AMENDMENT # 1 TO AGREEMENT # AG-C-193 BETWEEN
THE CITY OF AUBURN AND MIRAI ASSOCIATES
RELATING TO C213A, COMPREHENSIVE TRANSPORTATION PLAN

THIS AMENDMENT is made and entered into this I.ß day of /nu.Þl 2004,
by and between the CITY OF AUBURN, a municipal corporation of the St<!lte of
Washington (hereinafter referred to as the "CITY"), and Mirai Associates (hereinafter
referred to as the "CONSUL TANT"), as an Amendment to the Agreement between the
parties for AG-C-193 executed on the 13th day of May 2003.
The changes to the agreement are described as follows:
1. CONTRACT TERM:
The term of the Agreement for Professional Services is extended to DeGember 31,
2004.
2. SCOPE OF WORK:
The scope of work is amended to include the following tasks: Consultant shall hire
Green River Community College GIS Certificate students as sub-consultants to
perform a sidewalk survey of existing sidewalks located within the City of Auburn's
limits which are not included in the sidewalk inventory the City provided the
Consultant. The students shall use GIS equipment to inventory the sidE~walks. See
Exhibit A for more information. Exhibit A is attached and by this reference made
part of this Agreement.
Deliverables: The Green River Community College GIS Certificate students shall
provide the City with the GIS sidewalk data in a digital shapefile consistEmt with
ESRI's ArcGIS and as an MS Excel Spreadsheet. The City will conduct quality
review of the sidewalk data prior to final invoice.
3. COMPENSATION:
The amount of this amendment shall not exceed $4,000.00 based on hourly rates
shown in Exhibit A. The total contract amount is increased to a total of $145,743.00.
REMAINING TERMS UNCHANGED: That all other provisions of the Agreement
between the parties for AG-C-193 executed on the 13th day of May 2003, shall remain
unchanged, and in full force and effect.

EXHIBIT A
SCOPE OF WORK
Sidewalk Inventory - Phase 2
Purpose of the Project
The primary goal of this program is to create a complete sidewalk inventory for the City
of Auburn. This inventory will include sidewalk location, condition and ADA compliance.
The database will be sufficiently detailed to allow parcel level analysis. OnGe this
project is complete, the City staff will be able to overlay the sidewalk layer over known
pedestrian desire lines. We will use the sidewalk database to determine where
necessary repairs are needed to provide for pedestrian access from residential areas to
schools, parks, shopping, recreational and business activities. The results of this
program will be included in the City's Comprehensive Transportation Plan, lOur annual
Transportation Improvement Program and will be used to accomplish goals outlined in
our Downtown Plan.
Background
The City of Auburn has been working with the GIS Associates and Certificate programs
at Green River Community College (GRCC) and the student group, GIS Allilance, to
create a sidewalk inventory. The first phase of this project involved GRCC students
working with the City's ortho and aerial photos in ArcView 3.2 to digitize sid,swalks at
the parcel level citywide. The second phase of the work will involve field verification of
sidewalk locations, ADA compliance analysis and a sidewalk condition inventory.
Scope of Work
The City of Auburn and GRCC students will create a menu driven spreadsheet linked to
the existing sidewalk database created in the first phase of the project. ThE! Green
River Community College GIS students will be expected to perform the following:
1) Field verification of the sidewalk layer including verifying the pres,snce or
absence of sidewalks.
2) Use of the spreadsheet to note the ADA compliance of the sidewalk link
including overall width ((less than 4 feet) or (4 feet or greater)) and whether
the corners have wheelchair ramp cuts or curbs.
3) Use of the spreadsheet to evaluate the condition of sidewalks. Sidewalks
will be deemed good if there is no visible damage. They will rate poor if they
are cracked but there is no trip hazard (raised section more than % inch
above the adjacent section). Sidewalks that need immediate attention are
those that have separation between tiles or have buckling that might present
a trip hazard.
4) There will be a comment section wherein students will be able to note issues
such as evidence of poor drainage on curb cuts or sidewalk buckling by tree
roots.

Measures for Success
The City of Auburn will measure success in the following ways:
1) A completed sidewalk inventory which identifies ADA compliance, and
physical condition that we may use for planning and maintenance purposes.
2) At the end of the project, a significant number of GRCC students have
earned course credit and/or gained real life experience working with the City.
Provided the students track their hours, the City will give reference to this
project when students are looking for employment or entrance into further
educational training.
3) All of the sidewalks within a 1/4 mile radius of schools are identified as well
as greater than 50% of the remaining sidewalks citywide are identified prior to
the June deadline for the Comprehensive Transportation Plan.
Schedule
The work will commence March 29, 2004 and be completed by December :31,2004.
Budget
The City of Auburn expects this project will require approximately 200-300 hours of
combined student time to complete. Each student will be compensated $9ihour
through Mirai Associates, the Consultant working with the City of Auburn on our
Comprehensive Transportation Plan. The City of Auburn will perform project
management and collect time sheets for submittal to Mirai for payment.
Tracking Student Time
Students will be required to log the hours they spend on this project on a monthly time
sheet. Each student will note the date of work performed as well as start and end time.
The GIS instructor will sign the student time logs. Copies of the compiled logs will be
sent to the City of Auburn Public Works department on a monthly basis.

2. SCOPE OF WORK: There is no change in the scope of work.
3. COMPENSATION: There is no change to the amount authorized in the original
agreement.
REMAINING TERMS UNCHANGED: That all other provisions of the Agreement
between the parties for AG-C-193 executed on the 13th day of May, 2003, shall remain
unchanged, and in full force and effect.
