I. CALL TO ORDER
A. Pledge of Allegiance '
Mayor Nancy Backus called the meeting to order at 7:02 p.m. in the
Council Chambers of Auburn City Hall, 25 West Main Street and led those
in attendance in the Pledge of Allegiance.
B. Roll Call
Councilmembers virtually present: Deputy Mayor James Jeyaraj, Bob
Baggett, Kate Baldwin, Larry Brown, Robyn Mulenga, and Chris Steams.
Councilmember Yolanda Trout-Manuel was excused.
Mayor Nancy Backus, Chief of Police Mark Caillier, Innovation and
Technical Support Specialist Danika Olson, Director of Human Resources
Candis Martinson,Assistant Director of Human Resources Aaron Barber
and City Clerk Shawn Campbell were in Chambers.
' The following department directors and staff members attended the
meeting virtually: City Attorney Kendra Comeau, Director of Public Works
Ingrid Gaub, Director of Community Development Jeff Tate, Diversity,
Equity and Inclusion Program Manager Brenda Goodson-Moore, Director
of Administration Dana Hinman, Director of Parks and Recreation Daryl
Faber, Human Services Program Coordinator Kyla Wright, Director of
Finance Jamie Thomas and Assistant Director of Innovation and
Technology Ashley Riggs.
II. ANNOUNCEMENTS, PROCLAMATIONS,AND PRESENTATIONS
Mayor read and proclaimed February as Black History Month.
III. APPOINTMENTS
A. Boards and Commissions Appointments
City Council to approve the following appointments to boards and commissions for
three year terms expiring December 31, 2024:

Emmanuel Dolo, Citizen at Large Position
Councilmember Baldwin moved and Deputy Mayor Jeyaraj seconded to
approve the Board and Commission members to a three year term to
expire on December 31, 2024.
MOTION CARRIED UNANIMOUSLY. 6-0
IV. AGENDA MODIFICATIONS
There were no modifications to the agenda.
V. PUBLIC PARTICIPATION
1. Public Participation
The City Council Meeting was held in person and virtually.
VI. CITIZEN INPUT, PUBLIC HEARINGS AND CORRESPONDENCE
A. Public Hearings -(No public hearing is scheduled for this evening.)
B. Audience Participation
This is the place on the agenda where the public is invited to speak to the City
Council on any issue.
No Public comments were received virtually.
Koa Derouin 31516 44th Ave S
Mr. Derouin provided an overview of the Restorative Community Pathways
(RCP) Program. RCP helps mentor, support and provide healing and a
hopeful space to youth around Auburn, Renton and Kent. He provided
Council with suggestions about restorative justice programs.
Kelsey Maun 2960 M ST SE
Ms. Maun is a Youth Organizer at the Pacific Island Community Association
of Washington. She provided Council with how the Way Finders program
has assisted youth in the area and discussed how important restorative
justice programs are for youth.

Mr. Lauimo stated he has received assistance from the Way Finders
Program. He requested Council's support for the program.
Joseph Seia
Mr. Seia thanked Mayor Backus for meeting with his organization, Pacific
Islander Community Association of Washington. He provided Council with
suggestions regarding restorative justice.
Virginia Haugen 2503 R Street
Ms. Haugen stated when she was on Council one of the things she most
appreciated was citizen comments. She commented on the fact that
Council was not in the room. She expressed her gratitude to the City Clerk
and City Clerks Office. She also thanked the youth that came out to speak.
Mayor Backus thanked the speakers for the time they spent with her last
week sharing their program. She encouraged them to apply for grant funds
with the next funding cycle. She also encouraged them to get involved with
the Blue Ribbon Committee.
C. Correspondence
There was no correspondence for Council to review.
VII. COUNCIL AD HOC COMMITTEE REPORTS
Council Ad Hoc Committee Chairs may report on the status of their ad hoc Council
Committees' progress on assigned tasks and may give their recommendation to the
City Council, if any.
1. Finance Ad Hoc Committee (Chair Baggett)
Councilmember Baggett, Chair of the Finance ad hoc committee,
reported he and Councilmember Baldwin have reviewed the claims
and payroll vouchers described on the agenda this evening and
recommended their approval.
VIII. CONSENT AGENDA
All matters listed on the Consent Agenda are considered by the City Council to be
routine and will be enacted by one motion in the form listed.
A. Minutes of the January 10, 2022 Study Session
B. Minutes of the January 18, 2022 Regular City Council Meeting
C. Claims Vouchers (Thomas)
Claims Voucher list dated February 07, 2022 which included voucher numbers 466618
through 466829, in the amount of$3,505,833.32, and ten wire transfers in the amount
of$808,623.83

