AMENDMENT # 4 TO AGREEMENT # AG-C-169 BETWEEN
THE CITY OF AUBURN AND TMODEL CORPORATION
RELATING TO C213A,
COMPREHENSIVE TRANSPORTATION PLAN 2003
THIS AMENDMENT is made and entered into this~ay of711~.J 2004, by
and between the CITY OF AUBURN, a municipal corporation of the State of
Washington (hereinafter referred to as the "CITY"), and TModel Corporation
(hereinafter referred to as the "CONSUL TANT"), as an Amendment to the Agreement
between the parties for C213A, Comprehensive Transportation Plan 2003, executed on
the 19th day of February 2002, and amended by agreement dated 25th day of March
2002, and amended by agreement dated 2nd day of November 2002, and amended by
agreement dated 16th day of April 2003.
The changes to the agreement are described as follows:
1. CONTRACT TERM: The term of the Agreement for Professional Services is
extended to December 31, 2004.
2. SCOPE OF WORK: See Exhibit A, attached and by this reference made part of this
Agreement.
3. COMPENSATION: The amount of this amendment is $6,000.00. The total contract
amount is increased to a total of $30,580.00.
REMAINING TERMS UNCHANGED: That all other provisions of the Agmement
between the parties for C213A, Comprehensive Transportation Plan 2003, executed on
the 19th day of February 2002, and amended by agreement dated 25th day of March
2002, and amended by agreement dated 2nd day of November 2002, and amended by
agreement dated 16th day of April 2003 shall remain unchanged, and in full force and
effect.

EXHIBIT A
SCOPE OF WORK
Forecasts for Transportation Comprehensive Plan Update
City of Auburn Transportation Model
This scope of work includes traffic forecasts to assist with the development of the
comprehensive plan. Optional efforts include personalized training and model
assistance.
. Traffic Forecasts - Traffic forecasts will be completed for alternative scenarios
using the City of Auburn transportation model. These forecasts may include
changes to the land use. model externals, or transportation network. The efforts
for each forecast include the following tasks:
1. Collect forecast land use data from the City for Auburn traffic analysis zones.
2. Generate future trips.
3. Code the assumed network modifications.
4. Run the model for each scenario.
5. Provide plots showing volumes, link v/c ratios, and Level of ServicE~ using
operating speed as a general criteria.
6. Provide summary statistics including Total Trips, VMT (Vehicle MiI,~s of
Travel), VHT (Vehicle Hours of Travel), Average Speed, Miles of Travel, Lane
Miles of Travel, Capacity Miles Available, and average Volume/Capacity ratio.
7. Document the improvements made and the assumptions for the forecast year
adjustments.
Each forecast scenario should be budgeted at $750. Billing will be for actual
time and expenses not to exceed $750 per scenario.
. Training and Model Assistance - Personalized training and model assistance
will be conducted at the direction of the City of Auburn. Training and assistance
will be for the current City of Auburn transportation model. Billing will be for
actual time and expenses not to exceed in $3,000.
Robert Shull, Vice President of PTV America will be Project Manager for this project,
with assistance from other PTV America personnel. Billing will be at standard 2004
PTV America rates plus direct expenses.
