MINUTES

i. CALL TO ORDER
Mayor Nancy Backus called the meeting to order at 4:00 p.m. in the
Council Chambers of Auburn City Hall, 25 West Main Street.

The City Council Meeting was held in person and virtually.
IV. ROLL CALL
Councilmembers present: Deputy Mayor Larry Brown, Hanan Amer, Kate
Baldwin, Cheryl Rakes, and Yolonda Trout-Manuel. Councilmembers
Clinton Taylor, and Tracy Taylor were excused.
Mayor Nancy Backus and the following staff members present included:
Director of Finance Jamie Thomas, Accounting and Financial Reporting
Manager Janice Davies, Senior Accountant Aliakbar Kashef, Business
Systems Analyst Chrissy Malave, and City Clerk Shawn Campbell.
V. DISCUSSION ITEMS
A. 2022 Fiscal Year Audit and Exit Conference
Washington State Auditor Audit Manager Ngan Kim Hoang Nguyen, and
Audit Supervisor Sandeep Kaur reviewed the results of the Accountability
Audit including audits of payroll, self-insurance for unemployment, accounts
receivable for billing adjustments and collections, open public meetings,
and financial conditions. There were no exceptions and they issued an
unmodified opinion with no deficiencies or material misstatements, and all
uncorrected misstatements have been provided for review. There are no
management override of control findings.
They reviewed the City's Federal Grant Compliance Audit which reviewed
the Community Block Grant, Highway Planning and Construction Grant,
and the COVI D-19 Grant with an unmodified opinion issued and no
significate deficiencies in internal controls on major programs.

They noted that all prior years findings have been fully resolved. They then
reviewed the upcoming audit costs, and items needed to be included in the
next audit.
VI. ADJOURNMENT
There being no further business to come before the Council, the
meeting was adjourned at 4:18 p.m.
