MINUTES
I. CALL TO ORDER
Chair Jim Kelly called the meeting to order at 10:00 a.m. in the Council
Conference Room located at Auburn City Hall, 25 West Main Street in Auburn.
Chair Kelly and the following Board members were present: Member Roger
Thordarson, Member Lynn Norman and Member Bill Petersen. Also present was
Deputy City Clerk Cathy Richardson. Board Attorney Joseph Beck arrived at
10:05 a.m.
II. APPROVAL OF MINUTES
A. Minutes of the November 6, 2007 LEOFF Board Meeting
Motion by Member Thordarson second by Member Petersen to approve
the November 6, 2007 minutes as distributed.
MOTION CARRIED UNANIMOUSLY. 4-0.
B. Minutes of the November 20, 2007 adjourned LEOFF Board Meeting
Motion by Member Thordarson second by Member Petersen to approve
.the November 20, 2007 minutes as distributed.
MOTION CARRIED UNANIMOUSLY. 4-0.
III. UNFINISHED BUSINESS
A. Pending Disability Leave/Retirement Applications
1. Rich Schneider
Effective Date of Disability: July 7, 2007
Last Day of Service: July 6, 2007
On July 3, 2007, the LEOFF Board approved disability leave for
Rich Schneider effective July 7, 2007.
At the November 20, 2007 meeting, the LEOFF Board was
presented with two physician's letters. Also at the last Board
meeting, the Board referred Mr. Schneider to the Board's
physician, OMAC, for an independent examination. Mr.
Schneider's examination is scheduled for December 10, 2007.

Motion by Member Thordarson second by Member Petersen to
continue disability leave for Mr. Schneider for thirty days or until
cessation of his condition or his retirement.
Chair Kelly advised that, in accordance with State law and
depending upon timing and his diagnosis, it may be necessary to
hold a LEOFF Board special meeting prior to termination of Mr.
Schneider's six month disability leave in order to consider his case.
Member Norman noted that she will be unavailable from December
25, 2007 through January 2, 2008 and inquired regarding the
possibility of holding a board meeting via teleconference.
Chair Kelly stated that a teleconference could be arranged, if
necessary.
Member Petersen stated that he will also be unavailable on
December 26 - 29, 2007 and from January 2 - 6, 2008.
MOTION CARRIED UNANIMOUSLY. 4-0.
Attorney Beck arrived at this time.
Chair Kelly requested that Attorney Beck research diagnosed
medical conditions which are presumed to be duty related per State
law and would therefor remove that discretion from the Board's
ability. Chair Kelly also inquired if the medical information that the
Board has received thus far would meet the requirements for one
of those presumed duty related medical conditions.
Attorney Beck cautioned that a presumption is not to be considered
conclusive. Attorney Beck indicated that he would research the
issue.
B. Medical/Hearing/Vision Claims
Edward J. Wilson
Request for reimbursement of medical expenses in the amount of
$665.00 for services received on May 5, 2007.
On October 2 and November 20, 2007, the Board tabled Mr.
Wilson's claim pending the receipt of the insurance explanation of
benefits statement(s). No new information was received.

Motion by Member Petersen second by Member Thordarson to
table the claim for an additional month.
MOTION CARRIED UNANIMOUSLY. 4-0.
IV. NEW BUSINESS
A. Disability Leave/Retirement Applications
No new application for disability leave/retirement was received.
B. Appeals/Requests for Reconsideration
No request for reconsideration was received.
C. Medical/Hearing/Vision Claims
1. David Jarger
Request for reimbursement of vision expenses in the amount of
$119.00. Mr. Jarger has not received reimbursement for vision
expenses within the last year.
Motion by Member Petersen second by Member Thordardson to
pay the claim in the amount of $119.00.
MOTION CARRIED UNANIMOUSLY. 4-0.
2. Edward Sluys
Request for reimbursement of dental expenses in the amount of
$85.00. Mr. Sluys has not received reimbursement for dental
expenses in 2007.
Motion by Member Petersen second by Member Thordardson to
pay the claim in the amount of $85.00.
MOTION CARRIED UNANIMOUSLY. 4-0.
D. Correspondence
No correspondence was received.
E. Discussion
There were no further items for discussion.

V. ADJOURNMENT
There being no further business to come before the Board, the meeting
