HomeMy WebLinkAbout04-15-2003MINUTES OF THE AIRPORT ADVISORY BOARD FOR APRIL, 2003 The April 15, 2003 meeting of the Airport Advisory Board was called to order at 8:00 a.m. Chairman, Bill Peloza Board Members Present: Bud Buchanan, Rodger Campbell, Don Rottle, Ron Wanttaja Staff Present: Carolyn Brown, Mark Ellingson, Paul Krauss Guests: John Gallo, Ray Richcreek Don Rottle moved to accept the March 18, 2003 minutes as road and seconded by Ron Wanttaja. Old Business Planning Director Paul Krauss was notified by the FAA that the GPS approach from the south was finally approved after months of review by the FAA. Pilots will have to call in some distance out and at fairly high minimums (1000 feet). The Seattle (Sea-Tac) approach was brought to the table by other divisions of the FAA and they are concerned that with some conditions there could be a conflict with the Seattle approach. The approval by the local FAA will now be forwarded on to Oklahoma City. The Ok. City approval cycle will take 10 months to a year. Planning Director Krauss will monitor the progress with the local FAA. Jan Olson of the FAA said the Auburn City Airport is now.in a waiting pattern for the installation of a Remote Transmitter. The City could buy and install the transmitter. Planning Director Krauss will contact Pierce County about their transmitter. Several years ago the FAA inspected the Airport and stated that there is adequate storage on the field for the transmitter. Planning Director Krauss said for now it would be "day only" approach, but will probably get uPgraded to night at a later time frame. Planning Director Krauss will contact Pierce County/Thun Field and find out how they obtained their transmitter. Paul Krauss will contact Jim Scott, a new FAA Maintenance Supervisor and invite him to an AAB meeting. Planning Director Krauss will contact Jim Scott and invite him to a future meeting. There was a brief discussion of the airport tour that included AAB members, Mayor Lewis, and Council members Poe and Singer. Chairman Peloza said the tour was nice and the Council members that wero there seemed to get a better idea of what is going on at the airport. Planning Director Krauss would have liked to have more Council members there. Chairman Peloza suggested having another tour after the runway resurfacing project, this summer. Ron Wanttaja would like to have an open house sometime. Planning Director Krauss added that will be in the election period and could invite the candidates to be at the Airport. Ron Wanttaja could also work with the Young Eagles have them available. John Gallo took some of the group on a flying tour and gave them an overview of the field and also flew out to Thun Field. That way they had a good visual comparison. Chairman Peloza agreed that it was successful and would like to do it again as open house. On the item of the Airport Privatization RFP status, Chairman Peloza submitted some suggestions to Planning Director Krauss regarding the Airport Privatization RFP. Planning Director Krauss also met with Shelley Coleman, the City Finance Director to make necessary changes to the request. He is planning to have the requests mailed out next week. Planning Director Krauss will have the ad published in the local newspaper (King County Journal), and two-trade papers - the Pacific Flyer and General Aviation News. The current mailing list included two flight schools and he also by located two management companies. One is in upstate New York and one in California. John Gallo asked to be added to the list: Chairman Peloza asked about putting on the City web site? Planning Director Krauss agreed that it could be put on as an information item. Delinquent Tenant account's status is now down to $1861 from $5200 on March 11. The change is the result the write off of some inactive account. Chairman Peloza stated he also sent an e-mail to Planning Director Krauss regarding some of the other tenants that are in arrears. Staff will check on the tenants that are inactive. Regarding Hangar Row #9 and Hanger #7, Planning Director Krauss said he has nothing new at this time. He has been working with other departments to get street crew out and review the site. On Hangar row 9, Planning Director Krauss has Jamelle Garcia's approval to give-up some of the taxiway to the City. The City Survey Department is working on a legal description to amend the lease and then will get the agreement in wdting from Jamelle Garcia. Interim Airport Manager Mark Ellingson said that he would like to see the Airport have a better numbering system. Planning Director Krauss said after the new hangars are built, maybe the numbers can be modified. Chairman Peloza asked if the condition around Hangar 7 is hazardous? Planning Director Krauss said that once the street crew has a look at it we will have a better idea. John Gallo asked if the City could put cautionary paint stripping in that area? Interim Airport Manager will check airport markings in the Rules and Regs documentation. Manholes are not on the center lines and not in the path of the nose or tail wheel. Ron Wanttaja said staff could mark the area and cone it. There have been no comments received regarding the Aircraft Noise Abatement Letter that was recently