I. CALL TO ORDER Deputy Mayor DaCorsi called the meeting to order at 5:30 p.m. II. PUBLIC PARTICIPATION A. Public Participation The City Council Meeting was held in person and virtually. B. Roll Call Councilmembers virtually present: Deputy Mayor Claude DaCorsi, Bob Baggett, Larry Brown, James Jeyaraj, Chris Stearns and Yolanda Trout- Manuel. Councilmember Robyn Mulenga was excused. Chief of Police Mark Caillier, Director of Innovation and Technology David Travis, Innovation and Technical Support Specialist Danika Olson and City Clerk Shawn Campbell were in Chambers. The following department directors and staff members attended the meeting virtually: City Attorney Kendra Comeau, Director of Parks,Art and Recreation Daryl Faber, Director of Community Development Jeff Tate, Director of Public Works Ingrid Gaub, Director of Human Resources & Risk Management Candis Martinson, Community Services Manager Joy Scott,Arts & Events Manager Julie Krueger, Special Events & Farmers Market Specialist Amanda Valdez, Senior Planner Alexandria Teague, Real Estate Manager Josh Arndt, Planning Services Manager Jeff Dixon, Senior Transportation Planner Cecile Malik, Human Services Program Coordinator Kyla Wright,Airport Manager Tim Mensonides, Senior Planner Josh Steiner and Assistant Director of Innovation and Technology Ashley Riggs. III. ANNOUNCEMENTS, REPORTS,AND PRESENTATIONS There were no announcements, reports or presentations. Page 1 of 4 IV. AGENDA ITEMS FOR COUNCIL DISCUSSION A. Auburn Symphony Orchestra 2021 Contract Report(Faber)(20 Minutes) Director Faber provide Council a brief introduction to the Auburn Symphony Orchestra and introduced Executive Director Rachel Perry, President Tanya Rottle, and Conductor Wesley Schultz who provided Council with a recap of the 2021 season for the Auburn Symphony Orchestra. They reviewed past and upcoming events, 2021 community outreach programs and the schedule for 2022. Council discussed the Auburn School Districts participation with the Auburn Symphony Orchestra, attending a performance and the partnership with the Appalachian Spring Dance Company. B. Auburn Intl Farmers Market 2021 Season Recap (Faber)(15 Minutes) Director Faber introduced Specialist Valdez who provided Council with the 2021 Season Recap on the Auburn Intl Farmers Market. She reviewed how the market transitioned through the season, vendor participation and sales, number of customers in 2021, food assistance programs and volunteer participation. Council thanked Specialist Valdez for her dedication to the Auburn International Farmers Market and discussed the increase in EBT funds and being voted 1st place in Washington State in the "America's Favorite Farmers Markets" contest. C. Ordinance No. 6838 (Tate)(25 Minutes) An Ordinance relating to the regulation of land uses on and surrounding the Auburn Municipal Airport, amending Chapters 18.38 and 18.04, and Sections 18.01.030 and 18.23.030 of the Auburn City Code; and, amending the Comprehensive Zoning Map creating a new airport overlay Director Tate introduced Planner Teague who provided Council with an update on the proposed changes to the Airport Zoning Code Text Amendment and the Airport Overlay Map Amendment. She reviewed the Auburn Municipal Airport history, the proposed changes to the text and map amendments and the next steps for action by Council. Council discussed the overlays and compatible use and the land use designations. D. Ordinance No. 6840 (Tate)(25 Minutes) An Ordinance relating to planning; adopting 2020 Annual Comprehensive Plan Map and Text amendments pursuant to the provisions of RCW Chapter 36.70A and adopting corresponding rezones related to certain map amendments Planner Steiner provided Council with an update on the 2021 Comprehensive Plan amendments and reviewed the amendments of each element of the 2021 Comprehensive Plan. Page 2 of 4 Council discussed the changes to the maps for the Intelligent Transportation Systems. E. Ordinance No. 6841 (Tate)(5 Minutes) An Ordinance amending Sections 19.02.115, 19.02.120, 19.02.130 and 19.02.140 of the Auburn City Code relating to School Impact Fees Planner Steiner provided Council with the proposed update to the School Impact Fees for each school district. F. Resolution No. 5623 (Comeau)(5 Minutes) A Resolution authorizing the Mayor to execute an Access Easement in favor of King County for access across a portion of City owned property—Tract E of Auburn 40 P. U. D. Manager Arndt provided Council with the presentation on the proposed access easement to King County. Council discussed the location of the easement. G. Resolution No. 5628 (Tate)(30 Minutes) A Resolution adopting the 2022 Community Development Block Grant Action Plan for the Consolidated Plan Years 2020-2024 Manager Scott provided Council with the 2022 CDGB Annual Action Plan update. Council discussed funds provided for homelessness prevention, the Fair Housing testing and opportunities for Section 8 housing voucher holders. Deputy Mayor DaCorsi called for a 5 minute recess at 7:45 p.m. The meeting reconvened at 7:51 p.m. V. MUNICIPAL SERVICES DISCUSSION ITEMS A. BolaWrap Presentation (Caillier)(30 Minutes) Councilmember Jeyaraj presided over the Municipal Services section of the meeting. Commander Adams provided Council with an overview of the BolaW RAP tool, a remote device used to restrain a subject. He also reviewed the plan for implementation of the BolaW RAP. Council discussed if the BolaW RAP is considered a use of force, who within the Police Department will be able to use the BoIaWRAP, if there is pain associated with the use of the BoIaWRAP, their appreciation of alternative uses of force and verbal commands prior to deploying the BolaW RAP. Page 3 of 4 B. PAC Update (Caillier)(30 Minutes) Pastor Cheryl Olson provided Council with an update on the Police Advisory Committee (PAC)and reviewed the updated Committee goals. Council discussed the identity of Auburn, the PAC reviewing use of force, the PAC's opinion of the new legislation, serving on the PAC, King County Supportive Housing and the need for additional officers. VI. OTHER DISCUSSION ITEMS Deputy Mayor DaCorsi noted Mayor Backus was not able to attend the Study Session. She is working with the residents of an apartment fire in the City. VII. NEW BUSINESS There was no new business.
