MINUTES
I. CALL TO ORDER
Chair Jim Kelly called the meeting to order at 10:00 a.m. via our Zoom
videoconferencing call.
Members present on the Zoom call included Chair Pro Tem Bill Peterson, Member
Stan Laatsch, Member Bob Baggett, and Member Chris Stearns. Also present was
Sr. City Attorney Doug Ruth and Board Secretary Terry Mendoza.
Member Chris Stearns joined the meeting at 10:02 a.m.
II. AGENDA MODIFICATIONS
Claims for LEOFF Member’s #642873, #165508, and #406822 were added under
Item V.B. 5, 6 and 7.
III. APPROVAL OF MINUTES
A. Minutes of the December 7, 2021, LEOFF Board Meeting*
Motion by Chair Pro Tem Petersen to approve the minutes as published.
Second by Member Baggett.
MOTION CARRIED UNANIMOUSLY. 4-0

Motion by Chair Pro Tem Petersen to approve the claim as submitted.
Second by Member Laatsch.

Request for reimbursement of dental expenses in the amount of
$580.31 for services received on April 20, August 17, and December 7,
2021.
Motion by Member Laatsch to approve the claim as submitted. Second
by Member Baggett.

Request for reimbursement of dental expenses in the amount of
$474.00 for services provided on September 2, September 14, and
December 22, 2021.
Motion by Member Laatsch to approve the claim as submitted. Second

$262.40 for services received on December 14, 2021.
Motion by Member Laatsch to approve the claim as submitted. Second

Chair Kelly abstained from this item.

$156.00 for services received on December 6, 2021.
Motion by Member Baggett to approve the claim as submitted. Second

Request for reimbursement of dental expenses in the amount of
$100.00 for services received on December 15, 2021.
Motion by Chair Pro Tem Petersen to approve the claim as submitted.

C. Other Discussion
1. PD Board position election – Updated Appendix “A” Board Membership
Secretary Mendoza confirmed only one nomination was received for the
Police Board Position election. Jim Kelly will continue to serve as the
Police representative from January 1, 2022, through December 31,
2023.
2. Appointment of the Chair and Chair Pro-Tem
Fire Representative Petersen nominated Jim Kelly for the Chair
position. Member Baggett nominated Bill Petersen for the Chair Pro
Tem position. Both nominations were seconded by Member Laatsch.
MOTIONS APPROVED UNANIMOUSLY. 4-0
*Note: Chair Kelly took this item out of agenda order after the minutes
were approved in order to vote on the new Chair and Chair Pro Tem.
3. Appointment of the “member-at-large” position, term expired on
December 31, 2021.
Secretary Mendoza confirmed only one nomination was received for the
Member-at-Large position.
Chair Kelly nominated Stan Laatsch to the Member-at-Large position.
Second by Member Baggett.

MOTION APPROVED UNANIMOUSLY. 5-0
Member Laatsch will continue to serve in this position from January 1,
2022, through December 31, 2023.
4. Councilmember Appointments
Secretary Mendoza advised official confirmation on the Councilmember
appointments to the LEOFF Board are currently pending.
Councilmember Stearns confirmed there is currently ongoing
discussion on these appointments.
5. Policy Review Schedule
Chair Kelly advised that the Board would review current policies for
potential updates over the next several months.
VI. ADJOURNMENT
There being no further business to come before the Board, the meeting was adjourned
at 10:14 a.m.
