Re: Identifying a sole source supplier for GASB 87 software and implementation
The City has experienced a critical, unfunded need for service and software solution to ensure
compliance with the new GASB 87 and GASB 96 accounting standards. These standards will
create a new body of work to properly account for assets, liabilities, revenues, and expenditures
associated with leases, beginning January 1, 2022. Prior to compiling a formal RFP, the Finance
department identified several basic needs for a software solution.
The department interviewed three software companies to determine how many of them could fulfill
the City’s basic needs. After these interviews and demos were completed, it was determined that
only one vendor was able to fully provide all of the department’s needs. For that reason, it was
determined this one vendor would be selected based on sole source conditions and that a formal
RFP would not be necessary. See below for a list matrix of the companies interviewed and the
services available:
