Conflict of Interest Policy
PURPOSE
The purpose of the conflict of interest policy is to protect The City of Auburn Human
Services Committee’s interest when it is contemplating the recommendation of Human
Services funds to applicants that might benefit the private interest of a committee member.
This policy is intended to supplement but not replace any applicable state and federal laws
governing conflict of interest applicable to non-profit and charitable corporations.
PROCEDURES
Distribution of Policy and Procedures
This policy shall be presented and discussed annually for the information and guidance of
committee members and City of Auburn Human Services staff who are serving or
employed by the applicant. Any new committee members shall be advised by the Human
Services Chair of this policy and furnished a disclosure statement upon undertaking the
duties of the Human Services Committee.
Duty to Disclose
In connection with any actual or possible conflict of interest, an interested person must
disclose the existence of any relationship with any nonprofit applying for City of Auburn
Human Services funds and be given the opportunity to disclose all material facts to the
members of committee.
Procedures for addressing a conflict of interest
Committee members serving or employed by any of the applicants of Human Services
funds to which a grant is to be considered will not rate the application, will retire from the
room during the course of the discussion, and will not participate in the deliberation nor
vote on the matter.
Violations of the Conflicts of Interest Policy
1. If the committee has reasonable cause to believe a member has failed to disclose actual
or possible conflicts of interest, it shall inform the member of the basis for such belief and
afford the member an opportunity to explain the alleged failure to disclose.
2. If, after hearing the member’s response and the committee determines the member has
failed to disclose an actual or possible conflict of interest, it shall take appropriate
disciplinary and corrective action.
RECORD KEEPING
Annually the following will be collected:
1. The names of the persons who disclosed or otherwise were found to have an actual or
possible conflict of interest, and the nature of the conflict.
2. A signed statement from each committee member which affirms such person:
a. Has received a copy of the conflicts of interest policy,
b. Has read and understands the policy,
c. Has agreed to comply with the policy

Compliance and Disclosure Statement
I have received and carefully read the conflict of interest policy for the City of Auburn
Human Services committee. By signing this compliance and disclosure statement, I affirm
that I understand and agree to comply with the conflict of interest policy.
I do not have a conflict of interest with any of the organizations currently receiving Human
Services funds from the City of Auburn, nor does any relative or business associate have
such an actual or potential conflict of interest.
I agree to disclose any conflicts of interest that I am aware of at this time.
I agree to remove myself from all parts of human service funding process associated with
applicants with which I have a conflict of interest.
Should any situation arise in the future in which I think may involve me in a conflict of
interest, I will promptly and fully disclose the circumstances to the Human Services chair
and entire committee.

October 25, 2021
The Human Services Committee meeting was called to order by Carmen Goers, at 4:05 pm on
Monday, October 25, 2021 via Zoom.
Committee Members present: Jason Berry, Carmen Goers, Janeane La Casse, Kelly
Lindberg, Sue Miller, Shawn Parkhurst Paton
Staff present: Human Services Program Coordinator- Kyla Wright
Absent: Tammy Gourdine
II. APPROVAL OF MINUTES
• Minutes approval postponed until November to ensure Committee Members
have ample time to review.
III. MISCELLANEOUS
• Kyla asked Committee Chair Goers and Vice Chair La Casse to
provide an overview of the conversation they had with the Chair and
Vice Chair of the City Council Community Wellness Special Focus
Area in mid-October. They mentioned that the conversation was very
productive and the Council Members were interested in additional
information and success stories from funded agencies. The Special
Focus Area meeting was helpful as a lead in to next month’s Joint
Meeting scheduled for the Human Service Committee members and
City Council members to be able to connect and continue to build
relationships.
• For the Joint Meeting preparations, Kyla explained that the meeting will
be a virtual for the Human Service Committee members and that the
Council will be in person. There will be an overview of work in Human
Services and the Human Services Committee and then open
discussion for the groups.
• The remainder of the meeting was a discussion to update the priority
areas for the 2023-2024 Human Services Funding Cycle. The
Committee had reviewed the three options presented by staff in an
effort to streamline the priority area categories. The existing priority
areas are:
Basic Needs - Programs that meet a diverse array of non-housing related basic
needs, including food access, youth programming, domestic violence advocacy,
physical and behavioral health, childcare resources, immigration supports, legal
assistance, etc.
Job Training and Education - Programs that provide education, job training and
placement, or apprenticeship opportunities with the aim of increasing economic
opportunities for participants.
Housing and Associated Services - Programs that provide ongoing housing or rental
assistance and supportive services for individuals and families experiencing
homelessness utilizing the Progressive Engagement model. Programs are
characterized by ongoing case management and wraparound services as needed in
addition to rental or other housing supports.
Homelessness Interventions - Programs that engage individuals and families
experiencing homelessness in housing problem solving, including shorter-term,
“light touch” models such as diversion and rapid exit from shelter.
Housing-related Supportive Services - Programs that meet housing related basic
needs, including eviction prevention, utility assistance, shelter, storage, laundry,
showers, and other homelessness prevention supports.
After thorough Committee discussion, the Committee voted to update
the language to the second option proposed by Staff and adjust titles
of two categories as follows:
Basic Needs - Programs that meet a diverse array of non-housing related basic
needs, including food access, youth programming, domestic violence advocacy,
physical and behavioral health, childcare resources, immigration supports, legal
assistance, etc.
Job Training and Education - Programs that provide education, job training and
placement, or apprenticeship opportunities with the aim of increasing economic
opportunities for participants.
Housing Stability - Programs that provide housing solutions or supportive services
for individuals and families experiencing homelessness. Programs can include rapid
re-housing, transitional housing for individuals exiting homelessness, diversion,
shelter (including domestic violence shelter), rapid exit from shelter, storage,
laundry, hygiene, physical or behavioral health, outreach, and other interventions
serving community members experiencing homelessness.
Homelessness Intervention - Programs that work to prevent homelessness. These
can include eviction prevention and fair housing supports, utility assistance, legal
assistance, behavioral health services, and other homelessness prevention supports.
IV. ANNOUNCEMENTS
• Next Human Services Committee Meeting is scheduled for November 22,
2021 via Zoom.
