I. CALL TO ORDER Deputy Mayor Jeyaraj called the meeting to order at 5:33 p.m. in the Council Chambers of Auburn City Hall, 25 West Main Street in Auburn. II. PUBLIC PARTICIPATION A. Public Participation The City Council Meeting was held in person and virtually. B. Roll Call Councilmembers virtually present: Deputy Mayor James Jeyaraj, Bob Baggett, Kate Baldwin, Lary Brown, Robyn Mulenga, Chris Steams and Yolanda Trout -Manuel. Mayor Nancy Backus, City Attorney Kendra Comeau, Chief of Police Mark Caillier, Director of Innovation and Technology David Travis, Innovation and Technical Support Specialist Danika Olson and Deputy City Clerk Teresa Mattingly were in Chambers. The following department directors and staff members attended the meeting virtually: Director of Public Works Ingrid Gaub, Director of Administration Dana Hinman, Director of Community Development Jeff Tate, Director of Parks and Recreation Daryl Faber, Director of Human Resources Candis Martinson, Assistant Director of Innovation and Technology Ashley Riggs and Senior Transportation Planner Cecile Malik. III. ANNOUNCEMENTS, REPORTS, AND PRESENTATIONS There were no announcements, reports or presentations. Page 1 of 3 IV. AGENDA ITEMS FOR COUNCIL DISCUSSION A. Transportation Advisory Board 2021 Annual Report (Gaub)(15 Minutes) Senior Transportation Planner Malik and Chair of the Auburn Transportation Advisory Board Menzia provided Council with an update on the Transportation Advisory Board. Council discussed locations of bicycle racks, Transportation Advisory Board (TAB) plans related to equity, inventory, electric bikes, investment analysis, and community engagement. B. Legislative Update (Hinman)(10 Minutes) City of Auburn 2022 Legislative Update Director Hinman provided Council with a brief update on the Washington State Legislation and reviewed 2022 Sessions, the 2022 Auburn Legislative delegation, how a bill becomes a law, state legislative priorities and current bill actions. Council discussed Senate Bill 5867, process for supporting a bill that goes to legislation and Municipalities charging for street lighting. C. Resolution No. 5645 (Tate)(10 Minutes) A Resolution authorizing the Mayor to enter into a contract with the Auburn Area Chamber of Commerce for the purposes of providing Tourism and Marketing services Director Tate reviewed the Chamber of Commerce scope of work for tourism services. He also discussed the lodging tax, the Lodging Tax Advisory Committee and how the lodging tax funds can be spent. Director Tate introduced Kacie Bray CEO of the Auburn Area Connect Chamber of Commerce. Ms. Bray discussed the importance of supporting local businesses in the City of Auburn. Council discussed the Auburn Tourism Board and their relationship to the Chamber of Commerce, the Chambers plans for highlighting businesses in Auburn, surveying high school students, contracting processes, grant funding and tourism promotions. V. MUNICIPAL SERVICES DISCUSSION ITEMS A. Police Overview (Caillier)(20 Minutes) 2022 Update on King County Restorative Community Pathways Chief Caillier reviewed the 2022 Update on King County Restorative Community Pathways with Council. Council discussed the community panel, rehabilitation through the juvenile Page 2 of 3 justice system, youth diversion programs, auto theft task force, ways to prevent auto theft, security concerns and spike in crimes. VI. OTHER DISCUSSION ITEMS There were no other discussion items. VII. NEW BUSINESS Councilmember Steams requested Council to consider House Bill 1725 related to indigenous people/women. A consensus of the Council agreed to consider supporting the legislation. VIII. ADJOURNMENT There being no further business to come before the Council, the meeting was adjourned at 8:00 p.m. APPROVED this 22nd day of February, 2022.
