The regular meeting of the Airport Advisory Board was held in Conference Room #1
TIME: 8:00 AM

Bill Peloza - Chairman, called the meeting to order
Thanks to Airport Manager John Anderson for the packet of information.
Ron Wantjja is the new Airport Advisory Board (AAB) member. He has been a long time
tenant at the airport, is active with Young Eagles, and experimental aircraft association.
Chairman Peloza had some questions about the March minutes and one was regarding
the contract for sweeping the Airport once a month. Chairman Peloza would like to
review, with City staff, the schedule and cost of using City departments versus a private
company. Airport Manager Anderson said when they tried before to utilize the City staff,
the departments would not commit to a schedule, and the sweeping was just hit or miss.
Chairman Peloza would like to talk to the department director and try to get on schedule.
Airport Manager Anderson said he would meet with the Supervisor.
On page 2 the 2nd paragraph there is a blank with a question mark. Airport Manager
Anderson said it should read $45, 000 total program, with $4500 dollars as the city share
and $41,500 will be the grant for the fencing.
On Page 3 of the minutes a question was raised regarding the fuel tanks and how much is
held. Chairman Peloza asked why couldn't pump out 2800 +- gallons at the bottom of the
tank? Airport Manager Anderson said what is left works as a floating pickup so the
outgoing fuel does not pick up debris. Airport Manager Anderson said the Airport used to
run out of fuel, because vendor would not sell full load. But that has been taken care of.
Board member Campbell added that he and Board member Buchanan talked to the City
about the sweeping of the Airport and could not get any one to commit to a schedule.
Airport Manager Anderson agreed that they will help but will not get on a regular schedule.
Airport Manager Anderson said he would inquire again and try for regular nighttime
sweeping. Chairman Peloza stated that it might not be cost effect to use the City staff for
sweeping. Airport Manager agreed that the Airport would be charged as it is an enterprise
fund.
Board member Campbell moved to approve minutes as corrected. Board member
Buchanan seconded and motion was carried.

Board member Don Rottle brought up the flight traffic pattern and how it could be
improved. Airport Manager Anderson said the handout in their packet is old and a new
one is being worked on. Board member Rottle said the cell phone tower by the Airport
could affect the traffic pattern. Chairman Peloza asked to have the traffic pattern handout
item added to next month's agenda.
Chairman Peloza the introduced Jan Olsen, FAA representative who will speak on his
duties and give an update on letter regarding the GPS (Global Positioning Satellite)
approach.
Jan Olsen works for the FAA in the Seattle Flight procedure's office. The main office for
the FAA is in Oklahoma City. Every regional office has a flight procedures office. The
Seattle office is based out of Renton and from there, the office coordinates with other
regional offices. Mr. Olsen has been with the FAA for 26 years. He learned to fly here in
Western Washington at Clover Park College. He went on to become an air traffic
controller and worked out of Walla Walla. He then moved to the flight inspection field
office at Boeing field and from there came to this job as coordinator and procedure design.
The Oklahoma City office designs the forms and it is up to the regional office to work with
them. The workload at the Seattle office has increased considerably in the past few
years. All information is validated through the Seattle office. Now fewer people doing
more work. The office receives requests to check out obstacles and evaluate the height
and effect it may have on the approach to an airport. The staff also does the procedures
at airports that don't have instrument procedures. Also, regarding: man made obstacle
such as cell towers. Jan works at the smaller airports, in Washington, Montana, etc. Jim
Mast was the previous person in the area and he has now retired. Jan now has SeaTac
and Boeing field, also. His job includes validating procedure for information to airports,
checking on construction, airport obstacles, no-tems, and also does military airports.
Airport Manager Anderson said the information regarding the Auburn GPS is in the
Renton office on the ALP (Airport Layout Plan). Jan said an issue or two still needs to be
worked out. For instrument approach the information has to go to Oklahoma City and
Washington DC. Jan said also the ALP needs to be correct. Once he gets the ALP he
will send it on to OklahOma City. Jan is now working on a National Interest project on the
east side of the state. He has to try to designate his time to all projects other then the
ones that are considered political. The ALP is at the airport district office, and Cayla
Morgan has sent it back for issues.
Airport Manager Anderson stated that the ALP went to the Renton office a week and a
half ago to Cayla's attention. Airport Manager Anderson will write a letter to Ms. Morgan
and follow up by telephone.
Jan said the normal minimums are 250 feet of obstruction clearance and 1 mile of
visibility. The 250 feet is above the highest obstacle and not the touch down. The GPB
trapezoid is the primary area of obstacle clearance, '~ mile from centerline for a total of 1
mile for a missed approach. Oklahoma City will make that determination.
Jan Bouchard added that the Auburn Airport runway is not long enough for a missed
approach. Jan Olsen said approach could be aligned straight in and with circling
minimums only and with a 1.3-mile radius from any point in the runway for circling, 1.5 for