D. Payroll Vouchers (Thomas)
Payroll check numbers 539306 through 539311 in the amount of$561,434.22,
electronic deposit transmissions in the amount of$2,219,494.44, also a special payroll
for sick time cash out with check numbers 539312 through 539323 in the amount of
$3,400.91, electronic deposit transmissions in the amount of$2,979.11, for a grand
total of$2,787,308.68 for the period covering January 12, 2022 to February 02, 2022
Deputy Mayor Jeyaraj moved and Councilmember Baggett seconded to
approve the consent agenda.

IX. UNFINISHED BUSINESS
There was no unfinished business.
X. RESOLUTIONS
A. Resolution No. 5645 (Tate)
A Resolution authorizing the Mayor to enter into a contract with the Auburn Area
Chamber of Commerce for the purposes of providing Tourism and Marketing Services
Deputy Mayor Jeyaraj moved and Councilmember Baldwin seconded to
adopt Resolution No. 5645.
MOTION CARRIED UNANIMOUSLY. 6-0
B. Resolution No. 5646 (Hinman)
A Resolution adopting the 2022 State Legislative Agenda
Deputy Mayor Jeyaraj moved and Councilmember Mulenga seconded to
adopt Resolution No. 5646.
MOTION CARRIED UNANIMOUSLY. 6-0
C. Resolution No. 5647 (Hinman)
A Resolution supporting legislation proposed in the Washington State Legislature
relating to the creation of an Endangered Missing Person Advisory Designation for
Missing Indigenous Persons
Councilmember Stearns moved and Councilmember Baggett seconded to
adopt Resolution No. 5647.

Xl. MAYOR AND COUNCILMEMBER REPORTS
At this time the Mayor and City Council may report on significant items associated with
their appointed positions on federal, state, regional and local organizations.
A. From the Council
Deputy Mayor Jeyaraj reported he attended the Sound Cities Association
(SCA) newly elected reception.
Councilmember Baggett reported he attended the King County Regional
Transportation Committee meeting. He also thanked Cecile Malik for all her
hard work.
Councilmember Steams reported he will be attending the Affordable
Housing Committee meeting and the WI RA 9 meeting. He reported he
attended the Puget Sound Regional Council Equity Advisory Committee.
Councilmember Baldwin reported King County Metro is accepting
comments regarding the I Line.
B. From the Mayor
Mayor Backus reported she attended the 31st Legislative District Town
Hall, Ms.Auburn and Ms.Auburn Outstanding Teen Scholarship program
and interviews for the Greater Seattle's Partners. She noted she recorded
the second That's so Auburn podcast. She also met with the Pacific
Islander Community Association (PICA) representatives regarding
restorative justice and with King County prosecutors regarding crimes
eligible for restorative justice and testified at congress regarding the
Missing Middle Housing bill.
XII. NEW BUSINESS
There was no new business.
XIII. CLOSED SESSION
1. Closed Session
Mayor Backus recessed into a Closed Session at 7:55 p.m. per
RCW 42.30.140(4)(b)for a discussion on collective bargaining for 30
minutes. City Attorney Comeau, Human Resources Director
Martinson,Assistant Human Resources Director Barber and Chief of
Police Caillier were required to attend. There is anticipated action
after the Closed Session.
Mayor Backus reconvened the meeting at 8:25 p.m.

Mayor Backus announced that Resolution No. 5650 has been added
to the agenda.
2. Resolution No. 5650
A Resolution Authorizing the Mayor to Execute a Collective
Bargaining Agreement between the City of Auburn and the Auburn
Police Sergeants Association for 2022-2024
Deputy Mayor Jeyaraj moved and Councilmember Baggett
seconded to adopt Resolution No. 5650.
MOTION CARRIED UNANIMOUSLY. 6-0
XIV. ADJOURNMENT
There being no further business to come before the Council, the meeting
was adjourned at 8:27 p.m.
