HomeMy WebLinkAbout07-15-2003MINUTES OF THE JULY 15, 2003 AIRPORT ADVISORY BOARD MEETING The July meeting of the Airport Advisory Board was called to order by Chairman Bill Peloza. The board members present were Bud Buchanan, Rodger Campbell, Don Rottle, and Ron Wanttaja. Staff in attendance were Director of Planning Paul Krauss, Mark Ellingson, Safety Manager/Interim Airport Manager, and Carolyn Brown, Assistant Secretary of Planning. Consuelo Rogel from Finance was also present. Guests present are John GalIo-AOPA/ASN, Jamelle Garcia-AFS and Jan Bouchard and Darrell McPherson -tenants. The minutes of the June 24, 2003 meeting were read and it was moved by Roger Campbell and seconded by Bud Buchanan to approve as corrected. Motion was carried. The first item on the agenda under old business is the status of the FAA/GPS issue. Planning Director Krauss has spoken to the FAA and the application is in the main FAA office in Oklahoma City. The local office of the FAA added that the GPS should be contingent to the remote transmitter. Planning Director Krauss wants to have that statement removed. Planning Director Krauss asked AOPA representative John Gallo to go through the AOPA for some assistance on this issue. Chairman Peloza asked if a letter, give the status of the problem, could go to our Congressman and ,at the same time, ask for assistance in resolving this matter. Planning Director Krauss added that he has e- mailed the state director of Airports/DOT. He has also had a call from the Airport/DOT assistant in Arlington. Planning Director Krauss has asked for help on the GPS status issue and so far there has been no response from the state. Priorities seem to have shifted and Auburn has been in line for some time for the GPS. Auburn was told that a land line would cost $100,000 to install. Jan asked if a transmitter is contingent on the GPS. Planning Director Krauss will draft a letter for Mayor Lewis' signature. Planning Director Krauss said the City has new government affairs employee. Her name is Carolyn Robertson and he will invite her to the next AAB meeting. Item 2 is the Airport Management/Operations RFP / Status. A committee has been set up to interview the applicants. Two City Council members are on the committee. The interview date is July 21,2003. Item 3 regarding the account status of all delinquent tenants, Interim Airport Manager Ellingson said that two tenants who have outstanding accounts cannot be located. He would like to suggest writing off $569.30 owed by one of the tenants. The other tenant does not have an airplane and also has been out of work. Interim Airport Manager Ellingson suggested that delinquency could also be written off. Would like to have finance write off the second Parkhurst amount. Ron Finelli has a tie-down and an airplane at the airport. Interim Airport Manager Ellingson said Finelli be in arrears for sometime. The Board would like to make a recommendation to chain the Ron Finelli's plane, and notify him by letter of the City's action. At the last AAB meeting it was suggested to meet with the owner of the Russian planes. Interim Airport Manager Ellingson said one of the Airport staff has talked to the owner and one airplane has possibly been sold. Interim Airport Manager Ellingson will make contact and try to set up a meeting. Item 4 was discussion on the runway construction status and the delay until 2004. At the June meeting this was discussed in great detail. The information regarding the delay was sent to City Council and they agreed to delay until 2004. The FAA allows a $150,000 grant per year for improvements. Planning Director Krauss briefly went over the previous discussion for attendees that were not at the June meeting. A letter will go out to the tenants with a status report on the paving project. Again, discussed the safety issue of the dips at the end of the runway. Chairman Peloza asked if the airport should do a cautionary notice Planning Director Krauss answered that the problem has been there at least a decade, and most small airports have some problems. Discussed the solutions. Chairman Peloza said maybe the airport should get an opinion from the City Attorney. Consensus of the board is that the dip in the runway is not an unsafe condition. Page 1 Item 5 concerning the manhole on Hangar Row #9. This area has been painted with warning paint. Staff has decided to paint around all the manholes on the hangar rows. Item 6 is the aircraft noise abatement signage and staff has delayed the sign request until it is decided if the pattern change will be implemented or not. Interim Airport Manager Ellingson provided pictures of the existing sign that is at the north end of the runway. The Board has decided to replace the old diagram on the existing sign with the new design by Ron Wanttaja. Item 7 regarding the remote transmitter status was covered at the beginning of the meeting. On agenda item 8 the Auburn Airport Safety Issues, which was covered in a letter to Paul Krauss from Auburn Flight Service (AFS) is in process per Jamelle Garcia. There is nothing new to report on item 9, the west side fencing as a security measure. Item 10 is the hangar roof repairs on the north end buildings and hangar vacancies. The hangar roof repairs on the older buildings have been completed. There are still some water problems on the northern side of the new hangars and on the northern side of the new building. One problem could be from the original installation. Two bids were received but the bids were far apart. City would like to have at least one more bid. In the winter condensation has gotten in the insulation and the insulation has pulled away from the roof. The use of propane heaters has caused some of the problem. The contractors have talked about replacing the fasteners as this causes some rain leakage. Planning Director Krauss discussed the problems when the hangars were built. The construction crew was a little inexperienced and the City had to have the manufacturer come to the airport to make the repairs. There are several hangar vacancies and the open hangars are not full at this time. Some prospective tenants say the open hangars need weather protection and security. The City has an advertisement in the Pacific Flyer paper and around the various airports in the area. Planning Director Krauss thinks that the recession and layoffs in the area have a lot to do with the vacancies at the airport. However, the developers that are building the condos are having no problem selling the condos. At this time the City has requests from developers asking to build more hangars. Ron Wanttaja asked if doors could be added to the open hangars. Planning Director Krauss stated that he would look into it. And will study the feasibility because there are no internal walls. Would have to add internal walls or add doors to all units at the same time. Some of the wooden headers have been replaced and that involves some retrofitting. Planning Director Krauss likes the bi-fold doors but they more expensive as there are motors needed to open the doors. Planning Director Krauss would like to consult with tenants about adding doors, because it will take some relocation of tenants. An addition item of interest regards the Civil Air Patrol (CAP). Planning Director Krauss said the Mayor was approached by the CAP regarding a space at the airport. Planning Director Krauss has offered them the use of space for meetings and also they have been offered free hangar space where they can keep their one plane. Item 11 is the summer sweeping schedule and the City is using a new contractor with different equipment. Interim Airport Manager Ellingson said they are sweeping once a month year round. This contractor is using the vacuum type sweeper at the airport and they only use the brushes when next to a hangar or curb. Also, the mowing is behind schedule and staff will call the Storm Maintenance department for an update on a schedule. They had a part-time person in place that was doing the work. Planning Director Krauss asked staff to check into it. Item 12 is airport security and Interim Airport Manager Ellingson said there have been no issues. APD Volunteers are still checking the airport. Planning Director Krauss has not heard of any incidents. Item 13 is the resolution of what to do with Russian Aircraft parked at the south end of the field. Staff will try to meet with the owner. NEW BUSINESS 1. Consuelo Rogel from Finance presented information on the Airport financial account #435. As indicated the wholesale fuel sales are a little under the budget. But, net working capital is OK. Planning Director Krauss stated that the current vacancies are costing the airport about $2,000 a month because of loss of income. There were some financial transfers that helped the airport finances. There was a general discussion on the changes at the airport. There are no expected capital expenses from now on. Chairman Peloza would like to have report each month on the agenda. Planning Director Krauss will find out if that is possible 2. The item for the helicopter concerns/action and operation will be tabled until next month It was moved by Rodger Campbell to adjourn the meeting and the second was by Ron Wanttaja.
