WASHINGTON Watch the meeting video Meeting videos are not available until 72 hours after the meeting has concluded. I. CALL TO ORDER Deputy Mayor DaCorsi called the meeting to order at 5:30 p.m. II. PUBLIC PARTICIPATION A. Public Participation The City Council Meeting was held in person and virtually. B. Roll Call Councilmembers virtually present: Deputy Mayor Claude DaCorsi, Bob Baggett, Larry Brown, James Jeyaraj, Robyn Mulenga, Chris Stearns and Yolanda Trout-Manuel. Mayor Nancy Backus, Director of Innovation and Technology David Travis, Chief of Police Mark Caillier, Innovation and Technical Support Specialist Danika Olson and Deputy City Clerk Teresa Mattingly were in Chambers. The following department directors and staff members attended the meeting virtually: City Attorney Kendra Comeau, Director of Public Works Ingrid Gaub, Director of Finance Jamie Thomas, Director of Human Resources & Risk Management Candis Martinson, Senior Transportation Planner Cecile Malik, Right-of-Way Specialist Amber Olds and Storm Drainage Engineer Tim Carlaw. III. ANNOUNCEMENTS, REPORTS,AND PRESENTATIONS There were no announcements, reports or presentations. A. Agenda Modifications Resolution No. 5637 was removed from the agenda. Page 1 of 3 IV. AGENDA ITEMS FOR COUNCIL DISCUSSION A. Ordinance No. 6839 (Gaub)(5 Minutes) An Ordinance vacating right-of-way of a portion of West Main Street, East of Lund Road SW Director Gaub introduced Specialist Olds who provided Council with a brief overview of Ralph Pozzi's application to the City for vacation of the right-of-way of a portion of West Main Street, east of Lund Road SW. She discussed staff recommendations and the next steps. Council discussed the applicant and how the cost to vacation right-of-ways is determined. B. Neighborhood Traffic Calming Program Overview(Gaub)(20 Minutes) Director Gaub introduced Senior Planner Malik who provided Council with an update on the Neighborhood Traffic Calming Program. She discussed the purpose of the program, program objectives, traffic calming treatments in Auburn, localized neighborhood speeding issues, the budget and the next steps. Council discussed traffic calming measures that neighborhoods could pursue at their own costs, residents feedback, vertical height of speed cushions, potential travel speeds, the costs associated with removing speed cushions, the cost of radar feedback signs and community outreach. V. FINANCE, TECHNOLOGYAND ECONOMIC DEVELOPMENT DISCUSSION ITEMS A. Ordinance No. 6845 (Thomas)(20 Minutes) An Ordinance amending Sections 3.53.100 and 3.53.110 regarding City Business and Occupation (B&O)tax exemptions and deductions allowed to nonprofit health care organizations in the City Councilmember Baggett presided over this section of the meeting. Director Thomas provided Council with a brief overview of the Business and Occupation Tax and discussed the proposed amendments to the Business and Occupation Tax codes related to non-profit health care organizations (HCO's)that would be effective January 1, 2022. Council discussed other cities that have issues with how hospitals are taxed and the purpose of the code amendments. B. 3rd Quarter 2021 Financial Report Update (Thomas)(15 Minutes) Director Thomas reviewed the 3rd Quarter 2021 Financial Report with Council. Council discussed the increase of water revenues versus water sold. Page 2 of 3 VI. OTHER DISCUSSION ITEMS There were no other discussion items. VII. NEW BUSINESS There was no new business. VIII.
