HomeMy WebLinkAbout05-14-2002AIRPORT ADVISORY BOARD MINUTES FOR MAY 14, 2002 PAGE 1 The regular meeting of the Airport Advisory Board was held May 14, 2002, in Conference Room #1 ' MEMBERS PRESENT: Bill Peloza, Chairman; Don Rottle; Bud Buchanan; Rodger Campbell; Ron Wanttaja STAFF PRESENT: Paul Krauss, Planning Director; Airport Manager John Anderson; Carolyn Brown, Secretary ~ TENANTS PRESENT: Richcreek Jamelle Garcia - AFS; John Gallo - AOPA/ASN; Ray Chairman Peloza called the meeting to order at 7:56 am. First item of business was to introduce Ron Wanttaja as a new member to replace Joe DeJoie. The April 16 minutes were amended tO read" Adjourned at 9:20 AM. Rodger · Campbell made the motion to accept the minutes as amended, 2na by Don Rottle and motion was carded. There are 14 old business items on the agenda. The first item of business is the orientation package that the Board wants to provide for new pilots who come to the Auburn Airport. It will contain the roles and regulations of the Airport, traffic patterns, community amenities and other items of interest in the Auburn area. Per Airport Manager Airport Manager Anderson, the current Auburn orientation package is outdated, as it is from 21 years ago or so. Airport Manager Anderson is also checking with other airports to see what they include. He will bring the information back to the AAB for referral to other committees and the City Council. He is also putting landmarks on the traffic pattern map. Don Rottle, Airport Manager AnderSon, John Gallo, ROn Wanttaja, Jamelle ' Garcia or a representative from his staff will head up a sub-committee to review the information. Don Rottle will head up the committee. The sub-committee will report back at the next meeting and Airport Manager Anderson will check if other airport tenants are interested. When finalized the sub-committee will bring back to the board for review. Airport Manager Anderson is also trying to set up a meeting with Dave Wench of the FAA regarding the ongoing helicopter issue. AirpOrt Manager Anderson would like to have a night meeting in order to involve other tenants. Planning Director Krauss added that the AAB would usually have one night meeting every summer. John Gallo stated that there would probably be a better turn out of the helicopter people if the meeting were at night. Airport Manager Anderson stated that he does not want the meeting to be a confrontation, but to be constructive. He also pointed out there will be a lot of construction going on at the airport that people will have to deal with. AIRPORT ADVISORY BOARD MINUTES FOR MAY 14, 2002 PAGE 2 Chairman Peloza cannot make a June evening meeting. Rodger Campbell suggested the meeting be set up for July. Chairman Peloza agreed to have the night meeting on Tuesday, July 16 at 5:30 pm. Planning Director Krauss asked Jamelle if the eVening meeting could be held in the AFS building. Jamelle agreed. Airport Manager Anderson will report back at the regular June meeting with a response from Mr. Wunch. The'June meeting is still scheduled for the 11th at 8 am. On the hangar roof replacementl Airport Manager indicated that the architects are preparing the plans and specs. This is the same architectural rum the City used to repair the other roofs. Per the AAB's recommendation, hanger 2 will be done as an alternate. The City has arranged for a roofing firm to re-roof building 506 - the Auburn Flight Service'building. It will be a different roofing process that should last about 10 years. Jamelle discussed the leaking problem and would like to see rock used on the roof to slow down the rain flow. Don Rottle asked about new doors for hanger 2. Planning Director Krauss said the repairs were made to the worst side first. Airport Manager Anderson stated that it is in the budget for next year. This year $10,000 was budgeted and the bids came in at $11,000... On the issue of the Airport Layout Plan (ALP), Airport Manager Anderson talked to Cayla Morgan, who is the FAA contact. She has reviewed the ALP and her preliminary thought is that it looks good and she will take to Jan Olson for his approval. Airport Manager Anderson provided a list to the AAB of FAA staffthat review the ALP and indicated that it can take from 60 to 90 days for review. Chairman Peloza wanted to know what is the significance of the ALP. Airport Manager Anderson answered that the ALP is the drawing of the Airport that shows future improvements and how it will affect air space around the Airport. The Master Plan then supports the ALP. Planning Director Krauss ifa project is on the ALP, then a facility is able to get FAA funding, it is like a foot in the door for grant money. Land acquisition is important, and development of nearby land is important per Planning Director Krauss. Chairman Peloza asked if it would help to go a higher government agency for help in completing the process such as local government representatives. Planning Director Krauss agreed that it is something to think about. Chairman Peloza would like to see the Airport staff ask for congressional help. Patty McDonald works as legislative liaison for the City and Planning Director Krauss has been talking to her about taking part and working on the GPS (Global Positioning System)' and he can have her also work on the threshold plan. Planning Director Krauss stated the Airport is actually giving planes more safety with the threshold project. Chairman Peloza would like to see upper government involvement i.e. Patty Murray. Airport Manager Anderson has talked to Start AlliSon about applying for a $39,000- $40,000 state grant application. The state has received $1.34 million in grant applications. Planning Director Krauss has asked about funding for air carder airports of which there are 139. It will boil down to FBO's security requirements and typically FAA grants will then trickle in. AIRPORT ADVISORY BOARD MINUTES FOR MAY 14, 2002 PAGE 3 Planning Director Krauss will give a letter to the Mayor for his signature and then Patty McDonald will get it out to the legislative offices. Letters will then go out to the FAA about the project. Jamelle said the FAA will put out the standardized version, but Auburn is not a standardized airport due to the closeness of the hills.' Airport Manager Anderson said on some issues an airport can get an FAA variance. Item 7. The FAA runway overlay grant is still status quo and City is still waiting for grant. . _ In the agenda packet are copies of past due bills. Chairman Peloza & Airport Manager Anderson met with accounting and letters went out to the clients with past due accounts. Chairman PelOza asked if there had been any feedback yet? Airport Manager Anderson has