A. Public Participation
The City Council Meeting was held in person and virtually.
B. Roll Call
Councilmembers present: Deputy Mayor James Jeyaraj, Bob Baggett,
Robyn Mulenga, Cheryl Rakes, and Councilmember Yolonda Trout-
Manuel. Councilmember Kate Baldwin arrived at 5:35 p.m. Councilmember
Larry Brown was excused.
Department directors and staff members present included: City Attorney
Kendra Comeau, Senior City Staff Attorney Harry Boesche, Chief of
Police Mark Caillier, Director of Public Works Ingrid Gaub, Paralegal
Megan Stockdale, Senior Transportation Planner Cecile Malik, Director of
Administration Dana Hinman, Director of Equity and Inclusion Brenda
Goodson-Moore,Assistant Director of Engineering Services Jacob
Sweeting, Director of Innovation and Technology David Travis,Assistant
Director of Human Resources Aaron Barber, Director of Finance Jamie
Thomas, Director of Human Resources and Risk Management Candis
Martinson, Commander David Colglazier, Commander Todd Byers,
Prosecutor Sergio Flores, Business Systems Analyst Chrissy Malave,and
Deputy City Clerk Hannah Scholl.

V. AGENDA ITEMS FOR COUNCIL DISCUSSION
A. Comprehensive Transportation Plan Update - Policy Review(Gaub)(35 Minutes)
Assistant Director Sweeting and Planner Malik provided Council with an
overview of the Comprehensive Plan Policy including the goals, policies,
and actions of the plan; new legislative requirements, planning, equity,
environment, multimodal transportation network, concurrency, managing
capacity needs, right of way, maintenance preservation, and parking.
Council discussed car share programs, FBO partnerships, train schedules,
and the Link Light-Rail. Council thanked them for all their hard work.
B. 2023 Legislative Update (Hinman) (20 Minutes)
An update on the bills that the City of Auburn worked on during the 2023 Legislative
Session
Director Hinman provided Council with a 2023 Legislative Update including
the timeframe of the session, number of bills introduced, number of bills
passed, and number of bills vetoed, and the Special Session. Director
Hinman discussed the different categories of the bills including Public
Safety, Public Works and Infrastructure, Regulatory and Land Use, Parks
and Open Spaces, and Social Services.
Council discussed the Blake Decision, and the next Legislative Session.
C. 1st Quarter 2023 Financial Report(Thomas)(20 Minutes)
Director Thomas provided Council with the 2023 First Quarter Financial
Report including the General Fund Revenue overview, Property Tax, Retail
Sales and Use Tax, Utility Tax, Business and Occupation (B&O)Tax, and
other taxes. She also discussed Licenses and Permits, Intergovernmental
Funds, charges for services, General Fund Expenditures by Departments,
ARPA Funds update, non-General Fund highlights both Capital and
Enterprise Funds.
Council discussed Park Funds.
VI. MUNICIPAL SERVICES DISCUSSION ITEMS
A. Municipal Court Study Presentation HRRM (Martinson) (30 Minutes)
City of Auburn requested analysis of Municipal Court Service options by the National
Center for State Courts (NCSC)
This portion of the meeting was chaired by Vice-Chair Mulenga.
Director Martinson, John Bello, Principal Court Management
Consultant, and Trisha Grove, Public Defender, provided Council
with an overview of the Municipal Court Study including a project
overview, interlocal agreement, study methodology, historical

information and NCSC study overview,first stage review and
analysis, stakeholders' interviews, Community Court, Diversity,
Equity,and Inclusion(DE1), comparison analysis, costs, case filing
overview and summary, and staffing.
Council discussed costs, Community Court, cases,facility remodel,
Government Alliance on Race and Equity(GARE)Toolkit, elections
and appointments, and domestic violence cases.
Director Comeau provided Council with an overview of the
operational needs,facility needs, software needs, and impacts of
numerous people handling case files.
Senior Staff Attorney Boesche provided Council with his concerns
with the City's current Court System.
B. Auburn Police Department Annual Reports (Caillier)(20 Minutes)
2022 Annual RepOrts for the Auburn Police Department covering Use of Force,
Commendation, Inquiries and Allegations, and Pursuit Analysis
Chief Caillier and Commander Colglazier provided Council with an
overview of the 2022 Annual CIA Review including commendations,
internal investigations, supervisory investigations, allegations, collisions,
combined discipline, and outside agency investigations.
Council discussed the types of investigations, 911 calls, and online
reporting.
Commander Colglazier provided Council with an overview of the 2022
Annual Use of Force Review including contacts vs use of force incidents,
force complaints, force types, effective vs not effective type statistics,
force resulting in injury,time of day, reason for force, resistance, officer
assessment, and demographics.
Council discussed force types.
Commander Byers provided Council with an overview of the 2022 Pursuit
Analysis including statistics by months and years, reasons for pursuit, and
limitations on pursuits.
Council discussed total pursuits, and auto thefts.
C. Street Racing Presentation(Caillier/Comeau)(10 Minutes)
Presentation will provide updated information about street racing laws
Senior City Staff Attorney Boesche and Chief Caillier provided Council
with an overview of the Street Racing Laws and Enforcement including
definitions, State laws, City laws, no racing zones, penalties, Senate Bill
5606, and regional enforcement.

Council discussed common areas, and controlled events.
D. Community Court Update (Comeau)(10 Minutes)
Annual update to solicit input from Council, and to provide updated information about
improvements and program operations
Prosecutor Flores and Paralegal Stockdale provided Council with an
update on Community Court including the goal of Community Court,
number of graduates, evidence-based model approach,target behaviors,
compliance monitoring, rewards and sanctions, partners and providers, and
in custody referrals.
Council discussed size olstaff, number of participants, the resource
center, and daily tasks. Council thanked the Legal Department for their
dedication and hard work.
VII. ADJOURNMENT
There being no further business to come before the Council, the meeting
was adjourned at 8:53 p.m.
