HomeMy WebLinkAbout01-23-2003 MINUTES OF AIRPORT ADVISORY BOARD FOR JAN 21, 2003 CALL TO ORDER: Chairman: Bill Peloza Board Members present: Bud Buchanan, Rodger Campbell Board Members absent: Don Rottle, Ron Wanttaja Staff present: Paul Krauss Director Planning and Community Development: Mark Ellingson, Safety Manager/ Interim Airport Manager; Carolyn Brown, Secretary Planning Department Guests: Lee Hall, Assistant Finance Director; Ray Richcreek The minutes of the December 17, 2002 meeting were approved as amended. OLD BUSINESS: Auburn and King County are still discussing the acquisition of the 15th Street NW Park and Ride to add to Airport Property. Planning and Community Development Director Krauss stated the City has made an offer to King County regarding the Metro Park and Ride property in negotiations for the swimming pool. As examples, the City of Tukwila traded a bridge for their pool and the City of Enumclaw traded a golf course for their pool. Mayor Pete Lewis has addressed a letter to King County Executive Ron Sims. The Auburn School district is also participating with the City in the discussions. City Response to Classic Helicopter Letter of 10-22-02 Planning and Community Development Director Krauss will respond to Classic Helicopter and will reference the letter written by Ron Wanttaja. Chairman Bill Peloza has a copy of the letter and will forward to Planning and Community Development Director Krauss. In response to a letter dated 10-16-02 from Jamelle Garcia at Auburn Flight Service (AFS), Planning and Community Development Director Krauss said that negotiations are under way at this time. The potential is there for AFS to manage the Airport, which would still be owned by the City. The runway/ taxiway evaluation is still on going regarding the cracks in the runway. Planning and Community Development Director Krauss met with FAA and talked to Cayla Morgan. The FAA is prepared to fund the runway repairs this summer. Planning and Community Development Director Krauss met with Finance and at this time has decided to delay the Airport fencing project and use the matching funds to repair the runway. A majority of the work will be done at night. The City will fund about 10% of the repair work. This will be the runways only, and not the taxiways at this time. Ray Richcreek asked if state funding could be used? Planning and Community Development Director Krauss said it is usually not an option. The Airport has used state funding for the security fencing. Ray said he has noticed the manhole covers along the end of hangar 7 appear to be sinking. The storm drains run along the east-west taxiway. Staff will look into the problem. Interim Airport Manager Mark Ellingson will come up with a safety assessment by the February AAB meeting. A progress report on the repairs to Hanger #2 &#7 indicates that #7 is essentially done. Interim Manager Ellingson said the contractor is now working on #2. The contractor has another construction project and will be back at the Airport by Wednesday or Thursday to finish hangar 2. Planning and Community Development Director Krauss told the AAB members that performance vs cost has not been a problem. Lee Hall, Assistant Finance Director, passed out information on the Airport Quarterly Financial Report (Income / Expenditures). She stated that the working capital is down a little from the 2002 budget. Finance has agreed to transfer funds from the Insurance Fund to Airport Fund and it is not a loan. She also stated that this is the first time in 35 years the City has given money to the Airport. A general discussion followed on the budget. Interim Airport Manager Ellingson said that the delinquent tenant accounts have gone down from 15 to 6 tenants. He would like to start the process in order to write off the amount owed by Tim Manchego. Page 1 Rodger Campbell said he would like to recommend to City Council to write off the delinquent amount. Will ask finance to start the collection process. The recommendation was seconded by Bud Buchanan. Chairman Peloza said it has been moved and seconded to proceed with write-off recommendation to staff and City Council. The recommendation was approved by members. Interim Airport Manager Ellingson added that he has been in contact with the other delinquent tenants, also. This needs to be reviewed monthly. Planning and Community Development Director Krauss would like to see anyone owing over 91 days have the plane chained up. Interim Airport Manager Ellingson will post the ordinance in the office. Chairman Peloza asked if the board members names are posted in the Airport office. Interim Airport Manager Ellingson said he will post the names and home phone numbers. Bud Buchanan's term on the AAB is up and he indicated he would like to stay on the board. Planning and Community Development Director Krauss said that the price of fuel has been lowered from $2.59 to $2.51 at the pump. He added that the price reduction is only dealing with the Airport increment. Also, he would like to have a new fuel survey. Ray added that the WPA has a statewide survey. Interim Airport Manager Ellingson has found in the past that the Airplane fuel from BP has a lower pump price. Planning and Community Development Director Krauss added that now the Airport has a contract with Chevron. The BP distributor has unbranded fuel and it is noticeably less expensive. Rodger said he has noticed some pilots put in 5 gallons of regular service station gas in the planes. It is true that older planes can burn auto fuel. Airplane fuel is 100 octane low lead. Planning and Community Development Director Krauss said he has nothing new to offer on the Hangars Unlimited (HU). He said he has been discussing an option on a second parcel with HU. At this time the City is being paid for the ground. All the hangars, under construction now, should bring another 85 aircraft to the airport. Chairman Peloza would like to see a report as to the number of planes in hangars and tie downs. Interim Airport Manager Ellingson will put together a report on a monthly basis. Ray has noticed that occupancy in the tiedown area between AFS and Airport office has gone down. Planning and Community Development Director Krauss said he is negotiating to take over some of the tiedown areas. He also said there maybe other factors such as people migrating to less expensive fields, or they do not have the money for recreational use or are buying the less expensive planes. FAA - (GPS) On January 17 Planning and Community Development Director Krauss, Chairman Peloza, and Jamelle Garcia went to the FAA office in Renton to meet with Jan Olson, Cayla Morgan, Dave Eckles, and Mark Napier & Lorelei Mesic from W& H Pacific. Jan brought up the need for more feasibility studies on the south approach. There are conflicts with the SeaTac air traffic and they need to determine if the patterns can work together. Jan will make up a report and submit to the air traffic control office. The group will meet again on January 30, and should have an answer from air traffic. Then the study will be sent to OKC for review. After that they will then need a flight check from OKC and then there will be another 60 day cycle. Planning and Community Development Director Krauss said the meeting did get to the root of the problem. And that is that essentially no new work is being done. If there is nothing new by Jan 30, the City will go the next level up to Dave Eckles. Rich said the AOPA can give assistance to airports that have navigational approaches. He will get in touch with John Gallo as he is the AOPA representative On the AOPA- Airport Watch Program, Ray Richcreek said they have been mailing out circulars, stickers, posters, information and numbers to call for security problems. John Gallo is the contact for this information. Interim Airport manager Ellingson has received reports with no exceptions from Airport Security NEW BUSINESS Regarding the item of the letter to Hangar's Unlimited refer to old business topic, above, for HU. Thank you letters were sent to the engineering services who sent in their requests for qualification (RFQ). Going to the City Council is a request to extend the WH Pacific contract for another 3 years. Page 2 The City received a letter from Stemper Architects regarding a request for more money from the City because of problems during the John Anderson transition. Planning and Community Development Director Krauss mailed a reply and put Stemper on notice that no additional money was forthcoming. Planning and Community Development Director Krauss sent a letter to Steve Ratcliffe regarding the development of a small hangar complex. Planning and Community Development Director Krauss displayed site plan and had an idea that he is working on. Mr. Ratcliff wants to build another partial line of hangars. Jamelle Garcia of AFC is willing to give up his lease to that area. Planning and Community Development Director Krauss will set up a building that is half on AFC's property and half on the City property. Extend Bud Buchanan's term for another 2 years.
