I. CALL TO ORDER
Deputy Mayor Brown called the meeting to order at 5:30 p.m. in the Council
Chambers of Auburn City Hall, 25 West Main Street in Auburn.
II. PUBLIC PARTICIPATION
A. Public Participation
The City Council Meeting was held in person and virtually.
B. Roll Call
Councilmembers present: Deputy Mayor Larry Brown, Hanan Amer, Kate
Baldwin, Cheryl Rakes, Clinton Taylor, Tracy Taylor, and Yolanda Trout-
Manuel.
Mayor Nancy Backus and the following staff members present included:
Acting City Attorney Harry Boesche,Assistant Chief of Police Samuel
Betz, Director of Public Works Ingrid Gaub, Director of Human Resources
and Risk Management Candis Martinson, Director of Anti-Homelessness
Kent,Hay, Director of Finance Jamie Thomas, Director of Parks,Arts and
Recreation Daryl Faber, Director of Community Development Jeff Tate,
Acting Director of Community Development Jason Krum, Director of
Equity and Inclusion Brenda Goodson-Moore, Director of Administration
Dana Hinman, Right-of-Way Specialist Amber Olds, Recreation Program
Coordinator Keisha Taylor, Business Systems Analyst Jonathan Barbano,
and City Clerk Shawn Campbell.
III. AGENDA MODIFICATIONS
Resolution No. 5753 was removed from the agenda and will be rescheduled to a
future meeting.

IV. AGENDA ITEMS FOR COUNCIL DISCUSSION
A. Department Overview-Anti-Homelessness (Hay) (30 Minutes)
Director Hay provided Council with a presentation on the Anti-
Homelessness Department including the Departmental philosophy,
Department staffing, services provided,who is served by the Department,
achievements of the Department, and encampments.
Council discussed staff experience, the Housing Management Information
Services system, service hours and availability during the evening hours,
working in both Pierce and King County, the makeup of people receiving
services, children aging out of the foster system, volunteer opportunities,
people returning to homelessness, and the statistics of people currently
experiencing homelessness in Auburn. Council expressed their
appreciation for the Department.
B. Overview of the Auburn Consolidated Resource Center(Hay)(15 Minutes)
Director Hay provided Council with a presentation on the Auburn
Consolidated Resource Center including the Ray of Hope Day and
Sundown Night Shelter, the Auburn Resource Center, Community Court,
and the Neighborhood Center.
Council discussed the lease of the Resource Center.
C. REDI Report Out
Councilmember Baldwin provided Council with a report on the Racially
Equitable, Diverse, and Inclusive (REDI) Coalition.
D. Ordinance No. 6927 (Thomas) (10 Minutes)
An Ordinance establishing the Local Sales and Use Tax Rate for Local Revitalization
Financing for 2024
Director Thomas provided Council with an overview of Ordinance No. 6927
regarding using a portion of the Sales Tax for Revitalization Financing in
2024. She noted this is not a new tax,the funds are already collected by
the State, the City is requesting the additional funds to be provided to the
City.
E. Ordinance No. 6930 (Thomas) (10 Minutes)
An Ordinance amending Auburn City Code (ACC) Chapters 3.53, 3.54 and 3.62
related to the Administration of City Taxes
Director Thomas provided Council with an overview of Ordinance No. 6930
regarding updates to the Business and Occupation Tax Code.
Council discussed the Finance Director waiver process, and the square
footage tax.

F. Ordinance No. 6929 (Gaub)(15 Minutes)
An Ordinance vacating City Right-of-Way located within a portion of 108th Avenue SE
that lies South of Lea Hill Road within the City of Auburn
Specialist Olds provided Council with an overview of Ordinance No. 6929
including an explanation of what a Right-of-Way Vacation is and the
process to attain one.
Council discussed the Public Right-of-Way.
G. Ordinance No. 6932 (Gaub)(15 Minutes)
An Ordinance transferring a City Telecommunications Franchise from Sprint
Communications Company, L.P. (as a T-Mobile Subsidiary)to Sprint Communications
Company, L.P. (as a Cogent Subsidiary)
Specialist Olds provided Council with an overview of Ordinance No. 6932
including a brief overview of Franchise Agreements.
V. MUNICIPAL SERVICES DISCUSSION ITEMS
A. Auburn Teen Leadership Presentation (Hinman/Faber)(15 Minutes)
Presentations from Auburn Youth Council and Auburn Junior City Council
Councilmember Rakes Chaired this portion of the meeting.
Coordinator Taylor,Auburn Youth Council Advisor Maddy Lindsay, and
Auburn Youth Councilmember Kelly Murrey provided Council with a
presentation of the Auburn Teen Leadership including the Auburn Youth
Council, the values, benefits, service projects,fundraising, and future
projects of the Auburn Youth Council.
Director Hinman provided Council with the history of the Junior City
Council, and the achievements of the Junior City Council.
Council discussed the Teen Closet, bullying in Auburn, the National
League of Cities Conference, Council relations with the Auburn Youth
Council, and the Junior City Council.
B. Municipal Court Update (Martinson) (20 Minutes)
Director Martinson provided Council with an update on the Municipal Court
including a history of the King County District Court Services, Role of
Human Resources and Risk Management in the Court,the Municipal Court
Study from 2022/2023, current developments with Court Services, the
notice and planning requirements for termination of King County District
Court Interlocal Agreement(ILA), the Budget, and Court operations costs.
Presiding Judge Rebecca Robertson, addressed questions from the
Council regarding the ILA cost model, location of judges, speedy trial
concerns, ability to hear protection orders, name changes, and other King

County District Court services.
Assistant Judge Corinna Ham, addressed the process and procedures for
judge selection.
Council discussed the reason for considering termination of the ILA,
election of local judges,judges' anonymity, benefits of District Court
services, project costs for a second court study, selection of judges,
location of the Court, effect on Auburn population for Court services, and
the public's perception of consequences to crimes.
Mayor Backus stated if it is an arrestable offense,the Auburn Police will
arrest and if it is prosecutable offense, the City of Auburn will prosecute.
VI. ADJOURNMENT
There being no further business to come before the Council, the meeting
was adjourned at 8:11 p.m.
