PLACE: Auburn City Hall, Conference Room #1 Update on Hangar Roof Replacement. John A said the last inspection is coming up. The manufacturer will be here next week for the warranty inspection. With that the work will virtually be done. Rodger asked if TAS hanger has been taken care of? John A said yes, the leaks have been fixed. Additional down spouts were added to hanger 7. Update on New Hangar Construction Project. John A said the foundations are in, and the steel was delivered on time, so they are putting the steel in place now. Contractor said construction should take less then 60 days with additional manpower. Some buildings are in vertical per Bud Buchanan. Land Lease Policy to Developer for Additional Hanger Construction at NE Hanger Site John A has put together a packet for Bruce Allen, the appraiser. He will put a fair market value on the land and will work out a way to appraise small hangers and the larger facilities. John A also said that the gate problem was checked, and it appears the 'loop' on the road was malfunctioning. Regarding the grant for the updated Master Plan, John A said the money could be avail in 60 days. He is putting a plan together to take to council. Rodger asked about the land locked area on the west side of the airport and exactly where is the easement. John A said Reynolds Aluminum inadvertently used the city access to include into their property for their access and landscaping area. Paul and the City are currently working with Reynolds Aluminum and Fisher Properties to work out an arrangement. The City will definitely have an Access from that side of the Airport. Rodger asked about the trees on the westside area to be cleared and if they were all cottonwood. John A said yes and the City will re-bid the project in May. At that time the contractor should be able to use the access road to the south to move logs. Rodger asked about the floats in the swales at north end. John said these are cork floats that will be used to float the netting that will be placed on the water in order to keep the birds away. Jamelle said he has had two bird strikes this year and one was probably a goose as it did considerable damage to the plane. John A said he has also noticed bald eagles in the area. The number of crows are a big problem in the area as they congregate in one big tree to the east. John A said the Airport is trying to control the problem. Jamelle suggested spraying a chemical called 'Hot Feet' that irritates the feet of the ducks or geese but is non-toxic. Open Discussion Jan Bouchard asked to address issue of traffic on the taxiways. John A asked if it was regarding going between the hangers? Jan said yes, and that they used to be able to back taxi around the hangers. John A said that the policy is no one is to drive on the west taxiway, but to use the road on the east side. Jan said he was driving on the taxiway when he was taking used oil to the City tank and didn't want to spill oil by going around the building. John A said he would prefer to have people go by the road and to make sure that the oil containers are covered. The used oil is picked up to be recycled and the city pays for that service. Jamelle said he has his own oil-water separator at his facility. Jamelle finally has a signed agreement with Sky Services. And is pushing for a May 1st closing date. Also the appraiser has been to the airport. Paul has run everything by committee. Paul discussed the easement problem. He said he has tried to create a deal between Fisher Properties and Reynolds Aluminum and the city. Neither Fisher nor Reynolds would agree with the City, and Reynolds needs to complete within 2 years. Paul wants a sign on 2nd and should get that. John also said he would add access road funding to Master Plan. May 1st is the projected moving date into the hangers, but after that the City is eligible for damages from the contractor. There are still some accounting issues Paul is not satisfied with, i.e. substituting man doors for overhead doors. Also, John said sprinklers are an issue. Ras Neilsen wants to build a hanger to store his plane. Also, Hangers Unlimited is still interested in the area. They have seen that the Airport has filled the new hangers. Paul's goal is to put the Airport on strong financial footing and start generating income; to improve the Airport and work to improve safety conditions. Paul also wants to create more on-field-services and increasing the tenant ratio will do this. For an example he mentioned Jamelle and avionics. An extension on the runway on the north and south as "displaced thresholds" would increase to possibly 4000 feet for take off per Jamelle. Due to development around airport the margins of safety have decreased. Jamelle suggested that a blast fence at the south-end close to 15th Street SW would help with any runway extension. General discussion on the need for additional FBO's. Paul K stated that this council is the first to actually want to improve the airport, and the Auburn Chamber is also supportive. Paul said that he has spoken to different organizations and all are supportive of the Airport. Jan addressed minimum standards, and what the City will accept. Jamelle stated that he has separate policies for each phase of his business. Everyone agreed that the insurance premiums are high. Paul asked for an Airport Master Plan update. John said the money is here and could be made available in thirty days, they will wrap up scope of work, line up contractors and present to FAA. Paul said the FAA is pushing for a special Airport Advisory Board Task force, but all were in agreement that the existing Airport Advisory Board seems to be enough. Paul would like to create an Out Reach program and have an advisor- consultant who could work with the existing board. Jamelle said a Newsletter was a good idea and maybe could come out twice a year. John A said that Dennis Morgan is the new Airport employee. He is a 20-year military person and will be an asset to the airport. For the record, John A stated that the Airport has a policy of helping anyone who needs help in fueling his or her plane. Meeting adjourned
