HomeMy WebLinkAbout11-17-1999MINUTES OF AIRPORT ADVISORy BOARD MEETING The regular meeting of the Airport Advisory Board was held Wednesday, November 17, 1999, in Conference Room #1 TIME: 7:30 AM MEMBERS PRESENT: Dan'Rollins, Joe DeJoie, Rodger Campbell, Bud Buchanan, Stan Brown TENANTS PRESENT: Rollie Johnson, Alan Turnidge, Jan Bouchette GUESTS PRESENT: Jol~n Gallo, AOPA representative STAFF PRESENT: Paul Krauss, Director Planning; John Anderson, Airport Manager; Carolyn Brown, Secretary The meeting was called to order by Dan Rollins - Chairman Agenda Items: ITEM 1. Update on Hangar Roof Replacement. Per John Anderson, materials will be here tomorrow or Friday, November 19. Will start with the TAS hangers first. Hoping for a break in the weather in order to remove old roofing material. Airport staff will call Hanger 3 people today or tomorrow so people can move their planes. Due to heavy rains the hangers seem to be leaking more at this point. Someone noticed that holes have been drilled in the floor of Hanger 4. Hanger 4 is the third in line to have roof repaired. ITEM 2. Update on New Hangar Construction Project. John A. said there have been problems with the contractor. In a meeting, the City found out that the contractor, Kassel Construction, is having problems getting building materials from his supplier. Contractor has come back to the City and asked for another extension. John stated that all permits are ready. The City and Contractor are meeting again on November 18, 1990 and will find out what is going on. WH Pacific is the consultant on the project and they are doing their part. Contract has been extended to the 7th of May. Discussed hiring a new construction company. Paul Krauss added he would get the City Attorney involved. Contractor has not started any phase of the construction. Paul K discussed the selection process. Consultant does the checking and makes a recommendation to Council. General discussion on contractor and contract provisions. Also, discussed the time frame and what should have been done by now (concrete pouring, etc.) John A. asked if there would be any affect on the Bonds sold? Paul K stated yes to some degree and I - 695 also will affect the private sector, i.e. contractors who rely on public projects are starting to lay off people. ITEM 3. Update on West-Side Tree Removal and Fencing. Survey team has finished the survey, and they will send results to four people instead of sending out for bid. Dan Rollins asked if the Airport could use the City's small works roster. John A answered yes, but the contractor has to follow Army Corps of Engineers criteria, and some contractors don't have the machinery required. The goal is to disturb the land as little as possible. ITEM 4. GPS Update. John A met Monday with FAA and with minor changes, he will proceed with draft for GPS. Will circulate draft to other FAA divisions. Dan R. said we are looking for an approach, just not a real Iow approach. Is the airport going to raise the minimum to 1000 feet? John A said it is being discussed. With the GPS approach in place it will generate interest in AWOS. Discussed the weather in different areas and how AWOS will benefit. ITEM 5. Open Discussion. John found a place to buy the new contacts for the gates. The problem people were experiencing this morning was with the switches. John also said the Airport has hired a new employee and her name is Diane Funderberg. She is to replace Dean Pierson, who has moved !o eastern Washington. Paul K discussed the projects for next year. John A & Paul K met with FAA representatives regarding the Master Plan update. They discussed what the work program would include. Primary focus is on the 23 acres on the west side of the airport. The City wants to do a full wetland delineation. The property around airport is developing rapidly. Auburn Corporate Center has a new tenant-Reynolds Aluminum. Reynolds had built over a city easement on city property. The City.and Reynolds are trying to work out a combined driveway plan to include the Fisher buildings, Reynolds, and the City. There will be a sign on 'B' Street for the airport. The master plan will let us know how best to develop the site. The City is looking at a redesigned taxiway. Which may be a two-way taxiway. Also, the Metro park and ride may be vacated. Discussed the airport design. The airport now has a row that could hold twin hangers. The City can't build the hangers, but the property could be leased and tenants could build the hangers. The tenants would want an engineer to do a. design spec, so there won't be a hodgepodge of shapes and buildings. John A. stated that the airport could build a row of three fifty-foot buildings. Discussion on hangers and approach Stan Brown questioned the new building going on by the fire station / Fred Meyer area. Paul K said this will be a new Eagle/Lowes Hardware. There is also going to be a series of office buildings going in to the west. Paul K stated that the City worked with the FAA and the developer to have only parking areas under the extended centerline. General discussion of the 45-degree right turns requirement and reasons behind it. The hospital and various businesses didn't want air traffic flying right over due to noise. Dan R asked if the Airport could publish a procedure. Paul K said that access is in the master plan. Discussed altitudes and departure procedure. There is a safety issue on the 45-degree departure and in coming traffic. Dan R asked if the Airport could change the departure process and see how many phone calls the city receives. The Auburn FAA says plane traffic is to maintain YFR. Dan R said he would like to see an IFR approach. Alan Turnidge asked if the Airport could post a new sign or just take the old sign down. John A said if it is a consensus of committee he would cover the sign and see what happens. John A said word of mouth will do the job. John A will keep track of complaints and will report back in a month or so. A General discussion followed regarding the various neighborhoods and noise complaints. John A said a Master Plan would include a noise contour map. 90 percent of funding for the Master Plan will be provided, the Airport has to come up with 10 percent. Group discussed departure procedure. Discussed 1000 foot traffic pattern. John A said there should be a committee to come up with a recommendation. Dan R stated that 1000 feet is a standard pattern, and John A said the FAA thought it was a good idea. 500 feet crossing altitude is a standard per FAA. No regulations are on the books, just recommendations. Meeting adjourned at 8:50
