CALL TO ORDER Deputy Mayor Jeyaraj called the meeting to order at 5:30 p.m. in the Council Chambers of Auburn City Hall, 25 West Main Street in Auburn. II. PUBLIC PARTICIPATION A. Public Participation The City Council Meeting was held in person and virtually. B. Roll Call Councilmembers virtually present: Bob Baggett, Kate Baldwin, Larry Brown, Chris Steams and Yolanda Trout -Manuel. Councilmember Robyn Mulenga was excused. Mayor Nancy Backus, Deputy Mayor Jeyaraj, Innovation and Technical Support Specialist Danika Olson, Police Chief Mark Caillier and City Clerk Shawn Campbell were in Chambers. The following department directors and staff members attended the meeting virtually: Senior City Staff Attorney Harry Boesche, Director of Public Works Ingrid Gaub, Assistant Director of Public Works Jacob Sweeting, Director of Administration Dana Hinman, Director of Community Development Jeff Tate, Community Services Manager Joy Scott, Human Services Program Manager Kyla Wright, Housing Repair Program Manager Joel Asbjomsen, Neighborhood Programs Manager Chris Lovings, Parks and Recreation Director Daryl Faber and Director of Finance Jamie Thomas. Ill. ANNOUNCEMENTS REPORTS AND PRESENTATIONS There were no announcements, reports or presentations. Page 1 of 3 IV. AGENDA ITEMS FOR COUNCIL DISCUSSION A. Ordinance No. 6849 (Thomas)(15 Minutes) An Ordinance establishing the Local Sales and Use Tax Rate for Local Revitalization Financing for 2022 Director Thomas provided Council with a presentation on establishing the Local Sales and Use Tax Rate for Local Revitalization Financing for 2022. B. Pavement Preservation Funding Overview (Gaub)(20 Minutes) Director Gaub and Director Thomas provided Council with an overview of the Pavement Preservation Funding. She reviewed existing funding, funding needed to sustain the 70 Pavement Condition I ndex(PCI) target, additional funding needed and funding options. Council discussed neighboring jurisdictions funding sources, impact of additional taxes, growth of new streets, neighboring jurisdictions applying a councilmanic fees and the make up of an ad hoc Committee. C. Photo Enforcement: School Zone Safety Cameras (Gaub)(20 Minutes) Assistant Director Sweeting provided Council with a presentation on the Photo Enforcement Safety Cameras in school zones. He provided the background of photo enforcement in Auburn, the proposal for moving forward with school zone cameras only and future discussions on red light cameras, current challenges, benefits of school zones photo enforcements and key terms of the proposed contract. Council discussed the cost of the program, the responsibility of turning the cameras on and off, the cost of the tickets, other measures considered to encourage traffic calming, number of collisions in school zones, Council's review of the contract, speeds in which tickets will be issued, intent of program and options for alternative speed lowering. D. Legislative Update (Hinman)(10 Minutes) Director Hinman provided Council with the Legislative update. She reviewed the history of the current Legislative Session. Council discussed proposed legislation for auto theft, bipartisan support for bills and modification language, catalytic converter thefts and future updates. Page 2 of 3 V. COMMUNITY WELLNESS DISCUSSION ITEMS A. Overview of the Community Services Division (Tate)(20 Minutes) Community Services Division staff will provide an overview of their program areas and anticipated Council engagement for 2022 Community Services Manager Joy Scott, Human Services Program Manager Kyla Wright, Housing Repair Program Manager Joel Asbjomsen and Neighborhood Programs Manager Chris Lovings, provided Council with an overview on the Community Services Department. They reviewed the funding sources for the division, Community Development Block Grant (CDBG) requirements, the Housing Repair Program, the Human Service program and Neighborhood Programs. Council discussed the number of homes that received funding from the Housing Repair program and the number of homes that did not receive funding, the expected funding level of CDBG funds, as well as, where and how agencies can apply for the grant funding. VI. OTHER DISCUSSION ITEMS There were no other discussion items. VII. NEW BUSINESS There was no new business. VIII. ADJOURNMENT There being no further business to come before the Council, the meeting was adjourned at 7:28 p.m. APPROVED this 22nd day of February, 2022.