faster aircraft. (and that is in nautical miles). Where it is flat the procedures are much
easier. But the Auburn Airport is flanked by Iow hills.
Jan is concerned with the approaches and specifically SeaTac will have questions and
concerns. Jan Bouchard said Renton and Boeing rather then SeaTac will be more
concerned. Air controllers may have different concerns such as in the vector area and the
initial route and feeder route or route fix.
(TERPS) Visual arena will be limited to ~ miles. Auburn has a 20 to 1 ratio for visual.
The choices could be to limit the minimum viability to 1 mile, have obstacles to be marked
or lit, and do not allow night access to that runway. Airport Manager Anderson said GPS
would only allow daytime approach without a displaced threshold where there is an
obstacle. Jan will get a ruling on displaced threshold from Oklahoma City.
Airport Manager Anderson said they have a mile visibility, but it could be higher. 741 feet
above touch down and could have the mile and a quarter visibility plus 250 feet of
obstruction clearance.
Chairman Peloza asked for a rough time line for getting the GPS after receiving the ALP.
Jan Olsen stated that at least a year and a half. The current delay is in Washington DC.
Board member Buchanan asked what could be done locally? Jan Olsen stated that the
airport status needs to be changed when the GPS approach is approved. The change of
the status would be from VFR to IFR. The requirements for IFR procedures are holding
signs, written requests, the Airport operator has been advised, make sure it is not a
military airport and is civil only, an adequate airport with appropriate runway markings,
holding position markings on runway, runway design standards must be met (part of ALP
process), runway lighting, Airport analysis done by FAA(Jan's group).
Board member Rottle asked if the west hill precludes the Airport getting the GPS? Jan
Olsen answered no, but the hill will be viewed as an .obstacle and will have to be
considered in the clearance area. Airport Manager Anderson stated that Jim Mast had
drafted an unofficial approach procedure. He will get a copy to the board members. Jan
Olsen said the missed approached point would be at 40.1. Departure procedure is
important, so will the airport have an altimeter source. Airport Manager Anderson stated
they might ask the flight school to install one. Jan Olsen added that a local on-site
altimeter setting would help local flight procedures. Airport Manager Anderson talked
about installing a radio and Jan Olsen agreed that the Airport would need to have
communication on the ground. Airport Manager Anderson said a payphone is available at
the airport for calls for clearance. Discussed the Multicare Center and how it would be in
the trapezoid for southbound departures.
Mr. Olsen concluded is discussion and was thanked by the Board for attending.
Chairman Peloza asked about an orientation packet for new businesses. How old is the
current map and when changes are made please add the revision date on the new map.
Airport Manager Anderson said the attorney for the new Security firm has the contract and
the Security firm has asked for one change. Airport Manager Anderson had returned it to
the City attorney's office to review the changes. The Security firm wanted to add a clause
that they are not responsible for damage done between check times. Chairman Peloza

asked what is the time line? Airport Manager Anderson reiterated that he was waiting for
the City attorney. Chairman Peloza asked Airport Manager Anderson to expedite the
contract. Board member Rottle asked if tenants a'e still paying $3 for security? Airport
Manager Anderson will check the last billing statement.
Chairman Peloza said regarding the Ordinance to create the Airport Advisory Board that
only excerpts on the administration chapter were sent out. If the board will review and
bring to the May meeting a new draft will be created and sent to City attorney.
Chairman Peloza asked about hangar rental leasing. How do we compare. Airport
Manager Anderson some are more some are less.
Chairman Peloza discussed the past due list. He is a little surprised as to the length of
the list. Finance supposed to be sending to collections. Airport Manager Anderson will
check with finance. Chairman Peloza said the Board is responsible to the City Council.
Airport Manager Anderson and Chairman Peloza with look at procedures and go after the
past due accounts. They will set up a meeting with accounting.
Secretary Brown had to leave to attend another meeting.
