Motion was made, seconded and unanimously passed that the minutes of July 2006 meeting minutes are approved at this time. Note: August meeting was not officially held due to insufficient amount of Board Members. Old Business: Update on instrument approach, Garcia stated that a meeting was held with Fred Mitchel along with Coleman with the FAA. A letter was then sent out reaffirming what was discussed during the meeting and comments came back from the FAA now not agreeing with the May 2007 publish date of the GPS approach. Fred Mitchell's supervisor has decided on his own to push the date back to August 2007. Currently our Airport contact, Jeff Winters, has been on vacation. Coleman stated that it's time to contact the lobbyist in D.C. She wants white paper to Carolyn, the lobbyist and the Mayor but first wait until Winters can be contacted after his vacation. Campbell asked, how long has this been going on? Garcia replied, nine years. Hangar row 9 & 10 update on roof leaks. Garcia reported that a private consultant that the City has worked with has now been contacted. The consultant is hired to tell us an unbiased opinion how the airport should proceed. Too many different conclusions have come up to make a sound decision. Shipman stated that this week the consultants are scheduled to investigate the problem. AN-2 update- Garcia stated that we had one left on the field and that the new owner Ron McLaughlin will be arriving this week with a tear down crew to remove the last one. Helicopter and Training: Garcia stated that a meeting was held with local helicopter operators and FAA regarding a need for a standard at the Auburn Airport. Unfortunately what was not discussed were the multiple approaches that have elevated the noise complaints surrounding the Auburn Airport. A new meeting has been set for September 21 at 1500 with our local operator AirWork to come up with something that's safe and acceptable to all including the community. Battery Back-up for the Main Gate: Garcia brought up the need for a back up system for one of the gates at the airport. Without a backup power supply system nobody can exit or enter the Airport including Airlift Rescue support. During the daytime Airport staff can disable the gate and leave it open, but that will open us up to security problems. Original estimates came in at $1775.00 & $1931.20. The Airport Advisory Board has decided to remove item until further details can be obtained. Exit gate next to NW Hangars. Garcia stated that owner and developer John Vodry of NW Hangars had been under the impression that the City was going to provide funds for reinstalling the east side exit gate that was deactivated for construction of their hangars. The City was under the impression that NW Hangars was providing all the funds for this replacement. Coleman stated that a meeting between herself and Vodry concluded that John was to supply a new bid and plans for the project to her and the City. The proposal would then go through the proper departments and permit processes. A cost sharing might be possible, but as of now it's just not in the budget. New Business: Noise complaints: Garcia reaffirmed the meeting with Airwork Helicopters and discussed that a need for volunteer compliance on behalf of the pilots and continuing education of the public was needed. Super Unicom Problems: Shipman stated that over the past month the Super Unicom has been out of service. Hours of multiple phone calls, e-mails and labor spent just in order to get the unit able to broadcast. As of now the unit is operating in a reset off mode, meaning that all relays that protect circuits are bypassed. This was the procedure dictated by the manufacturer. Starting to inquire about other options in case of total failure of unit and future need of the Airport. Dumping of non-related aviation garbage. Garcia stated that continued dumping of construction related and home garbage being brought onto the airport is being dumped in the Airport dumpsters. Shipman stated that the Associations have no dumpsters and recently have been the main culprit. Coleman said to give her a list of Associations and a billing letter will be sent from utilities department. Landscaping at Condo Associations: Garcia discussed the need of the Associations at the Airport to keep up their own landscaping. Storm Water maintenance issues: Garcia stated that Shipman was in contact with Tim Carlaw trying to rectify the issue of who is responsible for maintaining the area behind Jacobsons hangar at the North end. Shipman stated that Carlaw had made a comment that this is an ongoing situation since the development of the north end. Shipman was to follow up with a phone call to Tim on his findings. Runway Repairs completed: Icon Materials made repairs to the recently damaged runway from a gear up landing and ground looping of an aircraft. West Side access road: Garcia stated that the access road from B Street to the West Side property was to begin this week pending weather. Construction update on Hangars Unlimited Property: Shipman stated that construction was moving along and that crews have been keeping him updated on equipment movement. Foundations have been poured and some material has been delivered into the staging area. Rates and charges for 2007: Garcia discussed the 2007 hangar rate schedule for approval and the Boards recommendation to bring to council. The Board voted and approved the recommendation to increase rates in 2007 according to the rate schedule handed out. Researching fuel club concept: Garcia said that a discussion of a fuel club for the Auburn Airport might help with the high cost of fuel. Nomination committee for new AAB members: Garcia stated that some terms were coming up and new Board Members were needed. He asked the Board for any recommendations and to help with the search. Meeting for October: Garcia recommended that the October meeting be cancelled since Airport management and City Official Coleman will be at an Airport Conference. Board agreed to cancel the October 2006 meeting, the next meeting is scheduled for November 21, 2006 The next meeting of the AAB will be November 21st 2006 at 8:00 a.m. at Northwest Aviation College.' There being no other business the meeting was adjourned at 0905 a.m. Respectfully submitted, Jamelle R. Garcia, AMG, on behalf of the City of Auburn
