BOOTH, MAYOR Paul Krauss, A.I.C.P., Planning Director PLANNING & COMMUNITY DEVELOPMENT DEPT. 25 West Main, Auburn, WA 98001 (253)931-3090 Fax: (253) 931-3053 MINUTES OF AIRPORT ADVISORY BOARD MEETING The regular meeting of the Airport Advisory Board was held February 16, 2000, in Conference Room #1 TIME: 7:30 AM MEMBERS PRESENT: Bud Buchanan, Joe DeJoie, Don Rottle, Stan Brown. Absent Rodger Campbell TENANTS PRESENT: Rollie Johnson, John Gallo, Jamelle Garcia, Auburn Flight Service and Alan Turnidge, TAS Staff Present: Paul Krauss, Planning Director, John Anderson, Airport Director Meeting called to order by John Anderson John A. has invited Alan Turnidge of TAS & Jamelle Garcia of Auburn Flight Service to speak today Alan Turnidge spoke on the future plans for TAS. TAS has been appointed to sell new Piper Aircraft for the Northwest. The original distributor has closed their offices in area. TAS will represent new aircraft. Now TAS will need more space, as the hangers are not big enough. Discussion on a location to build. The best area is south on the SE corner. Alan has hired an architect to come up with plans. Would like to' build big enough for a showroom if possible. Rollie asked where will the planes go that are parked there. Per John there is still parking available in north end. Alan said he would move out of the existing bldg. He will not have two buildings. Jamelle Garcia with Auburn Flight Service / Northwest Aviation College discussed the buy out of the Sky Services Facility. He is currently in negotiation with the current owners regarding the lease. His business has outgrown the current shop. He now maintains 20 airplanes. General discussion of plans. Possibility of having FAA grant money for paving and leasee would only have to pay 10%. John will add to master plan. Jamelle discussed the phasing of his project. Would like to do it in three phases; first would be avionics, etc. and Phase 2 would be for corporate stOrage and for later expansion. He would ultimately like to build for a corporate row of hangers and maintenance area. Next phase would be for the school, as there is not enough room for offices. Jamelle said it would probably be a 25,000 s.f. facility. He prefers to be in the center part of airport. Planning on 5 years for phase 1 & 2. His plans are just for the 3 acres at Sky Services,Behind the buildings would be employee parking. John is currently in the process of developing a lease policy. Jamelle would like to negotiate a new lease, as the old lease will be up in 2018. Joe asked what about the fence by TAS? John said there would have to be a design for relocation of fence. Discussed the fencing and how it was paid for. It is not government fencing as far as John knows. It is a requirement that the Airport is fenced. Would design with all doors on the north side of hanger. Jamelle is still thinking about a paint shop with two bays. There was a general discussion of EPA regulations and painting process. Board members would like to see the architecture of both places compliment each other. Discussed bird problems. A lot of crows seem to be congregating on the west side of the airport. Discussed the drainage project that has been shut down for winter. Birds seem to be aroUnd the project area. ITEM 3. Hangar Roof Replacement has been completed. Roofers just have clean up to do, They will also fix any minor problems. Will also sweep the area, per John. Alan Turnidge stated that since the repair of the roofs, he has a hanger door that doesn't work. Takes two people to open and close the door. Roofers said they are unable to fix it. Paul said to find someone that can make that repair and City will bill the roofing company. ITEM 4. New Hangar foundations have been laid. The tenants are in place and also, a waiting list is in place. Materials are supposed to be here March 1. Contractor thinks the erection of the building will take 60 days. Possibly may be shorter, aS the contractor said he would have extra manpower. The hangers will be ready for occupancy May 1. Per Paul K, it may be earlier, depending on the manpower. Rollie Johnson asked about the existing leasing as they move and give up old hangers. John said that people on waiting list would get first chance at the older hangers ITEM 5. On the West-Side tree removal and fencing project all the bids came in too high, because of standing water and the time of year. Airport will re-bid closer to May when the water is down. Jamelle talked to someone that was interested in the job and his biggest complaint was how to clear stumps. Land contour cannot be disturbed per Army Corp. Per. John all trees have to be gone down to surface level. Mr. Gallo asked what if City wants to develop. Per Paul the City will have to go through mitigation for wetlands. Discussion on leasing policies. Want to develop a standard approach and a standard policy on undeveloped sites. An undeveloped site is different than a prepared site, as a prepared site would roughly be double. The taxiway stays under the city jurisdiction. Discussion on leasing the buildings and ownership after lease term is up. John A said that a bare land lease might have 12 months free rent, while construction is going on. Jamelle asked about the minimum standards. John A said they would be part of the Master Plan. Rollie Johnson said he would like to know where he stands, especially regarding the insurance coverage he has to have. Could he have an outline of what the minimum might be? John A said a million dollars is the minimum. Don Rottle asked about the lease appraiser. John A said currently an appraisal is every 5 years The Airport would like to set it up where everyone gets lease appraisal at the same time. Jamelle said he would like to look at a cap on the increase and then the leaseholder can plan for future use. GPS approach is going with the Master Plan. FAA is including it in the 10-year plan. Tenants would, then be more willing to pay for increases. General discussion on the approach Discussed fuel prices - fuel survey by John A. indicated that the prices at Auburn Airport are right in the middle. John A discussed the building going up at 30th and 'C' Street (north of the Airport). The contractors need to put up a crane (140 feet). John not sure of the time frame but once the crane project is up it will be 8 working days. John said it could mean an airport closure. Jamelle asked if the airport could just close one runway? The closure will definitely effect everyone. FAA may request the airport shut down. The builder was told to talk to Paul. Discussion on displacing the threshold or working night or early morning hours. Paul said it will be worked out today. Meeting adjourned
