HomeMy WebLinkAbout10-20-1999MEMORANDUM MINUTES OF AIRPORT ADVISORY BOARD MEETING The regular meeting of the Airport Advisory Board was held October 20, 1999, in Conference Room #1 TIME: 7:30 AM MEMBERS PRESENT: Dan Rollins, Bud Buchanan, Rodger Campbell, Stan Brown, Joe DeJoie STAFF PRESENT: Brown, Secretary Paul Krauss, Director Planning; John Anderson, Airport Manager; Carolyn Hanger Tenants - Jan Bouchett, Ray Richcreek, Alan Tumidge The meeting was called to order by Dan Rollins - Chairman Agenda Items: 1. Update on Hangar Roof Replacement John stated that the bids have been awarded to Pro Roof'mg to fix roofs. Hope to start to fix the roofs before the end of October. Discussed which hangers will be first. Ray Richcreek discussed the poor patch' job on his hanger. 2. Update on New Hanger Construction Project. Paul Krauss discussed the bonds sold. Airport will have $1.65 million to spend. Council authorized construction of new hangers and the roof repair. Both contracts have been signed. The completion date for hangers is set at March 31, 2000. 75% of the hangers are pre leased. John Anderson stated that this means more fuel sales. The new tenants are coming from all over, not just the Auburn, Kent area. Paul K also discussed the work being done on the drainage project at the airport. The holding ponds are designed for access to the 23 acres waiting for development. There shouldn't be any bird problems, as ponds will drain rapidly. Also netting will slow down any plane that may overshoot the end of the runway. Discussed the mitigation of the wetlands using Geodekke property. At this time the City is not sure how much of the 23 acres is wetland, perhaps 15 acres. GPS project is almost wrapped up, per John A., just waiting for the consultant to finish. Will put together a drat~ and submit to FAA. Dan Rollins said this would enable traffic to be routed away from SeaTac. Discussed different approaches and missed approach routes. Alan Tumidge asked about the remote transmitter. John A. said it is in the budget for 2001, but the Airport could get it as early as October 2000. Joe DeJoie asked about the possibility of an AWOS. (Weather reporting system). Discussed the ongoing gate problems. The manufacturer has suggested replacing gate contacts, but John A. couldn't fred new ones. Cleaned the old contacts and gate appears to be working. Stan Brown said his card wouldn't work just the other day. John A. will be ordering new card readers for the drive thru gates. Discussed differences between code readers and card readers. John said they decided to have proximity card readers. New moto. r and gate setup costs $3500.00. Paul K. stated that the City might be able to fund them next year. Because of budget restrictions in the past, a new gate set-up has not been considered. With the hangers 80 % of rental revenue goes back to bonds and 20/% to the airport. Should generate more revenue and make the Airport more economically sound. Fuel facility cost twice what was budgeted. Also, council approved more roof repair when the money hadn't been budgeted. Hanger rates hadn't been raised because the hangers were in disrepair. When roofs were repaired, Council then raised rents by 10%. The Ordinance, the Council approved for rental fees, has rents increasing each year over the next three years. The years 2001 and 2002 have built in rent increases. Also, the initiative 695 has some impact on the rental fees. 3. Update on West Side Tree Removal and Fencing John discussed $41,000 grant for tree removal and fencing on the west side of the Airport. Council has accepted the grant. A survey crew has been out to determine the acres of trees to be removed. The area is considered wetlands, so the trees have to be removed by Army Corps of Engineers standards. What money is left will go towards fencing. General discussion regarding thefts from the airport and so far they have been small items. John has given key cards to the police department and they will drive through and patrol more often. Paul K reiterated that the fencing would help with the thefts and vandalism. 4. Open discussion. Discussed the states grant system. Dan asked about the park & ride. Paul K stated that is still up in the air. They have been working to get this sold and money put to Sound Transit project. Can not get a clear answer from King County. Would like to push fencing out to 15t~ Street and make it all airport property. Discussed Airport master plan from 1992 or 1993. Discussed Displaced Threshold and single/wider runway. Auburn Airport is in top 5 airports for operations and air traffic activity. Discussed occupancy, tie downs don't appear to be full. Dan R said that if Jamal Garcia, Auburn Flight Services, starts supplying Jet aviation fuel, there should be an increase in occupancy. Also, he offers a complete college course for flying and is thinking of adding a maintenance course. Right now there'is an instructor shortage and airplane shortage. Discussed training of pilots. Meeting adjourned at 8:30 am
