CALL TO ORDER Deputy Mayor Jeyaraj called the meeting to order at 5:30 p.m. in the Council Chambers of Auburn City Hall, 25 West Main Street. II. PUBLIC PARTICIPATION A. Public Participation The City Council Meeting was held in person and virtually. B. Roll Call Councilmembers present: Deputy Mayor Jeyaraj, Bob Baggett, Kate Baldwin, Larry Brown, Cheryl Rakes, and Yolonda Trout-Manuel. Councilmember Robyn Mulenga was excused Mayor Nancy Backus, Directors, and the following staff members present included:Acting City Attorney Harry Boesche,Assistant Chief of Police Samuel Betz, Director of Public Works Ingrid Gaub, Director of Community Development Jeff Tate, Director of Human Resources and Risk Management Candis Martinson,Assistant Director of Engineering Services Jacob Sweeting, Business Systems Analyst Jonathan Barbano, and Deputy City Clerk Hannah Scholl. III. AGENDA MODIFICATIONS There were no agenda modifications. IV. ANNOUNCEMENTS, REPORTS,AND PRESENTATIONS There were no announcements, reports, or presentations. V. AGENDA ITEMS FOR COUNCIL DISCUSSION A. 2024 CDBG Annual Action Plan (Tate) (15 Minutes) Director Tate provided Council with an overview of the Community Development Block Grant 2024 Annual Action Plan including the General Fund vs the CDBG Fund, the process and timeline, Entitlement Program, Page 1 of 2 administrative requirements, and the plan goals. He discussed the expected funding allocations including Public Services, Housing Repairs, Sidewalk Accessibility Improvements, Microenterprise Assistance, and Administration. Council discussed the Housing Repair Program, Sidewalk Accessibility Improvements eligibility requirements, Microenterprise Assistance and resources for people in the community. VI. PUBLIC WORKS AND COMMUNITY DEVELOPMENT DISCUSSION ITEMS A. Comprehensive Transportation Plan Update— Policy Review(Safety) (Gaub) (35 Minutes) Councilmember Brown Chaired this portion of the meeting. Assistant Director Sweeting provided Council with an overview of the Comprehensive Plan Policy Review, focusing on Goal No. 3: Safety. He discussed the Safe Systems Approach including the principles and elements, the traditional approach vs the Safe System approach, revised and new Safety policies including general, roadways, road users, speeds, vehicles, post-crash care, and the necessary actions to implement the policies. Council discussed the Safe Systems Approach, dynamic message signs, speed feedback signs, speed cameras, railroad crossings, and vegetation. B. Ordinance No. 6928 (Tate) (10 Minutes) An Ordinance annexing certain property known as "The Bridges" and currently located within the City of Kent, Washington, into the City of Auburn pursuant to RCW 35.10.217(2), and providing for severability and an effective date Director Tate provided Council with an overview of Ordinance No. 6928. Council discussed community engagement and responses. VII.
