Minutes of the Auburn Airport Advisory Committee
July 19, 2005

Acting Chairman called the meeting to order at 6:33 p.m.
First order of business was to approved the minutes of the June 21, 2005 meeting. A motion made, seconded and
unanimously passed that the minutes of the June 21,2005 meeting are approved at this time.
New Business
The resignation of Mike Morrisette of the chamber of commerce and subsequently the AAB. Campbell asked why is
he leaving? Garcia said that he would be moving to his hometown area of Yakima. Also brought up that the AAB
will be in need of volunteers and another chair. Mr. Campbell volunteered to be chairman until a successor has been
elected.
Old Business
GPS approach update, Garcia said that it is set to be active by May 2007, and the frequency would be out by August
of this year. Garcia added that an e-mail from the FAA stipulated that a possible delay might be happening because
of a power converter problem at the Air Traffic Control center. He further added that the e-mail didn't seem to make
any sense, Shipman agreeing with that statement. A follow up will be made. Garcia brought up the possible use of
daytime only for the GPS in order for the airport to get around the needed obstruction survey, which is required and
expensive ($65,000) and at this time no grant money is available.
Audience member asked if we could get a departure procedure as well due to the lack of available communication
with A TC while on the ground. Panel responded that Communication should be ok come August 2005, or when the
frequency becomes available. It was also brought up that the FAA seems to be stonewalling Auburn and delay after
delay seems to be the norm. Why can't the AAB go further than the local FSDO and start applying political pressure
on the FAA. Garcia stated that he has been in contact with Carolyn Roberts at the City of Auburn and she is in
contact with City representation in Washington D.C. Gallo brought up an article and contacts that AOPA has that
can apply pressure to the political side. Garcia asked if he could bring that informaiton to him. Gallo said yes.
Audience member stated that this approach has been going on more then five years and something needs to be done.
Panel agreed. Coleman brought up that she had a meeting with Cayla of the FAA Renton and she personally assured
her that the current plan and schedule would stick. Audience muttered "we've heard that before."
Rules and Regulations update.
Garcia reported that the meetings have concluded and that a rough draft would be available soon with the changes
made by the committee and presented to the AAB for review. The committee wanted to make the rules and
guidelines easier, understandable and friendlier to the tenants and users of the airport.
Minimum Operating Standards
Garcia reported that these are being reviewed and edited for review by the AAB. He further stated that these
standards apply to those who are interested conducting commercial activities on the airport. Garcia added that those
who are interested in obtaining a copy of either one to come by the airport office.
Gyrocopter school/training
Randy Copeland was absent, no discussion was made.
Hangar Nine And Ten update.
Garcia stated that the roofs after numerous contractors, all of whom disagree with each other aboutthe moisture
problem. The problem has been somewhat identified to the gutter system being full of debris. The airport has
cleaned out the system and will wait for first rains. The other problem was with the back flow of the storm water
system up through the grates and flooding occurring. The Green River Storm Water pumping station has been
change to turn on earlier and the perm for the holding pond has been built up as well.
Auto Traffic:
FAA has consistently been advising the airport management that too much auto traffic is on the taxiway and Aircraft
Operations Area. Garcia added that FAA personnel are frequently at the airport for numerous reasons and observes
this issue. Garcia said that the FAA has set an imaginary line running north and south west of hangar rows. This is
addressed in the rules and regulations by adoption of an "Airport Driving Permit" and by limiting access to airport.
Audience member brought up why they can't drive next to the taxiway on the dirt. Provisions were not made in the
ALP but perhaps it can be looked at when the taxiways are improved. Bolster asked why Aviation Properties is
sticking out much further then his property and hangars 9 & 10. Gallo brought up that it might have been the new
taxi way provisions setting those back. (Side note, Aviation Properties is lined up with hangar row two)
Park and ride Property.
Garcia said that Paul Kraus, City of Auburn, Planning and he met with the number two in charge of King County
Metro to discuss the purchase/release of the park and ride located on 15th St NE, This would allow the possibility of
runway extension for overrun and displaced threshold. Garcia also added that the Pea Patch would need to be
moved. Gallo asked if it would extend to 15th St. Garcia, yes it would also allow the development of the West Side
property.
Tom Matson Dodge
A lease rate of$O. 44 per square foot will be charged and will go to the airport fund. Gallo stated that he has brought
concerns before and would like a year or less for the lease.
Replacing Taxiway
Garcia stated that in the years of2007-2008 the new taxiway is to be installed. Additionally, repairs to the apron
area and stripping will cost about $170,000.
Open Discussion.
Gary Miller complained that the fuel is too expensive and that Valley Flyers will consider moving or obtaining a
fuel truck to compete with the main tank on the field. He states that Auburn is one of the highest in the area and
wants the prices lowered. He then handed out some comparisons and Valley Flyer specs on usage. Campbell asked
why are airports so different in regard to fuel prices? Garcia replied different revenue and capitol costs. Campbell
seems to make sense to us to lower prices and make it up in volume. Garcia will discuss the possibility in ways to
get the prices lower. The option of Valley Flyers selling to others with a fuel truck was brought up by Gallo or
possible fuel co-op truck for Auburn, non- -profit. Coleman and Garcia said they would look into the fuel cost and
pricing.
Gary Bolster brought up hangars being sold and property listed without RFP's being issued as the FAA requires.
Bolster said "I want the same deal as others on the field that are getting the property at half rate. 1 further
recommend that the City does not allow any more hangars to be built or sold until he builds and sells his remaining
property and is long gone." Gary then handed out a letter to the board.
There being no other business the meeting adjourned at 7:55 p.m.
