I. CALL TO ORDER II. PUBLIC PARTICIPATION A. Public Participation The City Council Meeting was held in person and virtually. B. Roll Call Councilmembers present: Deputy Mayor James Jeyaraj, Bob Baggett, Larry Brown, and Yolanda Trout-Manuel. Councilmember Chris Stearns arrived at 6:00pm. Councilmembers Kate Baldwin and Robyn Mulenga were excused. Department directors and staff members present included: City Attorney Kendra Comeau, Chief of Police Mark Caillier, Director of Public Works Ingrid Gaub, Director of Parks,Arts, and Recreation Daryl Faber, Director of Finance Jamie Thomas, Chief Equity Officer Brenda Goodson-Moore, Director of Human Resources Candis Martinson, Administrative Assistant Julie Mehl, Arts & Events Manager Julie Krueger, Special Events & Farmers Market Specialist Amanda Valdez, Airport Manager Tim Mensonides, Senior Traffic Engineer James Webb, Special Events Coordinator Kristy Pachciarz, Community Services Manager Joy Scott, Neighborhood,Programs Coordinator Chris Lovings, and City Clerk Shawn Campbell. III. AGENDA MODIFICATIONS There were no modifications to the agenda. IV. ANNOUNCEMENTS, REPORTS,AND PRESENTATIONS A. Auburn Symphony Orchestra-2021-2022 Annual Report(Parks)(20 Minutes) Director Faber introduced Tonya Rottle Board Chair, Rachel Perry Executive Director, and Wess Scholtz Symphony Conductor. Ms. Perry provided Council with the five-year growth plan for the Auburn Symphony Orchestra including a full season for the Symphony this year, and a brief Page 1 of 5 explanation of their sales to date. Mr. Scholtz provided Council with the upcoming events for the Symphony including their educational offerings. Council discussed the benefits to the community with having a Symphony. B. City of Auburn 2022 Event Recap (Mayor, Goodson-Moore, Tate, Faber, Gaub)(30 Minutes) Coordinator Pachciarz presented on City of Auburn Events including the Peter Cotton Trail, Petpalooza, the Dog Trot Fun Run, Kids Day,4th of July Festival, Summer Sounds and Kids Summer Stage Concert series, and Friday Night Flicks. Manager Krueger presented the Clean Sweep event, Veterans Day Parade and Observance, LUSIO Lights Festival, Hops and Crops Music and Beer Festival, Halloween Harvest Festival, and the Trunk or Treat event. Specialist Valdez presented on the Auburn Farmers Market. Director Goodson-Moore presented on the Juneteenth event. Manager Mensonides presented on Airport Day. Manager Scott and Coordinator Lovings presented on National Night Out. Council thanked each presenter for their hard work for the City, and discussed advertising events to neighboring jurisdictions. V. AGENDA ITEMS FOR COUNCIL DISCUSSION A. 2023 Special Focus Area Chair and Vice Chair Selections (Council)(10 Minutes) Deputy Mayor Jeyaraj provided his suggestions for the 2023 Special Focus Area Chair and Vice-Chair selections and Council agreed. Modification of the 2023-2028 Transportation Improvement Program (Gaub)(15 Minutes) Engineer Webb provided Council with an overview of the 2023-2028 Transportation Improvement Program Modification, he reviewed the proposed changes and explained the majority of the changes are to identify grant funds. Council discussed the funding and their appreciation for the detailed information. Deputy Mayor Jeyaraj recessed the meeting at 6:54 p.m.for 5 minutes. He reconvened the meeting at 5:59 p.m. C. Ordinance No. 6893 (Gaub) (10 Minutes) An Ordinance amending Ordinance No. 6839 and extending the deadline to complete conditions associated with vacating Right-of-Way of a portion of West Main Street, east of Lund Road SW Specialist Olds provided Council with an overview of Ordinance No. 6893 requesting an extension of VAC21-0002. Council discussed impact fees, and additional fees incured because of the delay. D. Ordinance No. 6896 - Budget Amendment No. 7 (Thomas)(20 Minutes) An Ordinance amending Ordinance No. 6794, the 2021-2022 Biennial Operating Budget Ordinance, and Ordinance No. 6796, the 2021-2022 Biennial Capital Budget Ordinance, as amended by Ordinance No. 6815, Ordinance No. 6827, Ordinance No. 6836, Ordinance No. 6850, and Ordinance No 6878, authorizing amendment to the City of Auburn 2021-2022 Budget as set forth in Schedule "A" and Schedule "B" Director Thomas provided Council with an overview of the 2022 Budget Amendment No. 7 including the Cumulative Reserve Fund Transfer, Revenue Adjustments and the new one-time requests, adjustments to the Arterial Street Fund Amendments, Park Construction Funds Amendments and the Capital Improvement Fund Amendment, Stormwater Fund, Solid Waste Fund, Water Fund,Airport Fund, and Cemetery Fund. Council discussed the Muckleshoot Indian Tribe Compact Adjustment, and the purchase of the Multi-Care Property. VI. MUNICIPAL SERVICES DISCUSSION ITEMS A. Ordinance No. 6889 (Martinson)(10 Minutes) An Ordinance amending Section 2.03.020 of the Auburn City Code (ACC)related to the salary and employment benefits for the City Mayor position Director Martinson provided Council with an overview of Ordinance No. Page 3 of 5 6889 relating to the salary and employment benefits for the City Mayor position. Council discussed the Mayor's current balances of vacation and sick leave, salary setting, the makeup of the salary commission, and department heads vacation policy. Mayor Backus noted these accommodations have been in City Code since before she was elected Mayor. The job of Mayor does not allow for time off or extended vacations, there are no proposed changes to the language. B. Ordinance No. 6890 (Martinson)(10 Minutes) An Ordinance amending and repealing certain Sections within Articles I I and III of Auburn City Code (ACC) Chapter 2.63 related to vacation, leave and insurance coverage for City employees, and adding new Sections to ACC Chapter 2.63 related to employee leave Director Martinson provided Council with an overview of Ordinance No. 6890 regarding vacation and sick leave accruals for City employees. Council discussed who should approve these changes, any changes to employee benefits, staff's ability to cash out sick leave, vacation leave buy out, bereavement leave, office hours, and lunch schedules. C. Ordinance No. 6891 (Martinson)(10 Minutes) An Ordinance repealing Chapter 2.60 of the Auburn City Code (ACC)related to City office hours and employee lunch hours Director Martinson provided Council with an overview of Ordinance No. 6891 relating to City office hours and employee lunch hours. D. Ordinance No. 6892 (Comeau) (10 Minutes) An Ordinance adding a new Chapter 16.15 to the Auburn City Code relating to the use of compost in City projects Doug Ruth provided Council with an overview of Ordinance No. 6892 regarding adding a new Chapter to the Auburn City Code relating to the use of compost in City projects. Council discussed the benefit of using compost, and effects on the Solid Waste Contract. Page 4 of 5 VII.