not yet heard any specifics but he is getting some response. Planning Director Krauss will explore legal / liens with new city attorney, Dan Heid. Chairman Peloza would like to see information given to the board before the next meeting. Board member'Don Rottle stated that some people might just move and leave the airport holding the airplane. He added that the Airport/City need regulations in order to make it legal to hold someone's airplane. Item 9 is a discussion'on the security contract. The legal department for the City and the security firm we are trying to hire for the Airport, have been trying to resolve the liability language in the contract. Airport Manager Anderson met with City Attorney Dan Heid on Monday, May 13 and Dan will send out the contract as written now. This contract will be more expensive, but the $3 tenant fee should be ok for another year or so. John Gallo has heard comments from tenants and some grumbling about the security issue. Ray Richcreek asked if it was possible that retirees or whomever could become a group similar to the Police Volunteers. They could be provided a radio and could sit at the Metro Park and Ride at night. They could call the PD if they spotted anything suspicious. John Gallo stated that Tacoma was already doing this. Planning Director Krauss said unfortunately the Airport couldn't do it that way, as any volunteers would have to go through the Citizen's Academy. Chairman Peloza added that they would also have to go through the vehicle training. The security issue has been on going for about for a year and a half. Planning Director Krauss has elected to pass it on to City Attorney Heid to resolve. The security company is having a problem with standard city language in the contract. City Attorney Heid sent it to the security company as is. As of this date his office has not heard back from the security company. Chairman Peloza added that one thing the tenants can do is alert the volunteer group and ask if they would patrol the airport when they are in the area. John Gallo asked also if the volunteers could be issued a gate card?. Planning Director Krauss answered that we can,.but the volunteers are patrolling mostly in the daytime and evening but not late at night. The City Police officers will patrol the airport as time permits added Planning Director Krauss. He also said that he would find out more information from the Police Department about the citizens patrol. Everyone would just like to see some type of security visible at the airport all night long. The person entering will get a ticket if the gate is left open. Ray Richcreek asked about the pedestrian gate and why it is left wide open all day long. He also asked if perhaps a code lock could be installed. Ray Richcreek and John Gallo would like to see a posted number and a message saying, "this gate will lock and you will not be able to return". Also the code can be changed as often as necessary. The Board discussed access from the west side of the airport by the storm ponds. Staff will take action to correct south gate problem. Item 11 on the agenda is the sweeping of the airport. John Gallo is still finding roofing nails on the taxiway on the gravel. He sees that the sweeper is not making the necessary passes. Planning Director Krauss said the roofing company has been great in the past, but this last time the crew working for the company was not as professional. Chairman Peloza asked city staff to check Out the difference in price between city staff and a private sweeping company. The numbers were higher for city use. Planning Director KraUss will talk to the sweeping contractor. Chairman Peloza wanted to know what are the costs of the commercial contract? Planning Director Krauss will provide the differences between City and private contractor. OPEN for next agenda. Chairman.Peloza asked if they are under contract now? Planning Director Krauss said it is a month-to-month contract and sweeping is monthly. Planning Director Krauss provided an update on the hangar land leases. Hangars Unlimited, the Vandenburg and Voudray projects have all had permits issued. Vandenberg has said that the City is too successful at leasing the ground for hangars. John Voudray has leased the land off the end of hanger 8 and would also like to lease the land that is by Armstrong Construction location. All land will be leased until the west side is open and also, maybe the under-utilized tie-down area. Planning Director Krauss will provide a map of the airport and where all leases are located. The remote transmitter update will go to PMCD via letter. 'Chairman Peloza and board members were provided copies of Ordinance 2820 (the ordinance that formed the AAB over 20 yrs ago). Chairman Peloza wants input from all board members and then will revise and resubmit the ordinance to the City Council. Will table this agenda item until next meeting. New business · Chairman Peloza asked how much information about the airport is on the website? Per Planning Director Krauss there is not much airport information on the website as yet. Mayor wants the technology to be used. And would like to see more information about businesses, etc on the website. Chairman Peloza would like to see a copy of what is on the web site provided at the next meeting. Chairman Peloza provided a tenant cost break down study provided from 1998. A- website called Aimav.com had data available. Chairman PelOza asked who updates AIRPORT ADVISORY BOARD MINUTES FOR MAY 14, 2002 PAGE 5. this site? Planning Director Krauss answered that he was not Sure. John Gallo stated that he asked Airport Manager Anderson about this site around a year ago. Most of these sites can be updated via email to the web master. John Gallo said the Airport .Manager has to verify the information being sent. About the transit tie down fees, Ron Wanttaja asked if it is similar to a nuisance fee in order to keep someone from parking too long. Planning Director Krauss said often the transit airplanes would buy gas. The suggestion was made that if gas is purchased the fee is waived. Jamelle said overnight tie down envelopes could have the fee and also state that the fee is waived if a minimum of 10 gallons gas is purchased. Will be a $5.00 fee with a minimum purchase of 10 gallons free. Right now the fee is $2.00. Planning Director Krauss will check and make sure not in an ordinance. John G asked about the big jump in fuel prices. Planning Director Krauss answered that our prices are tracked with what the. airport pays for fuel. The monthly number of leased rental spots, number of open item, spots available and spots rented. Chairman Peloza likes data he received to create a discussion.
