Meeting Minutes

Call to Order:
8:00 a.m.
Chairman- There being a quorum the Chairman of the AAB called the meeting to order at
Approval of Minutes
Approve May 2005 AAB minutes - a motion was made, seconded and unanimously
passed that the minutes of the May 17, 2005 be approved at this time.
New Business
Wind Indicator
Mike Shipman brought up the fact that the wind tee has been down and needs to be fixed at a substantial cost or
replaced with a large wind cone utilizing the segmented circle already in place. Price would be approximately
$3,000-4,000, motor alone costing $1,000, with an unknown factor worked into the fixing of the wind tee due to the
entire electrical schematic and various mechanical works which would need to be replaced and or fixed. The wind
cone would be at the same cost, but little maintenance needed with the exception of replacing the lights and
windsock. Mike Morrisette asked iffunding for this project would be a problem. Mike Shipman stated that it didn't
seem to be an issue at the moment. Other members and guests stated that if it will work and has less maintenance
costs then it should be replaced.
Beautification
Mike Shipman stated that a landscaping company was hired to clean up and maintain the east side and north end
airport property at approximately the same cost of having our own staff with associated labor and equipment costs. It
would basically be a wash as far as cost, but a much more professional job. Roger Campbell brought up why the
City of Auburn can't maintain the grounds. Shelly Coleman replied that the airport is considered like a private
entity.
Old Business
GPS, Mike Shipman updated that the GPS approach was set for publication on May 10,2007 pending the
obstruction survey and frequency designation. He stated that Paul Cashio from Seattle approach had said that the
frequencies will be available starting August of this year, leaving only the obstruction survey to our knowledge that
will stand in the way.
The question was asked what will happen if the survey wasn't completed? Mike Shipman. replied that he would
assume the approach publication would be delayed. Mike Morrisette wants to know what dead line we have for the
survey. Mike Shipman will call the FAA for that information. Shelly Coleman also said that she was having a
meeting today with Cayla from the FAA and would also ask the question about the approach and deadlines.
Rules and regulations:
Mike Shipman stated that the meetings were still being held at 5pm on Tuesdays and that progress was continuing.
At this time the rules and regulation portion had 3-4 more pages to review (about 2 meetings) and would start the
airport minimum operating standards afterwards. Mike Morrisette had asked if the process be sped up at all.
Response from Mike Shipman was we'd try and get the draft soon to the AAB.

Hangar Report:
Mike Shipman stated that an engineer's report was in and that possibly 60 headers might have to be replaced due to
various problems with deteriorating headers and which may not hold up in a heavy snowstorm. Mike continued to
state that the five headers replaced a few years back cost $12,500. Currently looking at different techniques for
repair and that replacing all of the headers would be very expensive. He referred to the report and the possible
recommendations set in the report and that a stress test would likely prove which ones are in most desperate need.
Mike Morrisette asked what is considered a heavy snow. Mike Shipman didn't have an answer. Mike Morrisette.
then asked for possible proposals for a down the road plan to solve the problem over a period of time. The
committee was in agreement and Mike Shipman will look into this and report back.
Update hangar 1018.
Mike Shipman. stated that his knowledge was second hand and that Shelly Colemanwas best to advise on this
subject. Shelly Coleman. spoke up and reviewed the situation regarding the painting inside the hangar and that the
individual will most likely press the eviction to go into litigation. Shelly Coleman stated that the reasoning would be
lack of due process and that the City is going to stand by the decision to evict.
Hangar roofs row 9-10
Leaks have been detected and complained about in two different hangars. Mike Shipman. stated that he reviewed the
old files on the north hangars and that a number of contractors looked at the situation but couldn't agree how to
solve the problem. Mike Shipman. stated that he called another company and went out and personally inspected the
problem. MikeShipman found that the gutter and down spouts have been blocked by debris, possible construction,
since no trees are in the surrounding area. Mike Shipman said that the problem seems to be that when it rains water
backs up in the gutter and then gets blown up into and underneath the metal slabs of the roof collecting on top of the
insulation causing the problems. Airport staff will clean and maintain the gutters; they will evaluate the seals at the
next rainfall for possible leaks.
Open Discussion
Gary Bolster introduced himself and his company, Hangars Unlimited. Stated that he wanted to find out what type
of procedures the City and airport had in place to ensure the fairness of upcoming property acquisition. Shelly
Coleman stated that normally an RFP is issued and Gary interrupted mentioning Northwest Hangars and Auburn
Flight Service situation. ShellyColeman continued to state that an RFP does get issued, but in that case with AFS
and NWH the city couldn't lease the land entirely since AFS has a long-term lease on the needed property for
hangars. An RFP therefore wasn't issued and that the two private individuals would have to sort out a compromise
before approaching the City with the proposal. Gary continued to say that the leases seemed to be set up in a way
that he was paying more than the others. Shelly Coleman stated that she would have to look at the leases back at her
office.
Randy Copland introduced himself and his company handing out letters of interest for a Gyroplane flight school.
Randy summarized his letter aloud. Questions and statements carne up regarding the noise, traffic pattern problems
and customer parking along with insurance coverage. Randy stated that the noise would be controlled by the
purchase of better, quieter gyroplanes in the next six months. His instructor David Overman answered traffic pattern
questions. Jan Bouchard stated that the delay on the runway is a danger and inconvenience to other aircraft, David
denied that he ever was holding up aircraft due to the lack of need for a run up like aircraft have the need for. Noise
issues and traffic pattern problems was covered by Randy stating that they extend and modify the pattern to allow
airplane traffic to land and take off and trying to stay at 500 MSL and Y, mile. Mike Shipman stated that the majority
of complaints by airport neighbors are caused by the gyroplanes and asked if the noisier gyroplanes would be sold or
not flown. Randy said that they wouldn't be flown as much but they plan to keep them on line.
Randy was hoping to be placed on the agenda for July's meeting
