Motion was made, seconded and unanimously passed that the minutes of May 20th 2008 are approved at this time Old Business Hangar rows 9 & 10 - Mr. Garcia reported that a walk through was scheduled for Wednesday June 18th at 10am with Steve Burke and interested parties for a construction window in July. Taxiway Construction - Mr. Garcia reported that the final scope was presented and signed off by the City and the FAA. Currently we are waiting for funding approval for 2008 and a construction window of 2009. Bids have come in and were 30 % higher than the engineering company had estimated. We believe due the higher petroleum/energy prices affected the bids since they don't know where the price will in 2009. Hunstock added the City Council did pass and accepted the amount of $221,000 of the FAA Grant so far on the taxiway project. Storm water update - Mr. Garcia reported Storm water submitted last week a budget amendment the airport project for possibly a July 2008 window of maintenance of the storm water ponds located at the airport. An issue may be with obtaining netting. Airport security and emergency plan grant approved. Mr. Garcia reported that the Washington State Grant for $5000.00 for the installation of an airport security camera has been approved and is in process. The grant is compiled with the grant for the taxiway so once the taxiway is approved the security grant will be issued. Request for Proposal for airport eastside properties Mr. Garcia reported that advertising has begun in many local, regional and national media and aviation media. Hunstock reported the City had received an inquiry at City Hall last week. Enclosing open t-hangars- Garcia reported that the City wants to move forward with an economic and design plan for the existing open t-hangars. Airport Management has contracted a local company to install a roll up door which has been installed for demo purposes. Estimates could be 6-7k for each hangar to be enclosed with sheetrock and electrical work. These doors will provide limited security, bird control, dust and debris control and give the airport an overall finished appearance. Columbia Bank Property Mr. Garcia reported that the Columbia Bank property and the adjacent property located at the south west corner of the field has been discussed with the FAA. The property would take approximately $5.1 million to acquire. The City and AMG are encouraging the FAA to assist in the purchase of these properties so development is aviation related. If the City were to purchase the property they might be entitled to reimbursement from the FAA as long as they fulfill a long list of requirements. This process could take up to two years for the complete FAA funding. Discuss installing contact information on all hangars- Mr. Garcia reported Mr. Shipman has made a sample name plate for installation of contact information to be attached on the outside of all hangars including condo hangars. Emergency contact information for the tenants and/or owners would assist fire, police, security and King County or State Search & Rescue to use. The airport is looking for a motion to move forward on this so at the next meeting we will have costs and a final design available to present to the AAB for a motion to the City to recommend an amendment to the Airport rules and regulations that would require emergency contact information to be displayed on all hangars. AAB made a motion and seconded to move forward on this project. New Business Hangar rows 2-8 header structural test and condition status. Mr. Garcia reported the City desires to examine the structural soundness of the header beams. Mr. Shipman reported that two test are recommended. The one is the block and tackle with a cement block being lifted in the center of the beam and measured and calculated. The other test is a dry rot resistant test. This is where a special type drilling device measures the pressure/resistance while drilling. This detects areas of dry rot or instability. Looking for a recommendation from the AAB to move forward on the testing. Mr. Shipman will call Krazen Engineering to determine which test would be best suited for the headers and report back at the next meeting. Discussion regarding rehab and estimate to rehab hangar rows 3-8 Mr. Garcia reported that City is requesting a condition survey of the existing hangars, specifically rows 2- 8. If structurally sound then possible rehabilitation and improvement of the existing hangars can be budgeted in 2009/2010. AAB members wanted to mention that rental pricing needs to be kept affordable for the tenants when considering a plan. The airport staff will contact Steve Burke, City of Auburn, to access the situation and recommend a third party to evaluate the hangars. Status of the Park and Ride Mr. Hunstock reported that the City has yet to get a proposal from King County Transit and a discussions have taken place between Metro and the City regarding the City's interest in the Park and Ride property.. Height restrictions have will devalue the property on 15th St. Mr. Babcock asked what could be done with the property. Mr. Garcia replied that the extension of the runway with a displaced threshold allowing larger aircraft to use the airport. Unfortunately the FAA wants 100% utilization of asphalt, so an overrun and displaced thresholds is not what the FAA really wants. This decision is up to King County Transit on the sale or trade of property. Draft aircraft traffic pattern review and comments. Over the past few years the helicopter and air traffic has increased and so has noise complaints to the City and airport. AMG has been trying to work with the FAA in establishing a traffic pattern for all users to follow. City wants the traffic pattern adopted so code enforcement could issue citations to those not adhering to the published traffic pattern. Once the pattern is adopted it would be distributed to all local schools that provide training and other flight entities. Nicholas Mann from AirWork made comments after looking at the proposed pattern that he did not see any problems with rotorcraft operations and was in favor of adopting at least the rotorcraft pattern. He did ask that the 1000 foot be lowered to 800. The helicopters that are flown just can't climb that fast in the reduced area of Auburn Way N. Management didn't see an issue in lowering the proposed pattern to the 800 for the downwind leg. Some emergency operations do require other then posted altitudes for training. This didn't seem to be issues since these procedures are done infrequently. Suggestions also were for rotorcrafts to use the taxiway if the runway has departing aircraft waiting. AMG will make the suggested changes and move forward to the City and then distributed. Evening Meeting for August or September. Mr. Garcia stated that attendance has been very low for these night time meetings but still should allow for them for those that could not make morning meeting during the week. Mr. Shipman made a suggestion that a Saturday meeting might be appropriate for attendance. No objections were made so the first weekend Saturday was placed in front of the AAB. It was agreed on for now that a tentative date of September 61h 2008 at 0900 was to be considered. This will be discussed again at the next meeting. Open Discussion.
