Council Chambers of A uburn City Hall, 25 West Main S treet and led those
in attendance in the Pledge of Allegiance.

Mr. Derouin provided an overview of the Restorative Community P athways
(R C P ) Program. R C P helps mentor, support and provide healing and a
hopeful space to youth around A uburn, Renton and K ent. He provided
Council with suggestions about restorative justice programs.

Ms. Maun is a Youth Organizer at the P acific I sland Community A ssociation
of Washington. S he provided Council with how the Way Finders program
has assisted youth in the area and discussed how important restorative
justice programs are for youth.

Mr. L auimo stated he has received assistance from the Way Finders
P rogram. He requested Council's support for the program.
J oseph Seia
Mr. Seia thanked Mayor Backus for meeting with his organization, Pacific
I slander Community A ssociation of Washington. He provided Council with
suggestions regarding restorative justice.
Virginia Haugen 2503 R Street
Ms. Haugen stated when she was on Council one of the things she most
appreciated was citizen comments. S he commented on the fact that
Council was not in the room. S he expressed her gratitude to the City Clerk
and City Clerks Office. She also thanked the youth that came out to speak.
Mayor Backus thanked the speakers for the time they spent with her last
week sharing their program. She encouraged them to apply for grant funds
with the next funding cycle. She also encouraged them to get involved with
the Blue Ribbon Committee.

Deputy Mayor J eyaraj reported he attended the S ound Cities A ssociation
(S C A) newly elected reception.
Councilmember B aggett reported he attended the King County Regional
Transportation Committee meeting. He also thanked Cecile Malik for all her
hard work.
Councilmember S tearns reported he will be attending the Affordable
Housing Committee meeting and the W I R A 9 meeting. He reported he
attended the P uget S ound Regional Council Equity A dvisory Committee.
Councilmember B aldwin reported K ing County Metro is accepting
comments regarding the I L ine.
B .From the M ayor
Mayor Backus reported she attended the 31st L egislative District Town
Hall, Ms. Auburn and Ms. A uburn Outstanding Teen Scholarship program
and interviews for the Greater Seattle's P artners. S he noted she recorded
the second T hat's so Auburn podcast. She also met with the P acific
I slander Community A ssociation (P I C A ) representatives regarding
restorative justice and with King County prosecutors regarding crimes
eligible for restorative justice and testified at congress regarding the
Missing Middle Housing bill.

1.Closed S ession
Mayor Backus recessed into a Closed Session at 7:55 p.m. per
R C W 42.30.140(4)(b) for a discussion on collective bargaining for 30
minutes. City Attorney Comeau, Human Resources Director
Martinson, Assistant Human Resources Director Barber and Chief of
P olice Caillier were required to attend. There is anticipated action
after the Closed Session.
Mayor Backus reconvened the meeting at 8:25 p.m.

Transportation Advisory B oard.
Council discussed locations of bicycle racks, Transportation Advisory
B oard (TA B ) plans related to equity, inventory, electric bikes, investment
analysis, and community engagement.

City of Auburn 2022 L egislative Update
Director Hinman provided Council with a brief update on the Washington
S tate L egislation and reviewed 2022 Sessions, the 2022 A uburn
L egislative delegation, how a bill becomes a law, state legislative priorities
and current bill actions.
Council discussed Senate Bill 5867, process for supporting a bill that goes
to legislation and Municipalities charging for street lighting.
C.Resolution No. 5645 (Tate)(10 Minutes)
A Resolution authorizing the Mayor to enter into a contract with the Auburn A rea
Chamber of Commerce for the purposes of providing Tourism and Marketing services
Director Tate reviewed the Chamber of Commerce scope of work for
tourism services. He also discussed the lodging tax, the L odging Tax
A dvisory Committee and how the lodging tax funds can be spent.
Director Tate introduced Kacie Bray C E O of the Auburn A rea Connect
Chamber of Commerce. Ms. B ray discussed the importance of supporting
local businesses in the City of Auburn.
Council discussed the Auburn Tourism B oard and their relationship to the
Chamber of Commerce, the Chambers plans for highlighting businesses in
A uburn, surveying high school students, contracting processes, grant
funding and tourism promotions.

2022 Update on K ing County Restorative Community P athways
Chief Caillier reviewed the 2022 Update on K ing County Restorative
Community Pathways with Council.
Council discussed the community panel, rehabilitation through the juvenile

justice system, youth diversion programs, auto theft task force, ways to
prevent auto theft, security concerns and spike in crimes.

