HomeMy WebLinkAbout11-18-2008 Minutes of the Auburn Airport Advisory Committee November 18, 2008 8:00 am Northwest Aviation College Classroom 1 Chair: Robert Myers Attendance: Robert Myers* Michael Kopp" Lee Potter* Tom Matson* Shelley Coleman, Jamelle Garcia, Michael Shipman " Denotes AAB Member Guests: None Meeting called to order at 8:05 am First order of business was to approve the minutes of the last meeting. Motion was made, seconded and unanimously passed that the minutes of October 21, 2008 are approved at this time with the exception of a time end of ineeting. Old Business Taxiway Construction 2008/2009 update - Garcia reported that Reid Middleton was working on the contracts to be changed with Icon including a change order to replace and recondition the runway lighting. It was asked who the project manager for the City is; Coleman replied Steve Burke would be the lead person for this project. The FAA wants the amendment by the first part of February 2009 for contracting by the City to Reid Middleton for project. Matson asked about the fuel surcharge issue in the bid and was answered that it is inclusive. Comments were made that it may be cheaper now since fuel was at a premium during the bid process. It was also asked if a possible rebid would happen due to the fuel situation and the reply was to follow up with Burke and Jeff Winters (FAA) would have to be made. Storm water update - Garcia reported that the north end of the Airport two of the four storm ponds have been completed on numbers 1& 2. We are now also looking to discuss or bring up to Storm Water Dept. a tiered system be considered for the East side ditch in preparation for storms and flooding and maybe the use of concrete blocks on the west side of the ditch to help block the water from entering the hangars. Kopp asked if consideration of rebuilding the pipe from an 18" to a larger one would help the situation. , Garcia replied it might but cost would be the determining factor. Enclosing open t-hangars - Hangars row 2-8 condition survey - Hangar rows 2-8 header structural test and condition status.-(Agenda items 3, 4 and 5 were combined.) Garcia reported we have a wait list for enclosed hangars. Before anything was done for improvement and development, a condition survey should be completed before any money is spent. Garcia continued the survey is being conducted by Waters and Wood Construction and is almost completed. They are awaiting results of the header test in order to compile the report and have verbally reported there may be ways to support the headers without replacing them. Coleman asked if the report could be electronically disseminated once received. Garcia replied, "Yes". Discuss Installing contact information on all hangars- A general emergency contact board is needed for authorized personnel to contact owners and occupants of hangars and tie-downs of condo type and City owned hangars. The need is for police, fire, security and search and rescue to make contact in case of an immediate need. Shipman reported the decision was to place a map and box at the Airport office with a lock system which could be accessed by only the appropriate personnel. He continued to say a letter is being written and will be distributed to all condo associations requesting their tenant's information. If the owners and or renters do not wish to provide this information list then the president or members of the association will be the main contact and be held responsible to respond to emergencies for access to hangars. The design of this station will be determined and discussed by AMG and installed. This will also be tied in with the emergency operations guide for the Airport. Shipman reported we hope to have something going by middle to late December. This has been a long process but will be worth to have this information should it ever be needed. WSDOT Airport Camera - Shipman reported the grant issued for the Weather Camera has almost been completed for the Emergency Airport Plan from the State of WSDOT Aviation Branch. The camera is currently providing pilots with internet access to view conditions at the airport from all directions every 15 minutes. Management does have the ability to use the camera for viewing subjects and objects in real time for security. It will be placed on the WSDOT aviation web page later this week and Airport web page following. Security Lighting Issues in Rows 3-8 - Shipman reported that the Airport has a chance to participate with PSE in the replacement and install new security lights that are in desperate need of replacement. AMG has contracted with an electrical contractor to perform the work and handle the paperwork. Issues that have arisen are the movement of aircraft forward 5-8 feet and roll back once installed. Management will inform tenants this will be happening and if they so choose they can do it themselves when the time comes. This replacement will provide an alternative and less expensive light to operate for many years to come. The maintenance cost is expected to be cut as well. New Business: Annual Review of Airport Rules and Regulations - Garcia reported that a committee is about to embark in reviewing the Airport Rules and Regulations. Each year a review happens to make recommendations for changes to adapt the rules to the current need of the airport. Once the review is complete it will be recommended and be processed through the departments for approval to administratively change the rules and regulations. We will be comparing the new permit for tenants and rules matching them so no confusion exists. It's expected that this process will take a few months to complete.
