I. CALL TO ORDER
Deputy Mayor Jeyaraj called the meeting to order at 5:35 p.m. in the
Council Chambers of Auburn City Hall, 25 West Main Street.
II. PUBLIC PARTICIPATION •
A. Public Participation
The City Council Meeting was held in person and virtually.
B. Roll Call
Councilmembers present: Deputy Mayor James Jeyaraj, Bod Baggett,
Kate Baldwin, Larry Brown, Robyn Mulenga, Cheryl Rakes, and Yolonda
Trout-Manuel.
Department directors and staff members present included:Acting City
Attorney Harry Boesche,Assistant Chief of Police Samuel Betz, Director
of Administration Dana Hinman, Director of Public Works Ingrid Gaub,
Director of Community Development Jeff Tate, Director of Parks,Arts,
and Recreation Daryl Faber, Director of Anti-Homelessness Kent Hay,
Economic Development Manager Jenn Francis, Business Systems
Analyst Chrissy Malave, Deputy City Clerk Rebecca Wood-Pollock, and
Deputy City Clerk Hannah Scholl.
III. AGENDA MODIFICATIONS
There were no agenda modifications.
IV. ANNOUNCEMENTS REPORTS AND PRESENTATIONS
There were no announcements, reports, and presentations.
V. AGENDA ITEMS FOR COUNCIL DISCUSSION
A. Economic Development Update—3rd Quarter(Tate)(20 Minutes)
Manager Francis provided Council with an overview of the 3rd Quarter
Economic Development update including downtown engagement, projects

in the Business Improvement Area, projects in the Downtown Auburn
Cooperative,the Comprehensive Plan, and business assistance courses.
She also discussed the 2023 Pacific Raceways Fanfest and National
Night Out events, the Web Location Intelligence Application process and
timeline,;the 2023 Summer Business Connect events, the Explore Auburn
website updates, and an update on the 3rd quarterly meeting at Don's
Place. She provided a brief overview of the upcoming topics for the 4th
quarter.
Council discussed charging stations for Electric Vehicles (EV), Pacific
Raceway Fanfest event data,the Pet Relief Project, and the Explore
Auburn website.
B. Resolution No. 5744 (Hinman)(30 Minutes)
A Resolution adopting the 2024 State Legislative Agenda
Director Hinman provided Council with an overview of the 2024 State
Legislative Priorities including Public Safety: staffing, towing impacts,
illegal drug use, and cybercrimes against children. Regulatory and Land
Use: planning and zoning changes around affordable housing. Public
Works, Transportation, and Infrastructure: streetlight charges, and the
Public Works Assistance Account. Parks and Open Spaces: funding,
Washington State Historical Society requests. Social Services:
homelessness and affordable housing crisis, and Trueblood Dollar funds.
Budget and Finance: Property Tax cap, and Leasehold Excise Tax.
Council discussed change in language for police pursuits, staffing and
recruitment within the Police Department, rent control and tenant rights, the
Public Works Assistance Account, Trueblood Dollar settlement funds,
funding request process and timelines, and Tiny Home Villages.
Deputy Mayor Jeyaraj announced that the Deputy Mayor Election will take
place at the November 20, 2023, City Council Meeting.
VI. ADJOURNMENT
There being no further business to come before the Council, the meeting
was adjourned at 6:57 p.m.
