HomeMy WebLinkAbout08-16-2005 Minutes of the Auburn Airport Advisory Committee August 16, 2005 8:00 a.m. Northwest Aviation College Classroom 1 Attendance: Michael Shipman Ron Wanttaja Jamelle Garcia (' indicates AAB Member) Rodger Campbell' Gary Risner' Shelley Coleman Robert Myers' John Gallo Lee Potter Acting Chairman Campbell called the meeting to order at 0805 a.m. First order of business was to approve the July 19, 2005 minutes. Motion was made, seconded and was unanimously passed that the minutes of July 19, 2005 meeting are approved at this time. New Business Garcia introduced Bob Starr from Cascade Helicopter Repair Station. Mr. Starr explained that he would like to move his business from Boeing Field to Auburn, by building a facility here just north of the airport office approximately 20-25k square feet. Wanttaja brought up the issue of no jet fuel. Starr didn't see that as a factor. Gallo commented on the amount of run on landings being a problem here on the airport. Again, Starr said not an issue since he works primarily on the helicopters that have wheels. Risner brought up that more info was needed regarding the amount of space required. Shipman will measure the entire available space and make a general map. Risner asked, What is your timing? Starr replied within a year hopefully. Coleman spoke and said that a proposal would need to be put through Municipal Services. Risner, Gallo, Campell, and Wanttaja made comments that it sounds good for both parties. Nominations: Garcia brought up that two additional members were needed for the advisory board. Garcia said that two people came to mind and that he would make first contact. First being Nick Smargiassi and the other Tom Matson Jr. The board and visitors had no objections so far. Cal Hunzicker proposal was reviewed by member of the AAB. Mr. Garcia reviewed the conversation he had with Mr. Hunzicker and shared the paperwork/proposal given by Mr. Hunzicker. Airport Appraisal: Garcia said that the airport needs an appraisal which includes all hangars, tie-downs and buildings, but does not include the west side property. Land leases are to be included and are very important in determining lease rates. Cost is $14,500 about every five years. Garcia mentioned that Mr. Judd Clemdaniels has been interviewed and that Mr. Clemdaniel's worked previously for Bruce Allen and Associates (a prior appraiser used before) and is recommended by Steve Harris, a respected commercial real estate person from the local area. Once the completed appraisal is received, the appraisal will go to Municipal Services for review and then a decision on land lease rates and other properties will be set as they come up for the five-year market rate adjustments outlines in most airport lease agreements. Coleman suggested that the appraisal be used for the current adjustment and move subsequent leases not due this year be moved to a market rate adjustment on five-year cycles, e.g. 2005,2010,2015, so no interim MAl appraisal need to be completed, saving the airport substantial funds. Dumping garbage: Tenants are using airport dumpsters for inappropriate dumping. Home type garbage is being dumped in Airport dumpster and is happening mostly at the north end. AMG looking for suggestions from the board and tenants to relieve the problem. Shipman will look into asking the associations located on the airfield to acquire their own garbage dumpsters. Will look at other option as well. Page Two Airport Advisory Board Meeting Minutes August 16,2005 Commercial Operations in City Aircraft Storage Hangars. Garcia brought up that we need to start charging for utilities for tenants that use far more than others who only store their aircraft. Insurance requirements will also need to be reviewed. Risner agreed that a premium needs to be charged for those who use incurred more cost (electrical, water, garbage etc.) and to update the insurance requirements for businesses. Campbell brought up are we going to have too many workshops on the field? Garcia stated that the City of Auburn clamped down on the shops in the past that's where minimum standards corne in to play. Maintaining proper permits, licenses and insurance. Garcia will look into and make recommendations for providing fair power/garbage rates to those that obviously use the most. Old Business: Instrument approach- no update available still awaiting updates from FAA. Garcia and Coleman to contact FAA to decrypt the last message sent from the FAA a few weeks ago. Rules and Regulations: Committee has done their job, will have a copy for review by next week. Hangar Header Report- Shipman awaiting consultant from a testing firm to get back in contact. REIL update: Shipman set to be delivered this month and installed shortly thereafter. Auto traffic on airport. Garcia/Shipman still having concerns and curious to the penalties. Coleman to look into legal department for help on limiting access to tenants for violating speed and driving on taxiways without authorization. We will look at other options as well. Future Projects: Airport signage off of 167 possible, 1-5 unlikely awaiting DOT confirmation. Wind cone, still awaiting approval from city on cost, otherwise set to go. Park and Ride: Coleman said she will procure the King County Appraisal for property and will deduct for safety area. Open discussion: Campbell brought up the fuel prices and if anything had been discussed. Garcia replied that rates keep going up and that he is considering discounts for either cash or volume and will talk further to Gallo with regards to Valley Flyers if their interested.
