I. CALL TO ORDER II. LAND ACKNOWLEDGEMENT We would like to acknowledge the Federally Recognized Muckleshoot Indian Tribe, the ancestral keepers of the land we are gathered on today. We thank them for their immense contributions to our state and local history, culture, economy, and identity as Washingtonians. III. PUBLIC PARTICIPATION 1. Public Participation The City Council Meeting was held in person and virtually. A. Pledge of Allegiance Mayor Nancy Backus called the meeting to order at 7:00 p.m. in the Council Chambers of Auburn City Hall, 25 West Main Street, and led those in attendance in the Pledge of Allegiance. IV. Roll Call Councilmembers present: Deputy Mayor James Jeyaraj, Larry Brown, Robyn Mulenga, Cheryl Rakes, and Yolanda Trout-Manuel. Councilmembers Bob Baggett, and Kate Baldwin were excused. Department directors and staff members present included:Acting City Attorney Harry Boesche, Director of Public Works Ingrid Gaub, Chief of Police Mark Caillier, Outside Counsel Bob Sterbank, Director of Parks, Arts, and Recreation Daryl Faber, Director of Administration Dana Hinman, Assistant Director of Community Development Jason Krum, Business Systems Analyst Chrissy Malave, and City Clerk Shawn Campbell. V. ANNOUNCEMENTS, MAYOR'S PROCLAMATIONS,AND PRESENTATIONS A. Ronnie Beyersdorf Tribute (Mayor) A tribute video was played for everyone attending the meeting. Mayor Backus read several quotes that she stated embodies Ronnie Beyersdorf. Page 1 of 5 She proclaimed September 5, 2023, as Ronald H. Beyersdorf day in the City of Auburn. The Beyersdorf family thanked the Mayor and Council for recognizing Ronnie. B. Police Promotional Ceremony(Caillier) Chief Caillier gave Sergeant Fernando Cordova and Commander Brandon Skeen the Officers Oath, and their families pinned their badges. Mayor Backus recessed the meeting for 10 minutes at 7:31 p.m. She reconvened the meeting at 7:43 p.m. C. Constitution Week Mayor Backus to proclaim September 17, 2023 through September 23, 2023 as "Constitution Week" in the City of Auburn Mayor Backus proclaimed September 17, 2023 through September 23, 2023 as "Constitution Week" in the City of Auburn. Hilda Meryhew, member of the Lakota National Daughters of the American Revolution Chapter, accepted the proclamation. D. Suicide Prevention Awareness Month Mayor Backus to proclaim September 2023 as "Suicide Prevention Awareness Month" in the City of Auburn Mayor Backus proclaimed September 2023 as "Suicide Prevention Awareness Month" in the City of Auburn. E. National Senior Center Month Mayor Backus to proclaim September 2023 as "National Senior Center Month" in the City of Auburn Mayor Backus proclaimed September 2023 as "National Senior Center Month" in the City of Auburn. Recreation Coordinator, Rocky Kirwin, accepted the proclamation and thanked the Mayor and Council for recognizing National Senior Center Month. VI. AGENDA MODIFICATIONS The Childhood Cancer Awareness Month, Hispanic Awareness Month, and National Recovery Month proclamations were rescheduled to the next City Council Meeting. Page 2 of 5 VII. CITIZEN INPUT, PUBLIC HEARINGS AND CORRESPONDENCE A. Audience Participation This is the place on the agenda where the public is invited to speak to the City Council on any issue. 1. The public can participate in-person or submit written comments in advance. No one came forward to speak. B. Correspondence There was no correspondence for Council to review. VIII. COUNCIL AD HOC COMMITTEE REPORTS Council Ad Hoc Committee Chairs may report on the status of their ad hoc Council Committees' progress on assigned tasks and may give their recommendation to the City Council, if any. 1. Finance Ad Hoc Committee (Chair Baldwin) Deputy Mayor Jeyaraj reported, Councilmember Baldwin and Councilmember Baggett have reviewed the claims and payroll vouchers described on the agenda this evening and recommended their approval. 