I. CALL TO ORDER
Deputy Mayor Jeyaraj called the meeting to order at 5:30 p.m. in the
Council Chambers of Auburn City Hall, 25 West Main Street.
II. PUBLIC PARTICIPATION
A. Public Participation
The City Council Meeting was held in person and virtually.
B. Roll Call
Councilmembers present: Deputy Mayor James Jeyaraj, Bob Baggett,
Larry Brown, Robyn Mulenga, Cheryl Rakes, and Yolonda Trout-Manuel.
Councilmember Kate Baldwin was excused.
Department directors and staff members present included:Acting City
Attorney Harry Boesche, Outside Counsel Bob Sterbank,Assistant Chief
of Police Samuel Betz, Director of Community Development Jeff Tate,
Director of Public Works Ingrid Gaub,Assistant Director of Engineering
Services Jacob Sweeting, Business Systems Analyst Chrissy Malave, and
Deputy City Clerk Hannah Scholl.
III. AGENDA MODIFICATIONS
There were no modifications to the agenda.
IV. ANNOUNCEMENTS REPORTS AND PRESENTATIONS
No announcements, reports, or presentations.
V. AGENDA ITEMS FOR COUNCIL DISCUSSION
A. Pacific Annexation, Property Purchase, and Potential RCN Grant Application (Gaub)
(15 Minutes)
Assistant Director Sweeting provided Council with an overview of the
Potential Partnerships and Annexation of City of Pacific and City of Auburn
including annexation area, preservation project summaries, estimated

costs, safety concerns, potential funding options including the
Reconnecting Communities and Neighborhoods (NCR) Grant. He
discussed the reason for annexation, and next steps.
Council discussed infrastructure,timeline, safety concerns, and the
annexation area. Council thanked staff for their hard work.
B. Resolution No. 5735 (Council)
A Resolution amending the City Council Rules of Procedure
Councilmember Rakes, Chair of the Council Rules of Procedure Ad Hoc
Committee, provided Council with an overview of creation and purpose of
the Committee, and the drafting process.
Council discussed revisions in Section 13.1. Council thanked Chair Rakes
for her hard work.
VI. COMMUNITY WELLNESS DISCUSSION ITEMS
A. Community Needs Assessment Presentation (Tate) (15 Minutes)
A presentation on the upcoming effort to conduct/update the Auburn Community
Needs Assessment
Councilmember Trout-Manuel Chaired this portion of the meeting.
Director Tate provided Council with an overview of the 2023 Community
Needs Assessment including eligibility, purpose of assessment,
consultants, and next steps.
Council discussed types of service needs within the community, domestic
violence, data gathering, and policy updates.
VII. ADJOURNMENT
There being no further business to come before the Council, the meeting
was adjourned at 6:09 p.m.