mailed. Ron Wanttaja handed out a draft sign design. There was a brief discussion on size and material. Interim Airport Manager Mark Ellingson will talk to the sign shop and find out' what size blanks they have. Also, some type signs have certain color requirements. Mark will check it out. Ray Richcreek said that transit flyers coming into the airport need to signage. Regarding the AOPA. Planning Director Krauss said he went to the AOPA website and but couldn't find anything. John Gallo said he has a new video clip, that the AOPA is making available as the AOPA would like to preclude any federal regulations and would like to give Airports a chance to install a voluntary program for self policing. The film clip is introduced by the Homeland security people. John Gallo said also he likes the idea of promoting the business use of the airport.. John would like to put up these signs around the airport. Planning Director Krauss would like 5-6 signs so they could be put up at all points of entry. John said there is a charge for the signs and he will find out how much. AOPA suggests that a plane also be locked and the hangar door be locked. There are locks available that are better then what comes on a plane. Planning Director Krauss talked to staff about relocating the Russian aircraft that is parked at the south end of the airport, to the west side of field. This will be possible when the ground ddes out. Chairman Peloza would like to see a letter to go out notifying the owner of the Airport's action. Interim Airport Manager Ellingson said there will be some expense, such as decking for the ground to put the tires on and tie down augers. Chairman Peloza would like to have a cost estimate by next meeting. Ron Wanttaja asked if the same tie-down rate be applied to the grassy area as the rate he is paying is to be on a paved site. Don Rottle said he would like to contact Mr. Kharitonov and ask him to get the planes repaired. Interim Airport Manager Ellingson asked what state of repair is acceptable. The board agreed he needs tb cover the torn tail section, drain the oil and fix the fiat tires. Also, include the question about moving the airplanes to the west side. Planning Director Krauss will draft a letter. The issue of fuel sales and purchasing is still on hold. City is now discussing the best way to go. It is still unclear as to any savings. Rodger Campbell asked if the City could enter in to a contract with the state or county. Planning Director Krauss answered that he is not sure. There has been talk of adding jet fuel on the field. Interim Airport Manager Ellingson said the City uses a percent markup factor. The price at the pump is based on what the City pays for fuel. At this time, Planning Director Krauss said staff is waiting for the contract on the Privatization and see how they want to buy fuel. City has talked about buying unbranded fuel. Planning Director Krauss said the 2003 runway improvements still on schedule. The FAA requires that there is a project bid from a primary consultant and then go out to a second consultant to verify the bid. W&H Pacific, the consultant for the Airport, has their contract on City Council agenda for Monday night. On the Capital Fund Plan (CFP) Projects and Financing Plan, Planning Director Krauss said it has been adopted by the City Council. Chairman Peloza asked if there is anything that can be done as an Advisory Board. The Board members can go to the City Council meeting answered Planning Director Krauss. This CFP is based on actual money. Chairman Peloza asked if fencing was still on the plan. Planning Director Krauss will check it out and see if it is still in the Financing plan. NEW BUSINESS After April 25, Argus Security will no longer be the secudty company at the airport. Chief Kelly suggested that we contact Washington Merchant Patrol (WMP). WMP provided the airport with a bid of $650 month. One difference is Argus had a touch point system that proved they were in the airport. WMP does not use such a system, but they are very professional. Interim Airport Manager Ellingson said he will ask for a written report. Right now they offer four nightly patrols. Rodger Campbell said he would like to see the final wdtten bid. Ron Wanttaja moved to accept WMP as the security company for the Airport. Chairman Peloza would like to add that if the bid is not more then what was charged by Argus Security it will be accepted and recommended to City Council. Moved by Ron Wanttaja to accept the bid by WMP and seconded by Don Rottle. A letter from Hangars Unlimited regarding the rejection of requested amendments is in packet. Planning Director Krauss will send a letter advising them to fulfill the contract or give up their lease. Ray Richcreek brought up one final issue re: the Park N Ride and govemment system of priority regarding surplus property. Planning Director Krauss generally that is the case but not in this circumstance as the county hasn't surplused the property. Metro is reluctant to give up that property and used federal dollars to buy the property and would have to reinvest the money to buy comparable parking spaces. Planning Director Krauss added the City would get first chance to get the property. The meeting was adjoumed at 9:15 am.