2. Council Rules of Procedure Ad Hoc Committee (Chair Rakes) Councilmember Rakes, Chair of the Council Rules of Procedure Ad Hoc Committee, reported the Committee has not met since their last meeting. IX. CONSENT AGENDA All matters listed on the Consent Agenda are considered by the City Council to be routine and will be enacted by one motion in the fom7 listed. A. Minutes of the August 21, 2023, City Council Meeting B. Minutes of the August 28, 2023, Study Session Meeting C. Claims Vouchers (Thomas) Claims voucher list dated August 22, 2023 which includes one electronic fund transfer in the amount of$1,905.05 Claims voucher list dated August 30, 2023 which includes voucher number 473229 Page 3 of 5 through 473391, in the amount of$4,991,659.36, two electronic fund transfers in the amount of$584.06, and three wire transfers in the amount of$832,864.95 D. Payroll Voucher(Thomas) Payroll check numbers 539515 through 539515 in the amount of$615,531.89, electronic deposit transmissions in the amount of$2,473,409.48, also a special payroll for missed Parks timecards for payroll check numbers 539516 through 539520 in the amount of$2,368.46, electronic deposit transmissions in the amount of$592.74, for a grand total of$3,091,902.57 for the period covering August 17, 2023 to August 30, 2023 Deputy Mayor Jeyaraj moved and Councilmember Trout-Manuel seconded to approve the consent agenda. MOTION CARRIED UNANIMOUSLY. 5-0 X. UNFINISHED BUSINESS There was no unfinished business. XI. NEW BUSINESS There was no new business. XII. ORDINANCES A. Ordinance No. 6913 (Gaub) An Ordinance granting to MOX Networks, LLC, a Delaware Company, a Franchise for Dark Fiber Infrastructure Councilmember Brown moved and Councilmember Rakes seconded to approve Ordinance No. 6913. MOTION CARRIED UNANIMOUSLY. 5-0 XIII. RESOLUTIONS A. Resolution No. 5735 (Council) A Resolution amending the City Council Rules of Procedure Councilmember Rakes moved and Councilmember Brown seconded to adopt Resolution No. 5735. Council discussed suggestions considered by Council. Councilmember Trout-Manuel moved to table Resolution No. 5735 to the September 11, 2023, Study Session meeting. There was no second. Councilmember Rakes moved to amend the Council Rules of Procedure Section 16.1 (A.1)to add Housing Policy and Section 16.1 (A.3)to add Airport, Park Development, and Economic Development. Deputy Mayor Page 4 of 5 Jeyaraj seconded the amendment. All in favor to amend 5-0. MOTION CARRIED UNANIMOUSLY. 4-1. Councilmember Trout-Manuel voted no. XIV. MAYOR AND COUNCILMEMBER REPORTS At this time the Mayor and City Council may report on significant items associated with their appointed positions on federal, state, regional and local organizations. A. From the Council Councilmember Mulenga reported she attended the Swedish Heritage Day event at Neely Mansion, and a tour of the White River Valley Museum. Councilmember Trout-Manuel reported she attended the Washington State Auditors Entrance Interview, a tour of the White River Valley Museum, and the Sound Cities Association health briefing. B. From the Mayor Mayor Backus reported she attended the Sound Transit South King Sub Area briefing meeting, South Correctional Entity(SCORE) Board meeting, Second Annual Multicultural Holiday Festival, Employment Security Department Fundraiser, Greater Seattle Partners meeting, Catherine Hansen's Celebration of Life, and met with Tukwila Councilmember, Kathy Hougardy, and toured Tukwila's Affordable Housing options. XV. ADJOURNMENT There being no further business to come before the Council, the meeting was adjourned at 8:08 p.m. APPROVED this 18th day of September, 2023.
