I. CALL TO ORDER II. PUBLIC PARTICIPATION A. Public Participation The City Council Meeting was held in person and virtually. B. Roll Call Councilmembers present: Deputy Mayor James Jeyaraj, Bob Baggett, Kate Baldwin, Larry Brown, Cheryl Rakes, and Yolanda Trout-Manuel. Councilmember Robyn Mulenga was excused. Department directors and staff members present include: Senior City Staff Attorney Harry Boesche,Assistant Chief of Police Samuel Betz, Director of Innovation and Technology David Travis, Director of Finance Jamie Thomas, Business Systems Analyst Chrissy Malave, and Deputy City Clerk Hannah Scholl. III. AGENDA MODIFICATIONS There were no modifications to the agenda. IV. ANNOUNCEMENTS, REPORTS,AND PRESENTATIONS There were no announcements, reports, or presentations. V. FINANCE, TECHNOLOGYAND ECONOMIC DEVELOPMENT DISCUSSION ITEMS A. 4th Quarter 2022 Financial Report Update (Thomas) (10 Minutes) This portion of the meeting was Chaired by Chair Baldwin. Director Thomas provided Council with an overview of the 2022 4th Quarter Financial Report including the General Fund Revenue overview, Tax Revenue, Property Tax, Retail Sales and Use Tax, comparison of Retail Sales Tax collections by group, Utility Tax including Water, Sewer, Page 1 of 2 Storm, Solid Waste, Electric, Natural Gas, Cable, and Telephone tax rate. She also discussed the Business and Occupation Tax, and other taxes including Criminal Justice Sales Tax,Admissions Tax, Gambling Tax, Leasehold Excise Tax, and Franchise Fees, Licenses and Permits, Intergovernmental Revenue, charges for services including General Government, Public Safety, Development Services, and Culture and Recreation. Director Thomas also provided Council with an overview of the General Fund Expenditures including expenditures by department, ARPA Funds update, Non-General Fund highlights, and Enterprise Funds. Council discussed tax adjustments, number of available off-duty Police Officers,ARPA Funds, Solid Waste Rate increases, and recruitment. Council also discussed the Council Retreat, agenda, and budget. VI. ADJOURNMENT There being no further business to come before the Council, the meeting was adjourned at 6:13 p.m. APPROVED this 3rd day of April 2023.