Director T homas provided Council with a presentation on establishing
the L ocal Sales and Use Tax Rate for L ocal Revitalization Financing for
2022.
B .P avement Preservation F unding Overview (Gaub)(20 Minutes)
Director Gaub and Director Thomas provided Council with an overview of
the Pavement P reservation Funding. She reviewed existing funding,
funding needed to sustain the 70 P avement Condition I ndex(P C I ) target,
additional funding needed and funding options.
Council discussed neighboring jurisdictions funding sources, impact of
additional taxes, growth of new streets, neighboring jurisdictions applying a
councilmanic fees and the make up of an ad hoc Committee.
C.P hoto E nforcement: S chool Z one Safety Cameras (Gaub)(20 Minutes)
A ssistant Director S weeting provided Council with a presentation on the
P hoto E nforcement Safety Cameras in school zones. He provided the
background of photo enforcement in Auburn, the proposal for moving
forward with school zone cameras only and future discussions on red light
cameras, current challenges, benefits of school zones photo
enforcements and key terms of the proposed contract.
Council discussed the cost of the program, the responsibility of turning the
cameras on and off, the cost of the tickets, other measures considered to
encourage traffic calming, number of collisions in school zones, Council's
review of the contract, speeds in which tickets will be issued, intent of
program and options for alternative speed lowering.
D.L egislative Update (Hinman)(10 Minutes)
Director Hinman provided Council with the L egislative update. S he
reviewed the history of the current L egislative S ession.
Council discussed proposed legislation for auto theft, bipartisan support
for bills and modification language, catalytic converter thefts and future
updates.

A .Overview of the Community S ervices Division (Tate)(20 Minutes)
Community Services Division staff will provide an overview of their program areas and
anticipated Council engagement for 2022
Community Services Manager J oy S cott, Human S ervices P rogram
Manager Kyla Wright, Housing Repair Program Manager J oel A sbjornsen
and Neighborhood P rograms Manager Chris L ovings, provided Council
with an overview on the Community Services Department. T hey reviewed
the funding sources for the division, Community Development Block Grant
(C D B G) requirements, the Housing Repair P rogram, the Human S ervice
program and Neighborhood P rograms.
Council discussed the number of homes that received funding from the
Housing Repair program and the number of homes that did not receive
funding, the expected funding level of C D B G funds, as well as, where and
how agencies can apply for the grant funding.

Levy a 0.0184% of the State's portion of sales tax credit to help pay the debt service on Local
Revitalization Financing bonds originally issued by the City in 2010.
Background Summary:
Ordinance No. 6849 levies a 0.0184% sales tax credit against the state sales tax for local
revitalization financing. SB 5045 authorizing the tax credit was passed by the state legislature
during the 2009 regular session. The intent of the legislation was to provide financial
assistance to cities to assist with financing public improvements in an identified revitalization
area to promote community and economic development.
The City first applied for the use of local revitalization financing on August 11, 2009 and the
Department of Revenue approved the City’s application on September 16, 2009, authorizing up to
$250,000 per year for the local revitalization program (Promenade capital improvements).
In 2010, the City issued $7.24 million in 2010 C/D Bonds for the purpose of funding capital
improvements for the Promenade. In October 2020, the City refunded the remaining portion of
these bonds by issuing the 2020B LTGO Bonds. The balance of the 2020B bonds at the end of
2021 was $3.92 million. Funds from REET2 funds, combined with EDA grants and interest
earnings, are used to pay the annual debt service costs of the local revitalization project.
The tax credit is available to the City for up to 25 years. 2022 will be the thirteenth year that the
City has asked the State for the tax credit. As provided by the state, in order for the City to
continue receiving the tax credit, the City must request this each year by ordinance.
Based upon historical taxable retail sales, the above rate of 0.0184% is estimated to generate
$250,000 for local revitalization funding during the State’s fiscal year, July 1, 2022 to June 30,
2023.

ORDINANCE NO. 6849
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF AUBURN, WASHINGTON, ESTABLISHING
THE LOCAL SALES AND USE TAX RATE FOR
LOCAL REVITALIZATION FINANCING FOR 2022
WHEREAS, the City of Auburn (“City”) enacted Ordinance No. 6301 on April
19, 2010, which established a local sales and use tax as provided for in Section
39.14.510 of the Revised Code of Washington (“RCW”); and,
WHEREAS, this tax is imposed in order to pay the debt service on Local
Revitalization Financing bonds in accordance with Chapter 39.104 RCW; and,
WHEREAS, Chapter 39.104 RCW provides that the City shall, from time to
time, adjust the tax rate so that it is set at the rate reasonably necessary to receive
the state contribution over 10 months, in accordance with RCW 82.14.510(3); and
WHEREAS, the Local Sales and Use Tax Rate is set at a rate to generate
approximately $250,000 between July 1, 2022 through June 30, 2023, for Local
Revitalization Financing.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN AS FOLLOWS:
Section 1. The sales and use tax rate initially established in Section 3.2
of Ordinance No. 6301, and most recently amended by Ordinance No. 6 812, is
hereby amended to 0.0184%, effective July 1, 2022.
Section 2. Implementation. The Mayor is hereby authorized to
implement such administrative procedures as may be necessary to carry out the
directions of this legislation.

Section 3. Severability. The provisions of this ordinance are declared
to be separate and severable. The invalidity of any clause, sentence, paragraph,
subdivision, section, or portion of this ordinance, or the invalidity of the application
of it to any person or circumstance, will not affect the validity of the remainder of
this ordinance, or the validity of its application to other persons or circumstances.
Section 4. Effective date. This Ordinance will take effect and be in force
five days from and after its passage, approval, and publication as provided by law.
