PLACE: Room 1 in City Hall 25 West Main Street Update on Land Leases. Vacant land at the airport has all had leases signed. No sites are available at this time. Gary Bolster with Hangars Unlimited is expecting to build 35 units. Four leases have been signed with individuals who want to build corporate type hangars. There will be one maintenance operation. Three and one-half acres have been leased to Bill Vandenberg and his project has gone through the SEPA process. There is a possibility of leasing the remaining property to the west by Hangar #8, by Hangars Unlimited. Joe DeJoie asked why the former project had stopped. Planning Director Planning Director Krauss thought it was due to a lack of money. John Gallo brought up the subject of fixing the pavement. There are two cracks in the runway that are 15-20 feet long. Planning Director Krauss stated the airpOrt has purchased equipment to auger out cracks and fill them in. In the past the airport has had to wait for someone from the Street Department to be available. The group discussed staffing changes at the Airport. A painter, doing Community Service, has painted everything at the airport. Jamelle Garcia indicated there is a crack in the lobby floor of his building. There are tiles on it that have separated. He thinks it is possible earthquake damage. Not an urgent repair but would like to see it done. Planning Director Krauss discussed the damage on the 2® floor of city hall and other areas in the city. Fencing at the Airport. The City has been able to get about $35,000 extra added to a grant program. The north to south fencing that has been added can now turn the corner east to west for another area of AIRPORT ADVISORY BOARD MEETING MINUTES FOR SEPTEMBER 19, 2001 security fencing. The fence will then be able to go to the NE corner of the airport. The undeveloped area west of the Airport has problems with people living there. The fencing will help keep people off the field. Kassel Construction Dispute With the City of Auburn. Kassel Construction was the general contractor for the hangar construction. They had fairly good references. They had experience in larger buildings, but had never built the type the City wanted. They put in for several change orders, which the City refused to OK. One of the changes was for extra gravel, and there are roof leaks due to improper assembly. Sprinklers were to be added per City Code. Kassel wanted $23,000 to make changes to the sprinkler system that was required by Code. The City had city crews make the change. The sub- contractor was excellent, but the subs have not yet been paid. Whitney is one of the subs that made the roof repairs. The electrical problems have been fixed. The dispute is now with the attorneys and going to arbitration. The City still has $70,000 of money due contractor. The City and sub-contractors have put the performance bond under lien. The money is in the account where bonds were sold along with money left over from the original bond sale. The Airport would have to spend the money on capital improvements, such as fixing other roofs and possibly roll-up doors on hangars. AFS Parking Improvements. Jamelle Garcia displayed a diagram of his avionics shop. He is proposing to remove the original fence in order to a make straight line and make a driveway. May also move the fence another 20 feet to the west so he could have enough area for parking. He will also change the driveway. Planning Director Krauss discussed the idea of using mobiles and said that is fine, but definitely need to be tied down by anchors. He also discussed charges for hooking up to utilities. The City Council allows five years only for temporary units. Jamelle would like portables but would be required to use engineered tie downs. At this time he needs more classrooms and needs to increase parking for safety and for more cars. 'There will be one driveway for exit only. GPS Update The GPS request is still is circulation and has been for about a year. Planning Director Krauss has the address of a contact person, and will also consider talking to the legislature. Would like to have an answer whether it is a yes or no. Will consider getting letters from state representatives, Jennifer Dunn or Patty Murray. The final drawings made up of the Master Plan have been submitted to FAA and now waiting for comments. Also, the environmental report has been submitted for review. Master plan has to be submitted with City Council for adoption. Paul will bring it back to AAB for recommendation and then submit to the Planning Commission for recommendation to City Council. Airport Manager Anderson wants to adopt minimum standards with Master Plan. Laws have to be consistent with the Master Plan. Joe DeJoie stated that once the Master Plan was approved, AIRPORT ADVISORY BOARD MEETING MINUTES FOR SEPTEMBER 19, 2001 the FAA would approve the GPS. Joe said the City complied with a survey. The Metro park and ride and motel purchase are in the Master plan. General Discussion. The Board discussed the current situation with planes, (new, flying, students) due to the September 11, 2001 terrorist attack in New York City. Planning Director Krauss would like to see a three-way stop sign at 22nd and 'E' Street NE. Also, there should be a caution sign at the Airport entrance. He would like to have the street posted with no parking signs. Joe talked about objects that block the view, shrubs, cars, etc. Board concurs with the requests. Paul stated the airport budget is being worked on and the maintenance accounts are being enhanced. The City has built in an increase in the tie-down and hangar rents. Paul will find the ordinance so Board can see the changes. John Gallo has a request regarding the safety of the helicopters. One incident, he noticed, of the helicopters using airplane patterns for cross over. Airport Manager Anderson has talked to the chief pilots about safety and the airport regulations. John Gallo has seen the helicopters making a lot of dangerous maneuvers. Airport Manager Anderson has a meeting with them and FAA and will include a helicopter pilot, Airport Manager Anderson will also send a letter. Joe stated that there is nothing Airport Manager Anderson can do except the safety issue. Airport Manager Anderson has also asked them to stay away from hangars and tie downs, can flip an airplane and blows trash all over with the rotor wash. FAA can write a warning letter for careless and reckless actions. Asked board if there is any objection to a 1000-foot approach. Form is for a 1000-foot approach. Airport Manager Anderson will change to 1000 ft instead of a 1057 ft. Meeting is at the pleasure of the chairman. Discussed the membership and the people who haven't been attending. Airport Manager Anderson will talk to Stan Brown regarding his status as a member. Joe was questioning why the board meetings are always cancelled. Would like to see it posted on the board and have it open to tenants. Airport Manager Anderson discussed the Master Plan meeting and said those have been in place of the board meetings. Jamelle would like to see some kind of incentive to attend. Also, see a meeting notice in the Auburn Reporter. Airport Manager Anderson getting inquires for rentals for some of the condos, before they are even built. Renton airport is losing some of their hangars. Adjourn 8:30 am
